In the United States after the wars of the 19th. century, particularly after the Civil War, no professional social workers existed who could have cared for the wounded soldiers and civilians or for the disabled veterans. "Wars will end when men have ceased to fight" was a popular slogan of the anti-Vietnam War movement. It sounded quite practical and almost true on its face. However, we now have considerable information about wars and how people have refused to fight, and the relationship between them is not well described by this phrase. The specific military technology in use, the social organization of military authority, and the division of labor in producing war, all make a difference in the possibility of stopping a war by many refusals to fight. The Missile Intelligence Agency (MIA) was organized on 1 December 1967 as the Missile Intelligence Directorate of the US Army Missile Command in Huntsville, AL. This order established the Missile Intelligence Directorate (MID) as an intelligence agency assigned to the US Army Missile Command to “… develop, maintain, and disseminate foreign scientific and technical intelligence concerning ground forces, surface-to-surface, surface-to-air, and anti-ballistic missile systems in response to valid Department of Defense, Department of the Army, and Army Materiel Command production requirements.”

This order established the second intelligence production organization within the Army Materiel Command. The first being the US Army Foreign Science and Technology Center.

In 1961, American military intelligence was decentralized. The Army was responsible for all intelligence concerning foreign armed forces.
