Advancing Southern Nevada’S Regional Priorities: Overview Of The 77th Session Of The Nevada Legislature, David F. Damore
Brookings Mountain West Publications
On January 10, 2013 the elected leadership of Southern Nevada met to discuss the region’s governance, K--‐12, higher education, infrastructure, economic development, and health care needs. From that bipartisan discussion emerged policy priorities for the 77th Session of the Nevada Legislature. This report examines the degree to which the region’s elected senators and assembly members advanced these priorities and represented the interests of Southern Nevada in state government.

The Crisis In State Highway Finances: Its Roots, Current Effects, And Some Possible Remedies, Juita-Elena Yusuf, Lenahan O'Connell
School of Public Service Faculty Publications
This paper focuses on the American states and the sources of the expanding structural imbalance between their highway-related revenues on the one hand and expenditures for transportation infrastructure needs on the other. The paper describes the roots of the funding problem over recent decades, looks at some of the responses taken at the state and federal level, and discusses their inherent limitations as solutions to this funding crisis. The paper also presents several policy recommendations for increasing revenues. We demonstrate that a variable rate gas tax indexed to the construction cost index and improvements in automobile fuel efficiency and a …

Sustainable Communities Capacity Building
Natural disasters can cause loss of life, inflict damage to buildings and infrastructure, and have devastating consequences for a community’s economic, social, and environmental well-being. Hazard mitigation means reducing damages from disasters.
Local governments have the responsibility to protect the health, safety, and welfare of their citizens. Proactive mitigation policies and actions help reduce risk and create safer, more disaster-resilient communities. Mitigation is an investment in your community’s future safety, equity, and sustainability.

Global Cities Are Coastal Cities Too: Paradox In Sustainability?, Herman L. Boschken
Global Cities Are Coastal Cities Too: Paradox In Sustainability?, Herman L. Boschken
Herman L. Boschken
Worldwide, most global cities are located in coastal zones, but a paradox of sustainability is especially striking for American global cities. This article examines such paradox drawn between globalization-induced development and coastal ecosystems. It focuses on two developmental components found principally in global cities: (1) the agglomeration of foreign waterborne commerce and global business services and (2) the accelerated activity and mobility habits of a global professional class. Despite formidable gaps in research, some anecdotal evidence suggests unique hazards exist for the coastal ecology as globalization pressures expand a global city’s urban footprint.
Public Works For Public Learning: A Case Study, Thalia Anagnos, Beckey Carroll, Shannon Weiss, David Heil
Public Works For Public Learning: A Case Study, Thalia Anagnos, Beckey Carroll, Shannon Weiss, David Heil
Faculty Publications
Large scale and small scale public works projects are important in the smooth operation of every community, yet a majority of the population has little awareness of how these projects work and what their functions are. Few non-engineers understand the engineering challenges of delivering clean water, disposing of our sewage, or changing a traditional intersection into a round-about, a project that seems quite simple on the surface. A consortium of public works engineers, science museums, faculty, and exhibit evaluators were awarded a grant by the National Science Foundation to build an outdoor museum next to a large suspension bridge. The …
Public Works Projects As Vehicles For Engineering Education And Outreach, Shannon Weiss, David Heil, Thalia Anagnos
Public Works Projects As Vehicles For Engineering Education And Outreach, Shannon Weiss, David Heil, Thalia Anagnos
Faculty Publications
America is built on small and large feats of public works engineering that, although often taken for granted, affect almost every aspect of our daily lives. So how can we celebrate these marvels of utilitarian infrastructure and use them to teach public audiences about the engineering principles, materials, and human innovations that make them possible? This case study will share how one project addressed these questions by leveraging informal learning strategies, multi-agency collaborations, and new media technologies to explain the history and engineering of one of the world’s most recognizable public work sites: the Golden Gate Bridge. This paper will …

No Music In Timbuktu: A Brief Analysis Of The Conflict In Mali And Al Qaeda’S Rebirth, Nicholas Primo
No Music In Timbuktu: A Brief Analysis Of The Conflict In Mali And Al Qaeda’S Rebirth, Nicholas Primo
Pepperdine Policy Review
State Department officials stated at the end of 2011 that after a careful review of year's events concerning the terror group Al Qaeda, the threat of terrorism was now greatly diminished with little chance of retunring. Less than four months later, Al Qaeda affiliate group Al Qaeda in the Islamic Maghreb (AQIM) staged a coup in the West African country of Mali, effectively splitting the country in half. The article will analyze the conflict in Mali as an example of how Islamic fundamentalism and global terrorism of Al Qaeda has not dissipated, despite the best hopes of American foreign policymakers. …

The South Kelso Revitalization Plan, Ashley Harris, Aaron Lande, Chris Myers, Beth Otto, John Verssue, Kate Williams
Master of Urban and Regional Planning Workshop Projects
The city of Kelso has a rich history based in a strong community ethic, hard-working people, and an economy deeply rooted in the bounty of the natural environment. This economy has changed over the last several decades, however, and the difficult transition has left its mark on the community. South Kelso in particular- one of the four neighborhood quadrants- is battling its fourth generation of disinvestment and widespread poverty. To help the City revitalize South Kelso, the aim of the South Kelso Revitalization Plan is to give voice, strength, and direction to the concerns and priorities of the South Kelso …
Impact Of Rail Transit On The Denver Metro Region: Transportation And Land Use, Sutapa Bhattacharjee
Impact Of Rail Transit On The Denver Metro Region: Transportation And Land Use, Sutapa Bhattacharjee
Electronic Theses and Dissertations
Among the reasons behind construction of the light rail system in the 1990s and 2000s and currently the FasTracks lines, in Denver metro region, has been reduction of traffic congestion and consolidation of land use. This research analyzes the success of the rail transit system in achieving the above-mentioned goals.
A temporal and spatial analysis of Vehicle Miles Traveled (VMT) data from 1992 to 2008 on the highways in Denver has been conducted to determine if traffic congestion has reduced after the initial light rail service began in 1994. Temporal analysis provides an insight into the changes in the level …

Climate Change Adaptation Chapter: Marshfield, Massachusetts, Joshua H. Chase, Jonathan G. Cooper, Rory Elizabeth Fitzgerald, Filipe Antunes Lima, Sally R. Miller, Toni Marie Pignatelli
Jonathan G. Cooper
Climate change, understood as a statistically significant variation in the mean state of the climate or its variability, is the greatest environmental challenge of this generation (Intergovernmental Panel on Climate Change, 2001). Marshfield is already being affected by changes in the climate that will have a profound effect on the town’s economy, public health, coastal resources, natural features, water systems, and public and private infrastructure. Adaptation strategies have been widely recognized as playing an important role in improving a community’s ability to respond to climate stressors by resisting damage and recovering quickly. Based on review of climate projections for the …

Owners’ Satisfaction Level With The Use Of Alternative Project Delivery Methods In Water And Wastewater Infrastructures, Pramen Shrestha, Jacimaria R. Batista
College of Engineering: Graduate Celebration Programs
In 2013, the American Society of Civil Engineers (ASCE) Report Card for America’s Infra-structure stated that the US needs up to $1.3 trillion in capital investments to replace the aging water pipes and repair the wastewater infrastructures. It is further believed by the industry that the streamlined approach of alternative project delivery methods, such as Design-Build (DB), and Construction Manager At-Risk (CMAR) helps ensure the economical and timely design and construction of the water and wastewater infrastructures.
