“The More People’S Stories That We Learn, The More We Can Wrap Around Our Support”: How Postoperative Bariatric Surgery Patients Use Online Communities, Breisha George
Health Policy & Management Student Scholarship
Bariatric surgery (also called weight loss surgery) is often thought of as a one-day medical procedure. However, after surgery, there are long-term physical and psychological changes that each patient manages. The goal of this study was to gain deeper insights into how a patient navigates their postoperative experience after bariatric surgery, specifically examining their use of online bariatric communities. Ten semi-structured interviews were conducted, transcribed, and thematically analyzed. Three major themes were identified: (1) Mental Health, (2) Belonging to Community, (3) Support. Each theme incudes several sub-themes, showcasing a range of helpful and harmful experiences from engaging with these online …

The Healing Landscapes Of Usu: Discovering Spaces Of Potential Mental Restorativeness: A Geospatial Analysis Of Usu Campus, Amelia H. Wilcken
All Graduate Plan B and other Reports, Spring 1920 to Spring 2023
This project focuses on understanding an alternative resource that can be intentionally improved upon to help address the mental health crisis on university campuses. With ample research showing how nature and being outside can help improve, or be restorative for, the mental state of individuals, this project developed an analytical method for understanding the restorative potential within the campus landscape as a whole and within districts. The analysis uses nine separate elements that make up the campus landscape: (1) trees, (2) landscape plantings (grass, planters, etc.), (3) art pieces, (4) benches, (5) water features, (6) sidewalks, (7) roads, (8) parking …
The Relationships Between Stress, Psychosocial Resources, And Mental Health And Adherence Outcomes Among Perinatally Hiv-Infected Adolescents In South Africa, Thabani Nyoni
Brown School Theses and Dissertations
Adolescents living with perinatally acquired HIV (APHs) in sub-Saharan Africa (SSA) constitute a significant population group that is experiencing poor HIV treatment outcomes (CIPHER Global Cohort Collaboration, 2018). Compared to younger children and older adults within the SSA sub-region, APHs experience poorer health outcomes, including retention in care, virologic treatment failure, and mortality rates (Anderson et al., 2019). Among countries in the SSA sub-region, South Africa has 360,000 adolescents living with HIV (ages 10-19), a disproportionate burden, accounting for 20% of the global adolescents living with HIV (UNAIDS, 2019a). The public health costs of suboptimal antiretroviral treatment (ART) adherence in …

Purpose: The purpose of this descriptive, qualitative study was to identify and describe the importance of the predictors of juvenile recidivism and the effectiveness of efforts to prevent/avoid juvenile recidivism as perceived by previously detained, arrested, convicted, and/or incarcerated adult students 18 years of age and older exiting from alternative education in Northern California. A second purpose was to explore the types of support provided by alternative schools and the perceived importance of the support to avoid recidivism according to adult students 18 years of age and older exiting from alternative education.
Methodology: This qualitative, descriptive research design identified …
Mental Disorders As Brain Disorders: The Impact On Stigma Of Neuroscience-Based Mental Health Education, Katherine Tighe
Mental Disorders As Brain Disorders: The Impact On Stigma Of Neuroscience-Based Mental Health Education, Katherine Tighe
Honors Theses
Stigmatization of mental illness is undoubtedly detrimental to those with mental health concerns as it limits employment, self-esteem and social support (Markowitz, 1998). In effort to combat the issue of stigma, previous research has evaluated the effectiveness of education as a method to reduce stigma in a college sample; finding that peer-led presentations are effective in reducing stigma (Kosyluk et al., 2016). The current study sought to evaluate the effectiveness of neuroscience-oriented presentation for reducing the stigma of mental illness among college students. Researchers asked 53 Union College students to complete seven-item Social Distance Scale (SDS; Penn et al., 1994) …

Mental Hell explores how difficult it is for low-income Latinos in New York City to access mental health care. Through explanations from experts and the personal stories of three Latinas New Yorkers who have gone through the process of trying to get the care they need, the story guides the reader through the many roadblocks this demographic encounters specifically under the insurance of Medicaid.
This is an extremely important topic that affects many New Yorkers, and we believe something needs to be done to make this type of healthcare more accessible for Latinos. New York City has a very high …

Poverty, Gender, and Youth
The Government of India in 2014 signaled its commitment to adolescent health through introduction of a national strategy, Rashtriya Kishor Swasthya Karyakram (RKSK). Targeting adolescents aged 10–14 and 15–19, the program aims to ensure universal coverage of health information and services for all adolescents—those in and out of school, married or unmarried, and in vulnerable groups. Envisaged as a paradigm shift to address adolescent health beyond sexual and reproductive health, RKSK spans six domains: nutrition, sexual and reproductive health, mental health, injuries and violence including gender-based violence, substance misuse, and non-communicable diseases. This policy brief presents evidence on adolescent health …

