Theorists and advocates of air power argued that aircraft, not ground forces, would become the dominant platform for victory in war. They promoted the concept of strategic bombing, using aircraft to bypass ground forces and directly attack a nation's industrial capacity to wage war, hoping to ensure quick victory and avoid a repeat of the prolonged slaughter in the trenches of WWI. As cyberthreats to critical infrastructure remain prevalent, national response mechanisms must evolve beyond the technical domain to incorporate legal, communicative, strategic, and cross-sector coordination. This work explores Locked Shields, an annual exercise conducted by NATO's Cooperative Cyber Defence Centre of Excellence, as a pedagogical and conceptual framework for simulating whole-of-government responses to cyber incidents. Unlike traditional cyber exercises, Locked Shields engages legal advisors, media strategists, and civil-military roles in realistic, scenario-driven simulations that portray the political and operational conditions of a real international-scale cyber crisis. The 2025 Fiscal Year National Defense Authorization Act contains multiple provisions relating to artificial intelligence (AI). These congressionally mandated provisions direct various sections of the Department of Defense (DOD) and individual U.S. armed service branches to execute congressional intent for AI policymaking. Examples of such intent include identifying and planning DOD's AI workforce, demonstrating AI biotechnology applications for national security, improving the human usability of AI systems, and establishing an AI security center. This study uses fixed and variable video game types to measure pretest sensitization as a proxy for repeated and varied threat test scenarios in system performance testing of air and missile defense systems. The pretest sensitization phenomenon exists when repeated exposure to a test condition influences the participant's response. Research shows air and missile defense development correlates with video games, resulting in similar interfaces and computer operating environments. Department of Defense acquisition test and evaluation results must reflect system performance without prior knowledge of the threat scenarios confounding the results. This 5‐year research project was based on an NSF S‐STEM research grant (1742118) focused on student veteran education and workforce preparation. We addressed STEM workforce and defence community needs by providing targeted scholarships and support for veteran students pursuing engineering degrees. Our aim was to enhance the workforce by improving access and success rates through financial and institutional support, while developing evidence‐based practices for recruitment, retention and graduation of student veterans. UAVs are becoming a crucial tool in modern warfare, primarily due to their cost-effectiveness, risk reduction, and ability to perform a wider range of activities. The use of autonomous UAVs to conduct strike missions against highly valuable targets is the focus of this research. Due to developments in ledger technology, smart contracts, and machine learning, such activities formerly carried out by professionals or remotely flown UAVs are now feasible. Our study provides the first in-depth analysis of challenges and potential solutions for successful implementation of an autonomous UAV mission.

This work is a review and extension of our ongoing research in human recognition analysis using multimodality motion sensor data. We review our work on hand crafted feature engineering for motion capture skeleton (MoCap) data, from the Air Force Research Lab for human gender followed by depth scan based skeleton extraction using LIDAR data from the Army Night Vision Lab for person identification. We then build on these works to demonstrate a transfer learning sensor fusion approach for using the larger MoCap and smaller LIDAR data for gender classification.

Unsupervised image-to-image translation techniques have been used in many applications, including visible-to-Long-Wave Infrared (visible-to-LWIR) image translation, but very few papers have explored visible-to-Mid-Wave Infrared (visible-to-MWIR) image translation. In this paper, we investigated unsupervised visible-to-MWIR image translation using generative adversarial networks (GANs). We proposed a new model named MWIRGAN for visible-to-MWIR image translation in a fully unsupervised manner. We utilized a perceptual loss to leverage shape identification and location changes of the objects in the translation. The experimental results showed that MWIRGAN was capable of visible-to-MWIR image translation while preserving the object’s shape with proper enhancement in the translated images and …

Global health engagement, an underutilized strategy rooted in the strengths of soft power persuasion, can lead to more military-to-military cooperation training, help establish relationships that can be relied on when crises develop, stabilize fragile states, and deny violent extremist organizations space for recruiting and operations. Examining Chinese efforts worldwide to curry favor and influence and the challenges posed by the COVID-19 pandemic, this article shows health as a medium is a very compelling and advantageous whole-of-government approach to national security policy concerns.

With the growing number of adult and military veterans entering higher education, it is important to understand and incorporate the basics of andragogy in curriculum, course development, and the learning environment to facilitate learning and degree completion. This paper describes a systemic method towards standardization of a cyber weapon effectiveness and effectiveness prediction process to promote consistency and improve cyber weapon system evaluation accuracy – for both offensive and defensive postures. The approach included theoretical examination of existing effectiveness prediction processes for kinetic and directed energy weapons, complemented with technical and social aspects of cyber realm. This digest will showcase one approach to teaching engineering graphics and design for the active duty naval workforce. Sailors are exposed to solid modeling fundamentals during the two-day long workshop. Solid modeling is taught in connection to concepts of digital thread and design for additive manufacturing. Engineering graphics fundamentals are introduced with the emphasis on a deeper understanding of machinist approach, often used for an easier understanding of Boolean algebra, which is embedded within the Computer Aided Design tools and discusses how the design for additive manufacturing would differ from that approach.
