Redlining, the practice of discriminating against specific neighborhoods based on race and socioeconomic status, leads to persistent environmental hazards and socioeconomic inequalities that have lasting adverse health effects on their populations. Health disparities are further exacerbated through the concentration of environmental hazards, as well as the escalating impact of climate change, which poses an increased risk of respiratory illness, cardiovascular disease, mental health issues, heat-related illness, infectious diseases, food insecurity, and socioeconomic difficulties in redline neighborhoods.

The Urban Heat Island effect (UHI) is a phenomenon where urban centers are hotter than their surrounding rural counterparts. Ever since it was first discovered there have been a variety of methods of mapping this effect from using terrestrial sensors to satellites. This study attempts to evaluate different mapping methods, specifically two different satellite methods (ECOSTRESS and MODIS). As well as a community driven mapping method that involved terrestrial sensors attached to cars. This report presents the results of a benefit cost analysis of various options for adapting West Cliff Drive (in the City of Santa Cruz, California) to sea level rise as identified through extensive technical analysis and community input. This report has built on previous work completed as part of the West Cliff Drive Adaptation and Management Plan project. The previous work products provided much of the information needed for this benefit cost analysis included an existing conditions inventory, future exposure and vulnerability assessment, and an adaptation alternatives analysis. The Mid-Atlantic Regional Council on the Ocean (MARCO) has identified increased understanding of the possible effects of climate change on the socio-economic assets and systems of the region as a priority need. This is based both on recent experience studying climate change and concern for the economic values that have been placed at risk.