Dealing With Migratory Trauma: Mental Health Stressors And Coping Mechanisms Among Sub-Saharan Migrants In Rabat, Morocco, Dominique Defreece
Independent Study Project (ISP) Collection
Interviews, surveys, and participant observation was used to study the mental health of Sub-Saharan migrants residing in Rabat, Morocco. These data collection methods were used to explore the various experiences migrants had pre-migration, during their migration journey, and post-migration. The migrants portrayed many negative, traumatic, and painful experiences. These experiences have caused a significant amount of pressure on the mental psyche of the migrants, manifesting itself in many physical and psychological problems. One common problem was a sense of disillusionment or lack of control over their bodies and situations. However, many of them do not seek the help of mental …
Providing Mental Health Treatment In A School Setting: The Creation Of School Based Mental Health Clinics, Ashley S. Aupont
Providing Mental Health Treatment In A School Setting: The Creation Of School Based Mental Health Clinics, Ashley S. Aupont
Capstone Projects 2015-Present
Historically, less than 20% of children and youth with mental health (MH) concerns obtain MH treatment. Federal and state policies have begun to support MH treatment in school settings. Initiatives have begun to ensure accessible MH services as the intersection of MH services and the education system has been more heavily scrutinized. In Broome County, school districts are looking to increase access to MH services. The Family & Children's Society is also responding to this need by creating School Based Mental Health Clinics.
Depression Intervention Programs In Low-Income High Schools, Gopika Hari
Depression Intervention Programs In Low-Income High Schools, Gopika Hari
Undergraduate Research Posters
It is estimated that 2.6 million adolescents suffer from major depressive episodes each year. Research has noted that symptoms in youth have become indicators of mental health complications later in life. Studies reveal that low income is a risk factor for depression and that socioeconomically-disadvantaged teenagers are more than twice as likely to develop mental illnesses. Only roughly 25% of children with mental illnesses receive adequate help and 80% of these resources come from schools. This study focuses on establishing the importance of depression intervention programs in low-income high schools and on designing novel guidelines for effective protocols. A compilation …
What's In A Name? Effects Of The "Mentally Ill" Label On Autonomy, Miriam E. Cruz
What's In A Name? Effects Of The "Mentally Ill" Label On Autonomy, Miriam E. Cruz
CMC Senior Theses
Over the past years, mental health has attracted increased attention throughout the world, in the form of initiatives, programs, support groups, etc. all with goals to increase awareness and support of mental health. The stark discrepancy between the vision driving this mental health movement and our reality comes from a basic misunderstanding. While there are both legislative and cultural efforts in place to reform our mental health system, the two must work hand in hand in order to affect substantial change. Rather than producing a collaborative effort, our legislators and society tend to ignore each other, resulting in isolated attempts …

Master's Projects and Capstones
The purpose of this paper is to highlight my fieldwork experience with the County of San Mateo Health System’s Health Policy and Planning Unit. Under the guidance of a Community Health Planner, my scope of work was within the area of school wellness, ranging from an adolescent report publication to researching breakfast in the classroom models to attending district wellness policy meetings. The San Mateo County Adolescent Report took precedence over most of the school wellness projects and initiatives because it was seeking to identify the needs of the County’s youth using evidence from various data sources and to develop …

Living Up To Their Name: Profamilia Takes On Gender-Based Violence, Claudia Garcia-Moreno, Rachel E. Goldberg
Poverty, Gender, and Youth
This issue of Quality/Calidad/Qualité describes the evolution of Profamilia through its work on gender-based violence in the Domincan Republic.Their project was conceived along two simultaneous paths: providing support services directly to women and girls who had experienced violence and initiating advocacy in the wider policy arena. Profamilia joined the commission that ultimately designed and promoted a law to increase protection against violence, especially domestic violence against women and children. Although the clinics now run a dynamic service program, the agency has also sustained its advocacy activities. Most of Profamilia’s advocacy work is undertaken in partnership with other NGOs or with …

National Security And U.S. Child Health Policy: The Origins And Continuing Role Of Medicaid And Epsdt, Sara J. Rosenbaum, D. Richard Mauery, Peter Shin, Julia Hidalgo
Health Policy and Management Issue Briefs
Medicaid has touched the lives of half of all of the low income young adults of prime military service age. The roots of Medicaid's unique child health eligibility and coverage policies can be traced to a seminal, 1964 government study entitled One Third of a Nation: A Report on Young Men Found Unqualified for Military Service. This study analyzed the underlying causes of the astounding 50 percent rejection rate among the young men drafted into the military in 1962. It documented pervasive evidence of treatable and correctable physical, mental, and developmental conditions, and its findings influenced the course of Medicaid …

