Violent Youth Crime Plummets To A 30-Year Low, Jeffrey A. Butts

FBI crime data show a considerable drop in violent youth crimes between 2010 and 2011, with arrests for murder and nonnegligent manslaughter dropping 20 percent in one year. Violent crime arrest rates in 2011 were 30 percent lower than in 2008. This databit shows the percent change in violent offenses charged against youth under 18 between 2010 and 2011 and the youth violent crime rate since 1981.

Drug arrests increased faster for adult women and were nearly double the rate for men of the same age from 1980, though men still outnumber women in this category. In the past three decades, state and local governments implemented various reform strategies to reduce the youth justice system’s reliance on confinement facilities and serve as many youths as possible in their own homes or at least in their own communities when removal from the home is warranted. The various reform strategies may be conceptualized as relying on three distinct but interrelated mechanisms: resolution, reinvestment, and realignment (Butts and Evans 2011). In recent decades, legislators and administrators have created innovative policies to reduce the demand for expensive state confinement and to supervise as many young offenders as possible in their own communities. Researchers investigated the operations of a pre-court diversion program that provides services and supports to station adjusted youth offenders after contacting the Chicago Police Department but before they have been formally arrested and referred to the Cook County Juvenile Probation Department. The purpose of the study was to determine the suitability of the program for evaluation and to work with staff to enact any procedural modifications that may be needed to facilitate future evaluation activities.

In an effort to make sense of the work/life balance quandary, this article discusses preliminary results of a broader research project (D‘Agostino and Levine 2009) empirically examining the utilization of work/life practices by women in state-level government in the United States.. The purpose of this research is to examine whether women‘s utilization of work/life practices contributes to their career progression. Therefore, the central research question examines, what is the impact of work/life utilization practices on women’s career progression? Positive youth development could be an effective framework for designing general interventions for young offenders. Such a framework would encourage youth justice systems to focus on protective factors and risk factors, strengths, problems, and broader efforts to facilitate successful transitions to adulthood for justice-involved youth. The positive youth development approach supports youth in successfully transitioning from adolescence to early adulthood by encouraging young people to develop useful skills and competencies and build stronger connections with pro-social peers, families, and communities (Butts, Mayer, & Ruth, & Ruth, 2005). The Politics Of Immigration Control In Britain And Germany: Subnational Politicians And Social Movements, Roger Karapin

Political backlash against immigrant minorities and restrictive immigration policies have increased in western Europe. Most explanations of the adoption of restrictions on immigration have focused on ethnic competition for material resources and on national political factors. An alternative theory of political mobilization and restrictive policy changes argues that pressure from subnational politicians and social movement organizations and signals from dramatic anti-immigrant events such as riots lead national elites to infer that public interest in anti-immigration policies is intense enough to justify a break with liberal policies. This theory is tested against four cases in Britain and Germany, where the hypothesized …
