Investigating The Resilience Of Accessibility To Emergency And Lifesaving Facilities Under Natural Hazards, Chih-Hao Wang, Na Chen

Studying accessibility, including the resilience of city transportation networks, is critical to understand how these networks influence individuals’ mobility and lives. This study developed an analytical research framework to examine the resilience of accessibility to emergency and lifesaving facilities under the threats of natural hazards such as earthquakes and wildfires. With a cumulative-opportunity approach, the authors measured accessibility by counting emergency and lifesaving facilities (including parks, schools, hospitals, roads, and fire stations) that can be reached by driving at the census tract level in San Fernando Valley, CA. Climate change is projected to have a devastating impact on the American coast, yet coastal communities and states have largely failed to prepare for projected impacts. This is in large part due to a lack of resources. This thesis analyzes innovative federal policy mechanisms that will address the current gap between actions and forecasted impacts, and will make U.S. coastal communities more resilient in the face of climate change.

Transportation agencies in coastal urban areas face a significant challenge to enhance the long-term resilience of their networks to flooding and storm surge events exacerbated by sea level rise. The problem of sea-level rise adaptation is characterized by deep uncertainty that makes it complex to assess the value of adaptation investments. Infrastructure systems are drivers of the economy in the nation. A dollar spent on infrastructure development yields roughly double the initial spending in ultimate economic output in the short term; and over a twenty-year period, and generalized ‘public investment’ produces an aggregated $3.21 of economic activity per $1.00 spent [1]. Thus, formulation of policies pertaining to infrastructure investment and development is of significance affecting the social and economic wellbeing of the nation.
