Kentucky’s lands and waterways have always defined the state. Our unique karst landscape, combined with the Appalachian Mountains and Ohio River, help characterize the state and its identity. However, across Kentucky conservation efforts within recent years have been under attack. Through legislation changes and policy challenges, various bills have sought to repeal Kentucky’s conservation efforts regarding water, soil, and land use. Furthermore, there has been a rise in environmental disasters within the state that cause long term issues for both rural and urban communities to contend with. In 2007, almost twenty years ago, the Magnuson-Stevens Act changed the landscape of fisheries management in the US. Through the establishment of Fisheries Management Councils (FMCs), it paved the way for top-down management approaches that helped the government combat nationwide declines or collapses in fish stocks. Among the myriad responsibilities of the FMCs was the expectation that amendments to existing fisheries management plans would be a necessity to adapt to modern circumstances. This thesis focuses on New England Fisheries Management Council's (NEFMC's) Herring Amendment 8 (A8). This amendment, passed in 2021, attempts to lay the groundwork for sustainable management of …

Despite beavers’ recent surge in popularity, prevailing negative attitudes and the persistence of beaver removal practices remain obstacles for those advocating living with beavers. The Montana Beaver Working Group (BWG) advances beavers’ role in ecological and community resilience through members’ collaborative efforts, including beaver-related restoration and conflict resolution projects. Bringing together people with diverse values and perspectives, the BWG builds collective understanding, develops a holistic vision for beavers in Montana, and supports members in pursuing it. Environmental Movements In El Paso And Ciudad Juarez: Possibilities And Limitations Of Cross-Border Organization At The U.S.-Mexico Border, Vanessa Maria Almada

At the U.S.-Mexico border, the anthropogenic and nationalistic construction of the landscape has accelerated urbanization and unequal development without establishing effective binational institutions for governance over a shared commons. Borderlanders, then, contest unsustainable development with the added complexity of navigating a barrier which creates diverse socioeconomic and political realities that challenge cross-border cooperation. This qualitative research analyzes environmental organizations in El Paso and Ciudad Juarez. Through ethnographic study of mobilization in response to environmental legislation and administrative action in each city, the immediate barriers to cross-border cooperation and limitations of nationalistic institutions in the borderlands can be better understood.

Artificial intelligence (AI) has the potential to create major economic and social benefits, but also to rapidly escalate electricity demand and its associated environmental impacts. Information availability has been a cornerstone of environmental law for half a century, and this Article argues that providing information to individual, corporate, and other users about the electricity demand and environmental impacts of AI can reduce those impacts without delaying development of the technology. This consultation paper has been prepared to support the statewide strategic review of Western Australia’s (WA) charter fishing sector, which was initiated as a government commitment.
The paper details issues and proposals relating to the management and licensing framework, development opportunities and representation model for the charter fishing industry. The proposals have been developed in consultation with the Charter Review Working Group. The Department of Primary Industries and Regional Development (DPIRD) now seeks comment from relevant stakeholders on the issues and proposals outlined within this paper.

PurpleAir monitors may serve a vital role in marginalized or under-monitored communities nationwide. These low-cost monitors—roughly $300—give communities the ability to monitor their air quality at local geographies in ways that are infeasible for expensive, regulatory-grade air monitors. They also have the potential to aid community advocacy efforts around environmental and transportation policy by giving community members literal ownership over the monitoring, including precise locations, and philosophical ownership over the advocacy efforts. About half the global population is now at risk of contracting dengue, a mosquito-borne viral infection that can cause severe morbidity and fatalities. Effective dengue control depends on controlling the mosquito vector, but finding the right mix of vector control policies has proved challenging. Using a content analysis of 208 Hansard records from parliamentary proceedings in Singapore, where dengue outbreaks have significantly increased in both frequency and magnitude since the early 1990s, we trace the processual evolution of Singapore’s anti-dengue policy mix from 1960 to 2023 and conclude that the evolution of dengue control policies is consistent with a customized …