Reasonable Modification Or Fundamental Alteration? Recent Developments In Ada Caselaw And Implications For Behavioral Health Policy, Sara J. Rosenbaum, Joel B. Teitelbaum, D. Richard Mauery, Alexandra M. Stewart
Health Policy and Management Issue Briefs
This issue brief examines the concept of fundamental alteration under the Americans with Disabilities Act (ADA); specifically it considers when proposed modifications of public programs under Title II of the ADA will be considered to amount to the type of fundamental alteration that lies beyond judicial power to compel. The issue of when a program change constitutes a fundamental alteration is important in state community integration planning efforts, since these types of changes will require legislative action.

Model Managed Care Contract For Health Professionals And Clinical Providers Of Mental Illness And Addiction Disorder Treatment And Prevention Services, Sara J. Rosenbaum, Joel B. Teitelbaum, Brian Kamoie, D. Richard Mauery
Health Policy and Management Faculty Publications
The contracting process is one that health care professionals oftentimes find complex and confusing. Furthermore, studies of managed care service contracts between managed care organizations and health professionals who furnish mental illness and addiction disorder prevention and treatment services have found that these contracts often heavily favor the managed care organization by allowing the MCO broad latitude over a network professional's service responsibilities, the rate of payment for covered benefits and extensive discretion over treatment decision-making.
As an aid to its members, the American Medical Association (AMA) has drafted a "model" provider agreement that gives physicians in both individual and …

The federal Mental Health Parity Act of 1996 requires insurers to offer the same benefits for mental disorders and substance abuse as they would for physical disorders, including any annual or lifetime limitations and restrictions placed upon such coverage. This report examines actuarial studies, the current state of parity legislation across the nation, cost of treatment issues, and the impact on Florida should parity legislation be passed.

Behavioral Health Benefits For Public Employees: Effect Of Mental Health Parity Legislation, Phyllis Borzi, Sara J. Rosenbaum
Health Policy and Management Issue Briefs
Recently, the Center for Health Services Research and Policy through a grant from the Substance Abuse and Mental Health Services Administration of the U.S. Department of Health and Human Services, examined contracts providing for mental health benefits for state employees in eight states to assess whether legislative attempts to require parity between physical and mental illnesses resulted in noticeable differences in behavioral health benefits for state employees.
We concluded that, except in states that have mandated full parity for some or all types of mental illnesses, behavioral health benefits for state employees have not changed significantly as a result of …

For this study, SAMHSA asked us to analyze county-level managed health care contracts that include behavioral health services. SAMHSA has indicated that sub-state entities, particularly counties, are beginning to explore the feasibility of contracting with managed care organizations, both to control costs and to improve coordination of services for the mental health or substance abuse systems they manage. In commissioning these various contract studies, SAMHSA was primarily interested in tracking the development of these new types of managed behavioral health care procurements and contracting practices, as well as determining whether there were exemplary commercial behavioral health provisions that could be …

Mental Health Parity: National And State Perspectives 1999, Bruce Lubotsky Levin, Ardis Hanson, Richard Coe

Mental health parity legislation could substantially reduce the degree to which financial responsibility for the treatment of mental illness is shifted to government, especially state and local government. There is substantial evidence that both mental health and addictions treatment is effective in reducing the utilization and costs of medical services. There appears to be a lack of substantial evidence to discourage Florida from pursuing mental health and substance abuse parity legislation.

Health Policy and Management Issue Briefs
The development of managed behavioral health care carve-out contracts covering a discrete subset of benefits available for use by persons with mental health and/or substance abuse disorders poses major challenges for public purchasers. This Issue Brief explores several key issues that arise when drafting such agreements. Many of the issues that arise in the drafting of carve-out agreements will require the public purchaser to resolve basic policy questions well before the drafting of requests for proposals or contracts can proceed.

This Special Report of Negotiating the New Health System: A Nationwide Study of Medicaid Managed Care Contracts (2d Ed.) analyzes Medicaid managed care contract provisions related to mental illness and addiction disorders (MI/AD). The analysis is based on 54 contracts and related documents (including 12 managed behavioral health care contracts) which were in effect as of the beginning of 1997. While this Special Report considers Medicaid contracts, its findings have implications for other public purchasers of managed care services for persons with MI/AD because, like Medicaid, other sources of third-party financing have traditionally supported services and activities that may not …
