Probabilistic risk assessment (PRA) methodological limitations as well as environmental application-specific features confound much needed objective analysis and hope for equitable remediation of anthropogenic climate change. Issues addressed include: risk subjectivism, the difficulty of mathematical and computer model prediction-validity assessment associated with chaotic system dynamics, as well as standards of scholarship and the obstacle to societal reform posed by commercial, consumer-driven mass-media journalism.

This paper suggests that a mixture of measures may be needed to encourage renewable energy under the Kyoto Protocol. It explains that the goal of maximizing short term cost effectiveness tends to conflict with the goal of encouraging the long-term technological development that the world will need to move away from fossil fuels. Because of this tension, policy-makers should not, and generally have not, regarded global emissions trading as a panacea. This article analyzes the international emissions trading regime at the heart of the world's effort to address global warming as a means of exploring broader international governance issues. The trading regime seeks to marry two models of global governance, market liberalism, which embraces markets as the model of global governance, and sustainable development, which seeks to change development patterns to protect future generations.

Long time-horizon environmental risks with potential for global impacts have increased in visibility over the past several decades. Such issues as climate change, the nuclear fuel cycle, persistent synthetic chemicals, and stratospheric ozone depletion share some characteristics, including intergenerational impacts, strongly decoupled incidence of risks and benefits, substantial decision stakes and extreme uncertainty. A long-existing system of wolves (Canis lupus), muskoxen (Ovibos moschatus), and arctic hares (Lepus arcticus) in a 2600 km² area of Canada’s High Arctic (80° N latitude) began collapsing in 1997 because of unusual adverse summer weather but recovered to a level at which all three species were reproducing by 2004. Recovery of wolf presence and reproduction appeared to be more dependent on muskox increase than on hare increase.
