Rapid development of unconventional shale resources in recent years has raised a series of regulatory issues both here and abroad. Because of the "distributed" nature of shale development and the significant increase in wells in key basins, local land-use conflicts have also erupted in certain areas of the country, leading to restrictions and moratoria on drilling by state, county, and municipal governments and raising questions about the industry's continued social license to operate in key jurisdictions. North American bats are highly unique animals that have historically been overlooked by land managers and misunderstood by the public. Bats are unique as the only true flying mammals and due to their exceptionally long lives (5-15 years) and unusually low reproductive rates (typically one young per year) for their small size. Most North American bat species are insectivorous, serve as the primary predators of nocturnal insects, and can consume up to one-third of their weight in insects per night. Since the oil embargo of 1973, the United States has struggled to implement a sustainable and comprehensive national energy policy. Forging a consistent policy approach has been complicated by more recent emerging trends: how to combat global climate change, the continued emergence of viable alternative energy options, and the hydrocarbon renaissance.

This presentation will discuss several major themes that have impacted energy policy-making since the 1970s and how they are reflected in key issues debated in the current election year. It will then pose some thoughts on how to move away from the burdens of the past and move forward.

The ability to harness energy is fundamental to economic and social development. Worldwide, almost 3 billion people have little or no access to beneficial energy resources for cooking, heating, water sanitation, illumination, transportation, or basic mechanical needs. Energy poverty exacerbates ill health and economic hardship, and reduces educational opportunities, particularly for women and children. Specifically, access to efficient and affordable energy services is a prerequisite for achieving the Millennium Development Goal (MDG) relating to poverty eradication.

2011 Monitoring Status

Overview

In 2011, the first year of vegetation monitoring by the Northern Great Plains Network Inventory and Monitoring staff at Scotts Bluff National Monument, efforts resulted in the documentation of 79 plant species. This was the lowest number of species among parks sampled in 2011. Graminoid (grass and grass-like plant) species accounted for only 21 (27%) of the total species, but graminoid cover was much higher than that of any other plant type. Forbs were much more diverse, but did not provide as much foliar cover.

Geography

Calls for cross-scalar theoretical and methodological approaches are not new to commons scholarship. Such efforts might be hastened by channelling poststructuralist and critical theory perspectives through the geographic subfield of political ecology, including attention to political scales and subjects. Toward this end, this paper reconsiders Maine’s lobster fishery. This case has provided rich material for watershed commons scholarship, demonstrating the ability of social groups to conserve resources independent of government or markets, and it continues to offer new findings. There is a firestorm of political and cultural conflict around environmental issues,including but running well beyond climate change. Legal scholarship is in a bad position to make sense of this conflict because the field has concentrated on making sound policy recommendations to an idealized lawmaker, neglecting the deeply held and sharply clashing values that drive, or block, environmental lawmaking. This Article sets out a framework for understanding and engaging the clash of values in environmental law and, by extension,approaching the field more generally. Are elected politicians primarily motivated by holding office, thus choosing environmental policies accordingly? Or are they motivated by the chance to implement their preferred environmental policies? Do governors have character, in the sense that they promise and implement environmental policies consistent with their own preferences? To answer these questions, we study the differences in environmental spending across both re-electable and lame duck governors from the two main political parties. In our empirical analysis, we make use of parametric and non-parametric regression-discontinuity approaches. While re-electable governors do not set significantly different policies, lame duck governors do. We argue that in the …

Executive Summary

Homestead National Monument (HOME) was created at the to celebrate the significance of the Homestead Act of 1862 which granted 160 acres of free land to claimants and was one of the most significant and enduring events in the westward expansion of the United States. The National Monument encompasses 184 acres in Gage County, west of Beatrice, Nebraska. This unique site also hosts the oldest prairie restoration in the National Park system, and the second-oldest tallgrass prairie restoration known. This park unit also has a small remnant of native tallgrass prairie and remnants of bur-oak forest.

National maps of atmospheric sulfur (S) and nitrogen (N) emissions and deposition are provided in Maps A through D as context for subsequent network data presentations. Maps A and B show county level emissions of total S and total N for the year 2002. Maps C and D show total S and total N deposition, again for the year 2002.

There are three parks in the Northern Great Plains Network that are larger than 100 square miles: Badlands (BADL), Missouri (MNRR), and Theodore Roosevelt (THRO). In addition, there are 10 smaller parks.

by governments, while individual owners have been responsible for private
dams. Both kinds of dams have experienced technical failures that
have resulted in tragic losses of life as well as disastrous damage to property
