This directory contains instructions for using various telephone systems and calling long distance, a thorough organizational listing, a quick reference guide, an alphabetic list of employees, and a world time conversion chart. The organizational listing gives the lists each division and the branches within it and the heads of the divisions and branches with their phone numbers. The list of employees includes the person’s name, his or her office extension and home phone number, office symbol, and room number. If the person listed was not located in Charlottesville, the alphabetic list tells where they were.

While these differences in part reflect the serious neglect of the importance of World War II for American social policy developments, they also reflect real variations of historical experience. Throughout the Journal reference will be made to "The Warfare/Welfare State." When the term is used by the editors it refers to activities and programs in the public (governmental) sector having to do with the growth, development, and interrelationship of two of the major institutional complexes of society, the military and the social welfare.

There are two major reasons for the term:

First of all, it signals the findings of current research, that nations having large military budgets also have large budgets for social welfare. Both welfare and warfare seemingly are necessary components of the modern industrial state.

This paper explains why the leaders of conservative political parties were so successful in the aftermith of limited wars. Conservative parties are those parties whose constituency is large and small business, managers, upper income professionals, and some white collar workers and farmers, exemplified by the Republican Party in the United States, the Gaullist Party in France, the Christian Democrats in Germany and Italy, and the Conservative Party in England. Much has been written concerning the extent to which contemporary industrialized societies meet the accepted criteria of a "welfare state". By contrast, the literature on the welfare aspects of the military as an institution within societies is comparatively sparse. Yet internally, military establishments often exhibit many welfare state attributes. Within the military's organizational territory and authority, members are provided with a wide spectrum of comprehensive universal entitlements--social, economic, occupational, educational, and medical. The formal parameters of the U.S. military establishment's welfare entitlements give the undeniable appearance of a bonafide welfare state whose provision is significantly more benevolent and equitable than …

This document is a basic organizational history of the Foreign Science and Technology Center (FSTC). It describes how FSTC was built out of various Army technical intelligence organizations; traces its relocations eventually culminating in settling into a federal building in Charlottesville, VA; and traces its various reorganizations and changes in staffing.

Appendix A contains a detailed discussion of FSTC Table of Distribution and Allowances (TDAs) changes over the years. That analysis shows how administrative problems were handled and how the focus of the organization had changed over the years. The account book says on the cover, “John Garrett, His Book, 1830”. Inside is financial information whose context is difficult to ascertain due to the low quality of the scans. The original accession record states that the book is the account book of the unit.

This collection is composed of letters and postcards to Lillian from her brothers Donald and Darrell while they served and trained for WWI. Included in the collection are Lillian’s personal papers during her high school and early college years, such as programs, yearbooks, student publications, and grade reports. Also included are collected publications, clippings, and ephemera related to her brothers’ service in WWI.

It is uncertain how the folder of Clendenning letters written during WWI were added to the collection, but they are from Robert Clendenning (serving in the war) to his father on the home front.

Barton, the self-made physician of Syracuse, Ohio, including a history of the Fourth Regt. West Va. Vol. Inf’y, with an account of Col. Lightburn’s Retreat” published by Charleston, West Virginia Printing Company in 1890. The document does not cover Barton’s personal life, and only discusses his time as a doctor for his regiment in the Civil War. The autobiography discusses military matters primarily but does go into details as to a physician’s life in the camps and treatment of wounds sustained …
