The Organization of American States’ recent experiences in Nicaragua and Colombia have shown that, in addition to large projects, micro-projects—such as building farms or gardens—are a necessary step in the rehabilitation of cleared lands. Because of the extensive amount of vulnerable area in these mine-affected countries, the continual support of micro-projects not only facilitates development activities, but also lays the groundwork for reaching the United Nations Millennium Development Goals.

The role of non-state actors in mine action is an important and complicated issue to consider. While the United Nations does not recognize NSAs as official representatives of countries or governments, NSAs can still play an active part in reducing landmine and weapons proliferation around the globe. By December 2009, all explosives in the Maoist cantonment sites had been eliminated. This article examines the extent of Nepal’s mine-action successes, while offering a number of lessons for mine-afflicted states to consider in their programs.

I was dismayed to read Dennis Barlow’s editorial “Amending the Ottawa Convention: A Way Forward,” in the Winter 2009 edition of The Journal of ERW and Mine Action. The idea of weakening one of the core provisions of this highly effective treaty should raise alarm bells throughout the mine-action community. The treaty as it stands provides the best protection for civilians living in mine-affected countries without placing an undue burden on their governments.

In 2004–05, the Inter-Agency Coordination Group for Mine Action (IACG-MA) endorsed the first UN Gender Guidelines for Mine Action Programmes to enhance the integration of gender considerations into UN mine action programmes. The guidelines were developed with the assistance of the International Women’s Development Agency (IWDA). This effort followed the launch by DPKO in 2004 of the Gender Resource Package for Peacekeeping Operations, which identified key gender issues and provided an overview of how they could be addressed most effectively. The EC Anti-Personnel Landmine Regulation of 2001 mandated evaluations of EC Mine Action strategy every three years. The first report was a Global Evaluation published in 2005, this report forms one part of the 2008 evaluation by regions and covers Latin America, 2002-2007.
Total EC funding for mine action in Latin America in the period 2002-2007 was about 8 million euros, roughly 2% of the EC total worldwide budget for mine action. Since October 1999, the Bolivarian Republic of Venezuela has been a State Party to the Anti-personnel Mine Ban Convention, which it signed 3 December 1997, and ratified 14 April 1999. Upon ratification of the convention, the document became a national law of Venezuela. At the U.N. Conference on Disarmament in 2004, Venezuela announced that it had fulfilled its duties to the Convention in 2003, destroying 47,189 AP mines and keeping 5,000 landmines for military training. In 2001 the Council of Ministers and the European Parliament adopted two Regulations on the reinforcement of the EU response against Antipersonnel Landmines (APL). The Convention on Cluster Munitions bans all use, production, transfer and stockpiling of cluster munitions. Cluster munitions do not distinguish between civilians and combatants and can leave behind unexploded ordnance which can harm civilians and be detrimental to economic and social development for decades after use. The Convention aids in clearance of contaminated areas in order to prevent future disasters. It also provides risk reduction education and establishes a framework for cooperation and assistance for survivors.

The Azerbaijan National Agency for Mine Action (ANAMA) is a success story and is one of only five such agencies with comparable success. If the main stakeholders maintain their current support and approach to it, that success should continue.
The United Nations Development Programme (UNDP) approach to the project with ANAMA has proven to be a large part of this success and although its impact is now less – given the increasing strength of ANAMA – its role is still very important.
All the Outcomes and Outputs assessed by this evaluation have been met.
