Nevada’s severe downturn has brought to light many of the long-term challenges facing the state. Not only is its economy subject to painful swings, but Nevada’s primary drivers— consumer services (primarily gaming, hospitality and housing) and resource extraction—will provide less support than they have in past business cycles. Less economic vitality will make it harder to offer Nevadans the quality of life they expect.

This paper presents the conceptual path followed by European Union, European Commission and European Competition Network, after the Energy Sector Inquiry (2007) towards the realisation of the objective of an Energy Internal Market, fully functional and open to competition. This paper examines management contracts as a paradigm for the application of relational contracts theory and especially of the theory of contractual and relational norms. This theory, deriving from Macauley's implications, but structured and analysed by I.R. MacNeil gives us a framework for the explanation and understanding of contractual obligations and business relations' rules and practice. There are many reasons to suspect that benefit-cost analysis applied to environmental policies will result in policy decisions that will reject those environmental policies. The important question, of course, is whether those rejections are based on proper science. The present paper explores sources of bias in the methods used to evaluate environmental policy in the United States, although most of the arguments translate immediately to decision-making in other countries. There are some “big picture” considerations that have gone unrecognized, and there are numerous more minor, yet cumulatively important, technical details that point to potentially large biases against acceptance on benefit-cost …

The Australia – United States Free Trade Agreement (AUSFTA) came into force on 1 January 2005. Before and subsequently to the AUSFTA being concluded, controversy surrounded the debate over its impact on Australia ’ s health policy, specifically on regulation of pharmaceutical patents and Australia ’ s cost-effectiveness system relating to prescription medicine prices known as the Pharmaceutical Benefits Scheme (PBS). This article examines the expectations of both parties in the pharmaceutical sector with regard to the AUSFTA, as well as how successfully they were achieved. The development of nanotechnology for military application is an emerging area of research and development, the pace and extent of which has not been fully anticipated by international legal regulation. Nano-weapons are referred to here as objects and devices using nanotechnology or causing effects in nano-scale that are designed or used for harming humans. Such weapons, despite their controversial human and environmental toxicity, are not comprehensively covered by specific, targeted regulation under international law. On August 29, 2005, Hurricane Katrina made landfall near New Orleans leaving death and destruction across the Louisiana, Mississippi, and Alabama Gulf Coast counties;The lethargic and inept emergency response that followed exposed institutional flaws, poor planning; and false assumptions that are built into the emergency response and homeland security plans and programs. Viscusi and Aldy (2003) observe that “most studies of the U.S. labor market find that union affiliation is positively correlated with a greater wage-risk tradeoff while international evidence is much more mixed.” They provide several arguments as to why the risk premium might be higher for union members (marginal versus average worker preference, the quasi-public good nature of workplace safety, and better safety information for the unionized). An alternative explanation–concentration of union membership in undesirable locations–can account for both the apparent higher risk premium in union jobs in the United States and the failure to find that gap in the …

Poverty and income inequality have attracted a lot of attention in recent literature and policy discussions. Using Ordinary Least Squares and Two stage least squares and cross sectional data for all counties in West Virginia, this study examines the determinants of poverty and income inequality and possibility of simultaneous relationship between them. Findings indicate there is a weak simultaneous relationship and income inequality is declining among aged 65 and above. Education, seen as social equalizer does not provide any evidence in reducing income inequality in West Virginia but as more and more women take up headship in families, poverty and …

On 22 June 2005 the Senate of the Commonwealth of Australia voted to establish an inquiry into workplace harm related to toxic dust and emerging technologies (including nanoparticles). The inquiry became known as the "White" Inquiry after Mr Richard White, a financially uncompensated sufferer of industrial sandblasting-induced lung disease who was instrumental in its establishment. The "White" Inquiry delivered its final report and recommendations on 31 May 2006. In 2001, the arsenic standard for drinking water was lowered from 50 parts per billion to 10 parts per billion. The clean-up costs for Nevada are estimated at approximately 400 million dollars. The purpose of this project is to provide the City of Gardner with a list of contaminated sites in the Rear Main Street Area. During the past month, I have been researching potential brownfield locations within this corridor, and inputting them into a working database. Overall, the problem identified is that the city has little knowledge of how much land is contaminated within its city. Therefore, the goal of my project was to identify the parcels in the Rear Main Street Area that have been contaminated with hazardous materials.

Sections 307 and 309 of the 1988 Indoor Radon Abatement Act (IRAA) direct EPA to identify areas of the United States that have the potential to produce elevated levels of radon. EPA, the U.S. Geological Survey (USGS), and the Association of, American State Geologists (AASG) have worked closely over the past several years to produce a series of maps and documents which address these directives. The EPA Map of Radon Zones is a compilation of that work and fulfills the requirements of sections 307 and 309 of IRAA. The Map of Radon Zones identifies, on a county-by-county basis, areas of …
