How Can the War Powers Act of 1972 be Reformed to Increase the Chances of Winning Wars?

This paper examines the effects of the War Powers Act of 1973’s Authorisation for Use of Military Force (AUMF) system on the conduct of war, especially regarding the ongoing War on Terror. The War on Terror, began in the aftermath of the September 11, 2001, attacks when President Bush invaded Afghanistan. Congress, using the War Powers Act, passed the 2001 AUMF in the weeks after the attacks. The 2001 AUMF has been used in twenty-two countries to justify anti-terror operations thus far (Savell, …

This dissertation, through a public policy lens, examines life after U.S. military service as it relates to reintegration, the ability of state-level veteran-specific mental health programs to address veterans’ mental health challenges, and states’ ability to address veteran homelessness. First, I use 2019 Centers for Disease Control and Prevention (CDC) Behavioral Risk Factors Surveillance Survey data, along with various measures of state-level characteristics, to examine the influence of relevant state-level policies on veterans’ mental health outcomes. The purpose of this research project is to measure whether U.S. military veterans experience any stigma related to mental healthcare and if this is associated with age, length of service, and military branch. U.S. military veterans are a high-risk group for developing mental illnesses. It is believed social stigma and personal attitudes, perceptions and beliefs of mental healthcare may influence whether a veteran will pursue mental healthcare. The Arkansas National Guard Tuition Assistance (NGTA) program was created to recruit and retain Arkansas National Guardsmen by providing college funding regardless of Armed Services Vocational Aptitude Battery (ASVAB) test scores. The funding provided up to 100% of tuition costs at any Arkansas public college or university and was effective between Fall 2017 to Fall 2019. The approval process included collaboration between the Arkansas National Guard Education Office, the Arkansas Department of Higher Education, and the institution of higher education Guardsmen attended.

In 2008, leading U.S. counties adopted innovative treatment courts specializing in the unique needs of veterans with substance abuse and other legal issues. Since then, pro-veteran advocacy has aided in the continued diffusion of additional veterans treatment courts (VTCs), with more than 300 county and state-level VTCs currently operating in 46 states across the country. This research includes interviews with twelve military wives to examine emotion-work techniques used to negotiate the everyday life of wives during their husbands' deployment. In this study, I seek to better understand the ways in which military wives negotiate their feelings within a context of military masculinity and how they manage role strain, feelings of loneliness, isolation, and marginalization. In addition, I examine the cultural constructs available to wives, such as traditional gender roles and subordination.
