Uyghurs Under The Chinese State: Religious Policy And Practice In China, Katie Corradini
Uyghurs Under The Chinese State: Religious Policy And Practice In China, Katie Corradini
Human Rights & Human Welfare
The government of the People’s Republic of China (PRC) is notorious for committing human rights violations. These violations include infanticide, human trafficking, violent enforcement of the one-child policy, and religious persecution. The international community commonly overlooks religious persecution of the Uyghurs, who are targeted and often oppressed by the Chinese government. China is arguably the center of the political and economic international system but, as the Uyghur diaspora expands to developed countries, including the United States, the rest of the world must understand the issues at the forefront of the conflict.

Sustainability Efforts At South Dakota State University, Joshua A. Schuttloffel
Sustainability Efforts At South Dakota State University, Joshua A. Schuttloffel
The Journal of Undergraduate Research
South Dakota State University wants to develop a sustainable environment. However, the University has, thus far, refused to make a formal commitment to sustainability. This paper examines how the ecology, communication networks, politic decisions, and issue networks of the University have influenced the University administration to have a goal towards sustainability yet refuse formal commitments to improving the sustainability of the University. Interviews with individuals intimately involved with issues of sustainability at the University are used to present a case study of events from the time sustainability became a goal of University to current. Public administration theory is used to …

Since its launch in 2008, Commonwealth Compact has grown steadily, employing several strategies to promote diversity statewide. The Benchmarks initiative has collected data, analyzed in this report, on a significant portion of the state workforce. Guided by Stephen Crosby, dean of the McCormack Graduate School of Policy and Global Studies at UMass Boston, Commonwealth Compact has conducted newsmaking surveys of public opinion and of boards of directors statewide. In addition, it has convened ongoing coalitions with its higher education partners, and established a collaborative of local business schools aimed specifically at increasing faculty diversity. The Compact has sponsored or co-sponsored …

How Effective Leaders Learn From Life: A Grounded Theory Study Of The Impact Of Significant Life Experiences Upon Leadership Development, Ryan P. Meers
Department of Agricultural Leadership, Education, and Communication: Dissertations, Theses, and Student Research
Fifteen effective leaders from diverse organizational backgrounds described their significant life experiences and the impact upon their development as leaders. Using grounded theory methodology, a theoretical model emerged for assisting leaders absorb greater learning from their various life experiences. Related to the central phenomenon of how effective leaders learn from significant life experiences, four causal conditions of types of experiences were identified as influencing how leaders learn: (1) experiences of adversity or loss; (2) experiences of “stretch assignments”; (3) inspirational experiences; and (4) experiences with conflict. Strategies used by the leaders to absorb learning from their significant experiences were active …
Gubernatorial Reputation And Vertical Tax Externalities: All Smoke, No Fire?, Per G. Fredriksson, Khawaja Mamun
Gubernatorial Reputation And Vertical Tax Externalities: All Smoke, No Fire?, Per G. Fredriksson, Khawaja Mamun
WCBT Working Papers
This paper investigates whether reputation-building strategies guide U.S. governors’ responses to changes in federal cigarette taxes (i.e. vertical tax interactions). Using 1975-2000 state cigarette tax data, we find that reputation-building strategies affect the nature of vertical tax externalities. Lame duck governors exhibit a more negative response to changes in the federal cigarette tax. Thus, by reducing the state tax base and by causing a decline in the state tax, an increase in the federal tax rate reduces state tax revenues in states headed by lame ducks.

Mechanism Choice, Jonathan B. Wiener, Barak D. Richman
Faculty Scholarship
This chapter reviews the literature on the selection of regulatory policy instruments, from both normative and positive perspectives. It first reviews the mechanism design literature to identify normative objectives in selecting among the menu or toolbox of policy instruments. The chapter then discusses the public choice and positive political theory literatures and the variety of models developed to attempt to predict the actual selection of alternative policy instruments. It begins with simpler early models focusing on interest group politics and proceeds to more complicated models that incorporate both supply and demand for policy, the role of policy entrepreneurs, behavioral and …
