Preparing for flooding that will be exacerbated by climate change and sea level rise must take place in the context of "deep uncertainty". One strategy for dealing with that uncertainty is to convert unknown probabilities into know probabilities using techniques such as Monte Carlo analysis. This paper demonstrates the feasibility of creating a cost-benefit model for sea level rise adaptation options using an integrated climate change/sea level rise-weather-economic model. The model tests the probability of benefits exceeding costs for shoreline protection such as beach nourishment and armoring under multiple iterations of possible climate futures. The Olympic Games are a major undertaking that promise both large costs and potentially large benefits to host cities. This paper lays out the potential economic benefits of hosting the Olympics and details how, in the vast majority of cases, these gains are unlikely to cover the costs of hosting the event. The ideas are then applied to the experience of Boston in its ultimately unsuccessful bid for the 2024 Summer Olympics.

This chapter analyzes the experiences with tolling in the Hampton Roads region of Southeastern Virginia to better understand residents' and drivers' support for tolls and behavioral responses to tolls. The Hampton Roads region, with its population of 1.7 million and extensive network of highways, roads, bridges, and tunnels, has a long history of toll facilities that date back to the 1920s. The most recent tunnel tolls, associated with the Elizabeth River Crossing Project and introduced in February 2014, are the focus of this chapter. Hurricane Katrina devastated the city of New Orleans in late August 2005, resulting in damage to much of the city’s sports infrastructure and the temporary departure of both of New Orleans’ major league professional sports teams, the National Football League Saints and the National Basketball Association Hornets. The city spent over $500 million restoring the sports infrastructure in New Orleans, and both teams subsequently returned to the city. In addition, New Orleans has since hosted numerous mega-sporting events including the Super Bowl, NCAA Men’s Basketball Final Four, and several college football national championships. In recent decades, governments have committed enormous public resources to subsidize construction of new stadiums, and the dollar value of taxpayer contributions for these subsidies continues to climb. Spending of taxpayer dollars includes both direct subsidies from state and local governments, as well as indirect subsidies from the use of tax-exempt bonds to finance construction. In granting stadium subsidies, governments claim that the stadiums are a public good that attracts tourists and businesses, thereby generating increased spending and job creation—benefits that flow to the community rather than to team owners. Roughly seven years before an Olympic Games, the International Olympic Committee (IOC) accepts bids from countries to host an Olympics. Subsequently, the IOC determines and announces to the world who has won (and lost) the right to host. Contrary to prior evidence, we find the announcements do not affect the bidding countries’ stock markets. We complement prior studies by including additional, more recent, years of announcements, by investigating whether there are effects prior to the announcement, and by testing for an effect both parametrically and non-parametrically.

By all counts, Puerto Rico’s housing market is in a deep and prolonged crisis. At least 18 percent of Puerto Rico’s housing stock is vacant as a result of the island’s prolonged economic recession, which commenced in 2006, and the spike in foreclosures after Hurricane Maria suggests that vacant units are increasing at an accelerated rate. Puerto Rico’s economic recession led to depopulation and the loss of jobs, which induced a decline of home equity values and an increase in foreclosures. Real estate property value analysis is used for municipal taxation and budgeting. Commercial properties make up a large percentage of the property tax base in many, if not most, taxing jurisdictions. Data constraints limit the number of analyses conducted on commercial property value patterns. This study employs a fairly extensive data set to address that problem in the context of El Paso in 2013. The sample contains data for 105,611 commercial real estate parcels. Empirical analysis is conducted using geographically weighted regression analysis. This capstone is a data-driven investigation into New York City's rat problem. By using publicly available government data to map rat activity in NYC, I identified several socio-economic variables that correlate with rat populations at the community district, borough, and city-scale. I used these findings (mainly that rat problems are linked to lower incomes) as the basis of an investigation, which includes interviews with residents, experts, and city officials. Prof. Bobby Corrigan, urban rodentologist and formerly with the NYC Department of Health criticizes the city's efforts for the first time on the record.

This paper assesses whether air quality influences public transportation ridership in the city of Chicago. Urban air pollution is a serious health risk, and a priority of urban municipalities. Public transportation is an attractive option for governments attempting to curb urban air emissions. I use data from the Chicago Transit Authority (CTA) and the EPA’s Air Quality Index (AQI) to explore the relationship between a day’s air quality and CTA ridership. I employ three different model specifications, rail, bus and total ridership, to test whether high AQI values (poor air quality) result in increased public transportation ridership in the city …

We use a household-level panel dataset from Bangladesh to examine the household-level relationship between fertility and the access to electricity. We find that the household's access to electricity reduces the change in the number of children by about 0.1 to 0.25 children in a period of five years in most estimates. This finding also applies to retrospective panel data and is robust to the choice of covariates and estimation methods. Our finding passes falsification test and corroborates with the predictions of our theoretical model on the households' time use and consumption pattern.

Unconventional Wisdom: Estimating The Economic Impact Of The Democratic And Republican National Political Conventions, Victor Matheson, Lauren R. Heller, E. Frank Stephenson

We use daily hotel occupancy, price, and revenue data to analyze the economic impact of the 2008 and 2012 Democratic and Republican National Conventions. We find that political conventions generate approximately 29,000 room nights of lodging, though this figure is offset by lower hotel occupancy during the week before and, to a lesser extent, after conventions. Conventions increase hotel revenue by approximately $20 million on average, a figure which suggests that host cities’ claims of economic impacts of $150 million or more may be implausible.

Sanitation is an ideal non-monetary measure of broadly distributed development. Compared to other global development indicators, it reduces volatility, resolves equivalency, achieves closer concept fidelity, and features greater data availability. Factors affecting rates of sanitation in cross-national comparisons include democracy (with less influence in the developing world), fewer restrictions to political freedoms or civil liberties, better governance, communism, greater wealth, less poverty, urbanization, population density, and slower population growth.
