The Grand Strategic Thought Of Colin S. Gray, Lukas Milevski
The US Army War College Quarterly: Parameters
Colin S. Gray distinguished himself from other scholars in the field of strategic studies with his belief that grand strategy is indispensable, complex, and inherently agential. This article identifies key themes, continuities, conceptual relationships, and potential discontinuities from his decades of grand strategic thought. Gray’s statement that “all strategy is grand strategy” remains highly relevant today, emphasizing the importance of agential context in military environments—a point often neglected in strategic practice.

Sherman And His Historians: An End To The Outsized Destroyer Myth?, Mitchell G. Klingenberg
The US Army War College Quarterly: Parameters
For years, scholars have viewed the career of William Tecumseh Sherman in light of an antiquated destroyer myth and neglected his memoirs, which were written as a military textbook. This essay reviews Sherman’s legacy and literature, both of which contributed to the advancement of modern military thought. His experiences may serve as a prescriptive text to servicemembers, providing critical lessons on military warfare and philosophy still relevant today.

Defeat Mechanisms In Modern Warfare, Frank Hoffman
Defeat Mechanisms In Modern Warfare, Frank Hoffman
The US Army War College Quarterly: Parameters
This article explores the current debate about service and Joint operating concepts, starting with the Army’s multi-domain operations concept. It argues for adaptations to an old operational design technique—defeat mechanisms; updates to Joint and service planning doctrine; and discipline regarding emerging concepts. Rather than debate over attrition versus maneuver, combinations of a suite of defeat mechanisms should be applied to gain victory in the future.

The Air Littoral: Another Look, Maximilian K. Bremer, Kelly A. Grieco
The US Army War College Quarterly: Parameters
Assessing threats to the air littoral, the airspace between ground forces and high-end fighters and bombers, requires a paradigm change in American military thinking about verticality. This article explores the consequences of domain convergence, specifically for the Army and Air Force’s different concepts of control. It will assist US military and policy practitioners in conceptualizing the air littoral and in thinking more vertically about the air and land domains and the challenges of domain convergence.

Great (Soft) Power Competition: Us And Chinese Efforts In Global Health Engagement, Michael W. Wissemann
Great (Soft) Power Competition: Us And Chinese Efforts In Global Health Engagement, Michael W. Wissemann
The US Army War College Quarterly: Parameters
Global health engagement, an underutilized strategy rooted in the strengths of soft power persuasion, can lead to more military-to-military cooperation training, help establish relationships that can be relied on when crises develop, stabilize fragile states, and deny violent extremist organizations space for recruiting and operations. Examining Chinese efforts worldwide to curry favor and influence and the challenges posed by the COVID-19 pandemic, this article shows health as a medium is a very compelling and advantageous whole-of-government approach to national security policy concerns.

The People Of The Pla 2.0, Roy Kamphausen Mr.
The People Of The Pla 2.0, Roy Kamphausen Mr.
Books, Monographs & Collaborative Studies
The 27th annual People’s Liberation Army (PLA) Conference—“The People in the PLA” 2.0—revisited a theme first explored at the 2006 conference but understudied since. This volume examines how the structure, education, training, and recruitment of PLA personnel have changed in the last decade and in the Xi Jinping era.
Structural changes in the PLA have centered around two poles: improving the warfighting readiness of the PLA and strengthening Communist Party of China (CPC) control of the PLA. Reforms to the political work system, the evolution of the Second Artillery into the Rocket Force, and expansion of the PLA’s foreign-based force …
How We Fail Us Foreign-Born Veterans: A Scoping Study Of The Literature, Eric Manley
How We Fail Us Foreign-Born Veterans: A Scoping Study Of The Literature, Eric Manley
Symposium of Student Scholars
Many foreign-born US service members have taken advantage of expedited naturalization provisions for them to obtain US citizenship through military service. However, while citizenship was almost automatic for veterans in centuries past, today this is more difficult to achieve, and some veterans may even be at risk of deportation because they did not or were not able to naturalize. This scoping study synthesizes academic articles and grey literature, focusing on data, naturalization laws, and executive orders that have an impact on foreign-born veterans and foreign-born service members alike. This group has sacrificed much like their native-born veteran counterparts, yet do …

Veterans experience the lack of affordable housing, the lack of affordable health care, post-traumatic stress disorder (PTSD), substance abuse, and a lack of family or social support (National Coalition for Homeless Veterans, 2018). The purpose of this qualitative research study was to interview prior homeless veterans from Gulf War Era I (1990 - 2001) and/or Gulf …