This study introduces a novel, diagnostic hazard-specific displacement risk index that integrates high-resolution hazard data with social vulnerability metrics and historical displacement records, uncovering overlooked compound risks in conflict areas and links between environmental stress and instability. Our methodology combines historical displacement records with environmental, demographic, and socioeconomic indicators to identify high-risk regions and quantify interactions between hazards and conflict across six major hazard types. Results reveal floods as the primary displacement driver, particularly in South Asia (Bangladesh, India, Pakistan) and Sub-Saharan Africa (Nigeria, Ethiopia), where dense populations in flood-prone areas intersect with low socioeconomic resilience. New Orleans, Louisiana, faces profound environmental vulnerabilities arising from the convergence of industrial pollution, urban runoff, and climate change–driven weather events. This paper examines systemic challenges affecting water and air quality in the region, with particular focus on low-income and marginalized communities disproportionately burdened by environmental degradation. Drawing on educational and community-based monitoring initiatives at Xavier University of Louisiana and Southeastern Louisiana University, we highlight the integration of student learning with real-time data collection of contaminants such as fecal coliforms, heavy metals, hydrocarbons, and polycyclic aromatic hydrocarbons (PAHs). This fact sheet reports on the distribution and geographic concentration of data centers across the Mountain West states of Arizona, Colorado, Nevada, New Mexico and Utah as of March 6th, 2026. Using data from DataCenterMap, this fact sheet examines the number of data centers in each Mountain West state and further analyzes market-level distribution, defined as cities within each state where data centers are located. The data are used to compare state totals and to rank Mountain West markets from highest to lowest based on the number of data centers operating in that area.

This project analyzes the rise of cyanobacteria blooms in Rhode Island freshwater systems and identifies a policy gap in the state’s largely reactive management approach. Drawing on state reports and interviews with environmental experts, it highlights nutrient runoff, climate change, and limited public education as key drivers of bloom severity. To address this gap, I developed a prevention-focused public education poster designed for integration into existing state alert and outreach systems.

Grassroots and civic organizations are increasingly recognized as “middle actors” in sustainability, leveraging ICT-driven solutions to bridge top-down policies with bottom-up citizen engagement and behavioral change. This study examines how civic organizations in Finland and Singapore integrate digital tools to support sustainable waste management practices aligned with Sustainable Development Goals 11, 12, and 17. Guided by a Design Science Research (DSR) approach and drawing on Middle-Out and multi-level governance theories, we developed and validated the Integrated Sustainability Engagement Framework (ISEF) based on interviews with 21 civic organizations and iterative feedback. This study highlights how fiscal policy tools can accelerate Egypt's climate transition, with emphasis on carbon taxes and fossil fuel subsidies reforms. It investigates how fiscal tools can reduce carbon emissions and promote economic development by primarily relying on qualitative interviews with policymakers, consultants, representatives of the private sector, and civil society actors, paralleled with some descriptive and comparative analysis. For the aquifers of Minnesota, the environmental impact statement (EIS) was a promise of protection that never left the page. An environmental impact statement is meant to be an aid in the decision making process in order to ensure that projects consider potential environmental harms that may occur. However, they are often used instead as another regulatory box to check, rather than as active considerations when planning. This report examins the extent of air pollution emissions resulting from the use of backup generators at data centers in Northern Virginia, including both actual current emissions and potential future emissions, and how those emissions totals compare to other sources of air pollution in the Northern Virginia region. It also examines how exposure to data center emissions correlates with demographic characteristics such as race, income, and education.

