In 1999, the U.S. and NATO went to war against the Federal Republic of Yugoslavia under the guise of a humanitarian intervention. American citizens outraged by images Kosovar refugees fleeing their homeland helped prompt this military action that eventually freed Kosovo from the grips of Yugoslavia. In 2011 Americans began to be exposed to images of Syrian war victims and refugees fleeing violence and persecution in Syria. The U.S., however, has remained militarily uninvolved in this conflict despite the mass scale of atrocities being committed by the Syrian government. This project explores the impact of American governmental and non-governmental actors in the Lord's Resistance Army (LRA) conflict in northern Uganda and southern Sudan, particularly the U.S. military, United States Agency for International Development (USAID), and various non-governmental organizations (NGOs). It also examines the efficacy of these various forms of intervention, specifically the deployment of U.S. Special Forces tracking the LRA, and the initiation of various soldier reintegration, governance, and sustainability programs organized by USAID and NGOs such as Invisible Children. Book Summary: Negotiating a peaceful end to civil wars, which often includes an attempt to bring together former rival military or insurgent factions into a new national army, has been a frequent goal of conflict resolution practitioners since the Cold War. In practice, however, very little is known about what works, and what doesn't work, in bringing together former opponents to build a lasting peace.

Contributors to this volume assess why some civil wars result in successful military integration while others dissolve into further strife, factionalism, and even renewed civil war. Eleven cases are studied in detail—Sudan, Zimbabwe, Lebanon, Rwanda, …

“Little Soldiers With Big Guns”: The Language Of Child-Soldiering In Africa, Karen J. Norris

This project examines the language of child-soldiering in Africa, specifically in Sierra Leone, Rwanda, and Uganda, comparing its use between Western observers and the Africans who experienced the conflict first hand. It concludes that Westerners unilaterally display ethnocentric conceptions of the sanctity of childhood in their admonitions of child-soldiering, while former child-soldiers, perpetrators, victims and local aid workers exhibit more diverse perspectives that more accurately reflect the complexity of the conflicts. Furthermore, it concludes that the use of rhetorical, monolithic language regarding child-soldiering perpetuates stereotypes about African conflict and state-failure while diverting attention from underlying root causes of conflict, and …

This thesis examines the complex, interdisciplinary nature of counterinsurgency in the 21st century by assessing the whole-of-government, population-centric approach that the Dutch Armed Forces and Government took to combat the Taliban in Uruzagn, Afghanistan from 1 August 2006 to 1 August 2010. The Dutch approach resulted in increased security, as well as increased political and economic capacity in the three districts of Uruzgan where they focused their efforts. By the end of Task Force Uruzgan, the Government of Afghanistan had increased its majority control from 0 percent of the population to approximately 60 percent, and the Afghan National Security Forces …

Economic development and good governance are most attractive since essential services are provided to people, regardless of ethnic affiliation. State Department officials stated at the end of 2011 that after a careful review of year's events concerning the terror group Al Qaeda, the threat of terrorism was now greatly diminished with little chance of retunring. Less than four months later, Al Qaeda affiliate group Al Qaeda in the Islamic Maghreb (AQIM) staged a coup in the West African country of Mali, effectively splitting the country in half. Peace enforcement—the threat or use of military force to compel belligerent adherence to a civil war settlement—has become increasingly salient in the past decade. Using a hazards analysis of all civil wars and associated third party interventions between 1945 and 2013 in addition to three structured, focused case studies, I argue that peace enforcement operations that 1) utilize the appropriate typological spoiler management strategy and 2) maintain legitimacy and impartiality through close cooperation with UN peacekeepers, are the most successful at catalyzing civil war termination and securing durable peace. In this article, we examine a model of terrorism that focuses on the tradeoffs facing a terrorist organization that has two qualitatively different attack modes at its disposal. The terrorist organization's objective is to successfully attack at least one target. Success for the target government is defined as defending all targets from any and all attacks. In this context, we examine how terrorist entities strategically utilize an efficient but discrete attack technology e.g., suicide attacks when a more conventional mode of attack is available, and the optimal anti-terrorism measures.

The purpose of this paper to determine why civil war onset reduces political globalization in former British colonies. Through linear regression and logistic regression analyses, I test the affect of civil war onset and the presence of civil war on political globalization, controlling for former British colonies, French colonies, and other factors. More important, however, is the history behind British colonialism. Through setting up a unique institutional system and maintaining ties to its former colonies, the British have created an atmosphere conducive to international political engagement after the onset of civil war. In the United States, rhetoric in support of the Iraq War often focuses on discourses of patriotism and supporting the troops. These discourses hold enormous sway over the American public because of the discursive legacies of the Vietnam War and the September 11, 2001 terrorist attacks. In response, members of the peace movement who are veterans, soldiers, and military families stress their military identities during activism. These individuals have organized as an important branch of the U.S. antiwar movement that challenges the pro-war framing of patriotism and troop support by strategically deploying 'oppositional identities.' This thesis studies the increasing "offensive" nature of Japanese security capabilities in nation which has major restrictions on military capability. There are regional tensions in East Asia that have the potential to escalate to armed conflict. Other countries in the region have increased their levels of armament but how has Japan reacted? I look at three major acquisitions by Japan that have created controversy, then examine the role public opinion has towards issues of defense, including external and domestic considerations.
