The UN General Assembly requires all parts of the UN system to promote gender equality and the empowerment of women within their mandates and ensure that commitments on paper lead to progress on the ground. In response to this call and to facilitate gender mainstreaming, strengthen the quality of mine action interventions, and promote gender equality, these guidelines were first produced in 2005 and subsequently updated in 2010, prior to this revision published in 2019. Just over 20 years ago, states and civil society came together to put an end to the harm inflicted by antipersonnel mines. The result was the ground-breaking Anti-Personnel Mine Ban Convention in 1997. Better known as the Ottawa Treaty, it prohibited the use, stockpiling, production, and transfer of anti-personnel mines. It also created time-bound legal obligations requiring the destruction of all stockpiles, the clearance of all mined areas, and assistance for landmine victims.

The Seventeenth Meeting of the States Parties (17MSP) was a formal meeting of the 164 States Parties to the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction. The 17MSP was held in accordance with Article 11 of the Convention and pursuant to decisions of the 2017 Sixteenth Meeting of the States Parties.

A total of 125 delegations participated in the 17MSP, including 93 States parties, 10 States not party and 22 organisations.

The Seventh Meeting of States Parties (7MSP) to the Convention on Cluster Munitions (CCM) took place from 4 to 6 September 2017 at the Palais des Nations in Geneva.

The 7MSP, presided by Germany, was the second formal meeting of the Convention after the adoption of the Dubrovnik Action Plan, a five-year action (2015-2020) plan that provides a roadmap for States Parties to implement and universalize the Convention. 393 participants from States, international and non-governmental organizations took part in the three-day Meeting to take stock of the implementation of the CCM’s steering action plan.
