This article argues despite opportunities to learn valuable strategic lessons from Denmark’s effort in the Afghanistan War (2001–14), Danish civil authorities implemented a comprehensive approach policy that failed to establish a bridge to lessons learned by the military. Denmark’s experience in the Afghanistan War demonstrates promises and perils of lessons learned processes.

During the period of June 1999 to mid-December 2001, the United Nations Mine Action Service (UNMAS) coordinated major international cleanup activities in Kosovo, which resulted in the successful clearance of more than 12.4 sq mi (32.1 sq km) of land and the destruction of more than 50,000 landmines, unexploded submunitions and other unexploded ordnance (UXO). Kosovo had considerable mine and explosive remnants of war (ERW) contamination, including cluster munition remnants (CMR) from armed conflict between forces of the Federal Republic of Yugoslavia and the Kosovo Liberation Army in the late 1990s, exacerbated by the NATO bombing in 1999.

In July-August 2006, the Geneva International Centre for Humanitarian Demining (GICHD) conducted a mission to Kosovo at the request of the Office of the Kosovo Protection Corps Coordinator (OKPCC). The purpose of the mission was to assess concerns raised by the HALO Trust that the extent of the remaining landmine and unexploded ordnance (UXO) contamination in Kosovo had been underestimated and, thus, provided an inadequate basis for future planning. From 1998 to 1999, an internal struggle known as the Kosovo Conflict caused Kosovo, a U.N.-administered province of Serbia, to become littered with mines and unexploded ordnance, including cluster-bomb units. Since the conflict ended, mines and UXO have claimed hundreds of victims in Kosovo. Today, very little of the original contamination remains thanks to the success of Kosovo's excellent mine-action program.
