Artificial intelligence is affecting many areas of our lives and governmental policy. National security is one arena in which artificial intelligence is playing an increasingly important and controversial role. U.S. Government and military agencies are producing a steadily expanding corpus of publicly available literature on this topic. This literature documents how these agencies have this topic's national security implications historically and currently while also addressing potentially emerging national security issues where artificial intelligence will intersect with national security. Current Trends In Small Unmanned Aircraft Systems: Implications For U.S. Special Operations Forces, J. Philip Craiger, Diane Maye Zorri

This paper assesses current trends in small unmanned aircraft systems (sUAS) technology and its applications to the Special Operations Forces (SOF) community. Of critical concern to SOF is that commercial-off-the-shelf (COTS) sUAS technologies are relatively inexpensive, improving at a dramatic rate, and widely available throughout the world. Insurgents, terrorists, violent extremist organizations (VEOs) and other nefarious actors have used COTS sUAS to conduct offensive attacks as well as to develop battlefield situation awareness; these technological improvements combined with their widespread availability will require enhanced and rapidly adaptive counter-sUAS measures in the future. The Cold War in Latin America had marked consequences for the region’s political and economic evolution. From the origins of US fears of Latin American Communism in the early 20th century to the collapse of the Soviet Union in the early 1990s, regional actors played central roles in the drama. Seeking to maximize economic benefit while maintaining independence with regard to foreign policy, Latin Americans employed an eclectic combination of liberal and anti-imperialist discourses, balancing frequent calls for anti-Communist hemispheric unity with periodic diplomatic entreaties to the Soviet bloc and the nonaligned Third World. Gray zone warfare has increasingly been the strategy selected by states that are determined to influence change without the risk of major escalation to outright military war. It is a significant concern today, threatening U.S. national security as well as the security of U.S. allies and partners. Although warfare is traditionally led by the Department of Defense (DoD), as the use of gray zone warfare increases and evolves, a whole-of-government approach that incorporates the unique capabilities of Federal departments and agencies for this fight is needed.

This monograph considers how a classical challenge that commanders face in war—namely, making critical decisions on the basis of limited and often unreliable information—has been exacerbated in the era of big data. Data overload complicates the intelligence community’s efforts to identify and exclude disinformation, misinformation, and deception, and thus hampers its ability to deliver reliable intelligence to inform decision-makers in a timely manner. The military commander remains responsible for making a final decision, yet the great wealth of data now available through the intelligence cycle amplifies the risk of decision paralysis. In December of 1989, the United States launched Operation Just Cause, a military invasion of the country of Panama, capturing Manuel Noriega and overthrowing his government. This research project examines how Colin Powell, Richard Cheney, James Baker, and George H.W. Bush presented Operation Just Cause in their memoirs. It attempts to determine how these senior leaders’ depictions of this invasion incorporated it into the Bush administration’s overall foreign-policy strategy. The research finds that their general approach was to present the Panama intervention as an isolated incident which had no intentional link to other major events at the time, was not …

This presentation shows how Halford Mackinder (1861-1947) described Canada and the Arctic region in his geopolitical writings. It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking. Radical Islamist online magazines first appeared in November 2003 with the publication of Sawt al-Jihad (Voice of Jihad) in Arabic. This magazine discontinued publication in April 2005 after 29 issues, having been shut down by the Saudi security services. The magazine was produced by the Saudi branch of al-Qaeda that later evolved into al-Qaeda in the Arabian Peninsula (AQAP). It called upon other al-Qaeda groups to develop and franchise their own magazines. Throughout conflicts in history, the psycho-spiritual construct known today as “moral injury” can be found. This term was coined in 1994 out of conceptions of post-traumatic stress disorder (PTSD) to describe intense shame and guilt aspects resulting from military service. The challenge comes with extrapolating this injury in the wake of nuances in terminology about related symptoms in conjunction with an evolving consciousness in identifying invisible military-related injuries. As the United States northern neighbor, Canada serves as a NATO ally and a strategic partner with Washington through the North American Aerospace Defense Command (NORAD). Canadian forces have fought honorably and bravely in concert with American forces in many wars. Canada's government, however, has been less consistent in promoting a credible vision of Canadian national security policy and geopolitical interests in its defense white papers. Why do militaries shift their loyalty from authoritarian regimes in some instances of anti-regime protests and not others, and why do these shifts sometimes lead to democratic change? These questions are crucial for understanding the role of the military in democratization, given competing expectations in the literatures on civil-military relations, pacted transitions, and civil resistance. They are also important for understanding the outcomes of protests and other nonviolent campaigns for regime change, a topic of increased attention in recent years. Rare earth elements (REE) contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG- 51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China.