These communities already experience coastal flooding during the highest astronomical tides each year, and flood conditions are expected to worsen as sea levels continue to rise. This thesis examines how Adivasi resistance to mining-induced dispossession across India’s mineral belt is increasingly channeled into the judiciary, arguing that this shift functions as a mechanism of containment rather than a pathway to justice. Despite a robust legal framework designed to protect Adivasi land and consent rights, systematic non-enforcement and political closure have hollowed out policy and electoral channels, pushing communities into litigation as a last resort. Plastic waste is an internationally traded commodity, where importing countries recycle plastic waste into usable materials. However, there are concerns that the importation process creates plastic litter - a negative externality - in importing countries. While this concern has received much media and policy attention, quantifying the magnitude of this externality has been hindered by a lack of data on plastic litter across countries and over time. This paper synthesizes the key contributions and lessons learned from Integrated Marine Biosphere Research (IMBeR), a large-scale global research project aimed at fostering ocean sustainability under global change for the benefit of society. The UN Decade of Ocean Science for Sustainable Development has catalyzed a renewed focus on the importance of transforming ocean science. IMBeR’s global activity over the past decade has focused on promoting transformative science by generating, mobilizing, and communicating the knowledge needed to support ocean governance. As global average temperatures continue to rise, the threat of climate change looms closer. To evade climate catastrophe, greenhouse gas emissions will need to be substantially reduced. Despite climate change’s imminent risks, in the United States, both the federal government and states remain resistant to transitioning away from fossil fuel energy sources. This thesis examines Florida's manufactured housing communities through the intersecting frameworks of energy justice, critical heat studies, and housing displacement scholarship, centering how structural, political, and economic forces shape uneven exposure to thermal insecurity and housing precarity. Using a mixed-methods approach combining statistical regression analysis of American Community Survey microdata (2019-2023) and spatial case study of Miami-Dade County's heat governance and The Li'l Abner Mobile Home Community’s displacement, this research investigates how manufactured housing residents experience compounded exclusions across energy systems, urban heat governance, and housing security. Across the United States, air pollution disproportionately impacts minority groups. California’s Advanced Clean Cars II (ACC II) waiver was positioned to lead to significant environmental justice impacts, such as reductions in emissions and adverse health outcomes, by establishing stricter regulations for vehicle emissions and ensuring that 100 percent of new passenger vehicle sales are zero-emission by 2035. As the federal government recently nullified ACC II, pollution, and by extension health, could worsen, especially in disadvantaged communities. The thesis established several important relationships, including how disadvantaged communities experienced higher traffic, pollution, and worse health outcomes than non-disadvantaged communities. Living shorelines are widely promoted as nature-based solutions to coastal erosion and wetland protection, yet hardened shoreline structures continue to dominate even in jurisdictions with explicit policy mandates prioritizing living shorelines. In this research, we examine why non-optimal shoreline modification outcomes persist in Virginia (USA) despite a regulatory framework designed to promote ecological alternatives. We use primary data from interviews with wetlands board members, marine contractors, and nonprofit organizations and findings from a secondary survey of shoreline property owners to analyze shoreline management as a multi-sector collaborative decision-making process. Adaptation to sea-level rise confronts coastal communities worldwide with a new set of collective action problems that require collaboration. When does collaboration result in concrete action for adaptation? In West Bengal, India, the highest fish-consuming state in the country, fish are woven into everyday life, including ceremonies of birth and marriage, prayers offered during harvesting and the cultural memory of communities whose identities are inseparable from aquatic life. However, the rivers, wetlands, and ponds that sustain these fish-human relationships are increasingly threatened by environmental contamination resulting from industrial discharge, agricultural runoff, and inadequate environmental management. Accelerating shoreline erosion, fluctuating lake levels, and climate-induced hazards are transforming the Great Lakes’ freshwater coasts, exposing the limitations of static and inequitable management frameworks. This dissertation investigates how Michigan’s coastal governance systems produce and manage vulnerability along the Lake Michigan shoreline by integrating geospatial modeling, institutional policy analysis, and environmental justice theory. It argues that both physical processes and institutional designs co-determine patterns of exposure, protection, and equity.
