Private Sector Influence In The International Telecommunication Union, Patricia K. Mccormick

This paper aims to examine the influence of private corporations in the tripartite structure of the International Telecommunications Union (ITU): Telecommunications Standardization, Radiocommunication, and Telecommunications Development. The paper finds that, in the standardization sector, power has been effectively transferred from nation states to the private corporate sector since the approval process now enables standards to be approved by members of the study group that developed them, which is essentially the private sector. The purpose of this applied research study was to test the sensitivity of the Evacuation Simulation Prediction (ESP) tool in predicting travel time during high volume traffic periods. The discrete event-based simulation tool was designed to aid local evacuation planning contingencies. Research of the Florida Department of Transportation traffic count data demonstrated parallel trends in rush hour volume versus hurricane evacuation volume. A model validation was designed to test if the model closely predicted high volume travel on a major interstate. Stakeholder Contributions To Container Port Capacity: A Survey Of Port Authorities, Michael J. Maloni, Eric C. Jackson

Given recent concerns about North American port congestion, this paper examines stakeholder involvement in expanding port capacity to meet significant volume growth. North American container port authorities were surveyed to identify key capacity factors and subsequent participation requirements by stakeholders such as terminal operators, longshore labor, railroads, steamship lines, truckers, and government. The resulting analysis indicates port frustration with participation currently offered by all stakeholders, especially the federal government and railroads. Such results further validate the requirement for a multi-stakeholder approach to port capacity expansion and suggest the need for national freight policy and planning leadership.

Critical Infrastructure Rebuild Prioritization Using Simulation Optimization, Namsuk Cho

This thesis examines the importance of a critical infrastructure rebuild strategy following a terrorist attack or natural disaster such as Hurricane Katrina. Critical infrastructures are very complex and dependent systems in which their re-establishment is an essential part of the rebuilding process. A rebuild simulation model consisting of three layers (physical, information, and spatial) captures the dependency between the six critical infrastructures modeled. We employ a simulation optimization approach to evaluate rebuild prioritization combinations with a goal of minimizing the time needed to achieve an acceptable rebuild level. We use a simulated annealing heuristic as an optimization technique that works …

Urban planning and librarianship are parallel fields in many ways. Both have theoretical and practical underpinnings driving each discipline; are interdisciplinary in focus; and both professions gather and disseminate information to stakeholders. Essential to the success of each discipline is an engaged user population. The authors use a case study from the Village of Oak Park to examine and reflect upon the effect of the Internet and other technologies in the public's ability to participate in an open planning process.
