Local Measures: The Need For Neighborhood-Level Data In Youth Violence Prevention Initiatives, Jeffrey A. Butts, Alana M. Henniger

In an attempt to assist local jurisdictions with violence prevention, the U.S. Department of Justice and other federal agencies launched the National Forum on Youth Violence Prevention in 2010. More than a dozen cities participated in the National Forum, collaborating to increase the effectiveness of their local strategies for reducing youth violence. The Department of Justice asked John Jay College of Criminal Justice to monitor and assess the outcomes of the National Forum beginning in 2011. The study investigated the accomplishments and perceptions of the leadership networks in each city.

The essay attempts to fill the gaps found in knowledge and practice for conceptualizing local housing marketplaces in public policy administration. Dichotomous conceptualization in terms of homeownership and rental housing led to inefficient local housing marketplaces and affordability issues. The rationally evolving economic concept of local housing marketplaces is to financially leverage every family and stimulate investing in landed properties for decent homes. Hence, the Housing Act of 1949 reasonably envisaged every American family having access to a decent home as the great equalizer. The Former Yugoslav Republic of Macedonia (“FYROM”) experienced four major changes to its electoral system in the eight parliamentary elections held between 1990 and 2014. The Macedonian 1990 and 1994 parliamentary elections were held under a majority system, in which 120 members of the Parliament were elected from 120 constituencies, one member per constituency. A mixed-majority/proportional representation (“PR”) system was adopted for the 1998 elections, in which eighty-five seats were elected under the majority system from the constituencies, and thirty-five seats were elected proportionally from a nation-wide electoral district. In 2012, the Research and Evaluation Center at John Jay College began to publish the results of an assessment conducted between Summer 2011 and Summer 2012. The project conducted surveys and measured the effectiveness of the National Forum on Youth Violence Prevention. In 2016, with the support of the Office of Juvenile Justice and Delinquency Prevention, the research team tracked perceptions and opinions in each community involved in the National Forum on Youth Violence Prevention.

The international community has agreed upon another set of goals for the next 15 years. On the table are no less than 169 objectives and 17 Sustainable Development Goals (SDGs). The new aspirations are summarized and the merits and demerits of further elaboration and measurement including country-specific deadlines and targets are discussed. The hefty budget to achieve all 17 goals is estimated at more than $4 trillion US a year. Despite the efforts of policymakers, medical professionals, and other stakeholders, obesity and related health problems show no signs of receding from their record-high rates. Public policy has largely taken the form of consumer advice, (e.g., USDA’s Dietary Guidelines). Since consumers bear most of the costs associated with their obesity, the goal of obesity prevention appears to be incentive-compatible, prima facie. That is, there is no a priori case for much further policy intervention unless existing advice is deficient or consumers’ exhibit systematically poor decision-making.

This article tries to address the problem of a corrupt and broken electoral system that has been captured by special interests through big money spending in political campaigns, while at the same time preserving the spirit of the Free Speech Clause of our Constitution. In doing so, this article first reviews and summarizes the different alternatives proposed as potential fixes for the campaign finance problem. Since the passage of the Victims of Trafficking and Violence Protection Act and the United Nations Palermo Protocols of 2000, there has been an increased focus on the magnitude and complexity of modern day slavery. Yet, surprisingly, little empirical work exists. A comprehensive review of the literature by Elzbieta Gozdziak and Micah Bump in 2008 found that quantitative methodologies were noticeably scarce and that the dominant anti-trafficking discourse was not evidence based. There is growing consensus in the scientific community that the global climate is changing. Increasing average global temperatures are expected to increase both the frequency and intensity of extreme weather events, which will affect human civilization. However, these events do not need to become disasters. Analysis of past extreme weather disasters in the United States shows that failures in policy, specifically in terms of disaster preparedness, are the real culprit and not the actual weather event. Given the increasing destructiveness of storms and the projected increase in frequency, it makes formulating a coherent and effective national response a priority.

State Department officials stated at the end of 2011 that after a careful review of year's events concerning the terror group Al Qaeda, the threat of terrorism was now greatly diminished with little chance of retunring. Less than four months later, Al Qaeda affiliate group Al Qaeda in the Islamic Maghreb (AQIM) staged a coup in the West African country of Mali, effectively splitting the country in half. The efforts inspired by the National Forum on Youth Violence Prevention will take time to develop, but survey results from the first 15 months of implementation suggest that the initiative may be generating some important changes. In five communities, survey respondents report a number of potentially valuable improvements. The results imply that the cities involved in the National Forum may be increasing opportunities for youth and improving the extent to which violence prevention approaches draw upon the perspectives and expertise of a broad range of community members. In the past three decades, state and local governments implemented various reform strategies to reduce the youth justice system’s reliance on confinement facilities and serve as many youths as possible in their own homes or at least in their own communities when removal from the home is warranted. The various reform strategies may be conceptualized as relying on three distinct but interrelated mechanisms: resolution, reinvestment, and realignment (Butts and Evans 2011). Poverty rates on Indian reservations are far higher than the national average. Since Tribal Governments have at least some control over these reservations, to what extent are they to blame for these higher than average poverty rates? I look at each reservation and their type of government, constitution, policies and demographics to analyze the causes of their poverty as it relates to tribal government. There are many other pieces of research that are similar to this, but none looking specifically at the overall effects the government has on its community. Retributivists thus face a difficult challenge. Either we must go against the social grain, and perhaps our own intuitions, by insisting that a criminal offense carry the same penalty or punishment no matter how many previous convictions an offender has accrued; or we must find a way to justify the recidivist premium. I shall take the second route here by arguing that recidivism itself is a kind of criminal offense. Researchers investigated the operations of a pre-court diversion program that provides services and supports to station adjusted youth offenders after contacting the Chicago Police Department but before they have been formally arrested and referred to the Cook County Juvenile Probation Department. The purpose of the study was to determine the suitability of the program for evaluation and to work with staff to enact any procedural modifications that may be needed to facilitate future evaluation activities.

Positive youth development could be an effective framework for designing general interventions for young offenders. Such a framework would encourage youth justice systems to focus on protective factors and risk factors, strengths, problems, and broader efforts to facilitate successful transitions to adulthood for justice-involved youth.
