The Global Stocktake (GST) at COP30 faces a critical risk of producing an incomplete climate assessment because it excludes emissions generated from wars and destruction as well as displacement within Fragile and Conflict-Affected States (FCAS). The 39 FCAS states which have the smallest responsibility for global warming emit large amounts of conflict-related greenhouse gases that match the annual emissions of small nations although these emissions are missing from Nationally Determined Contributions (NDCs) and GST reports. The missing data in global climate accounting creates an inaccurate picture which unfairly penalizes FCAS for their uncontrollable circumstances while undermining climate justice. Climate change …

The first GST concluded that the current rate of climate action, the terms of the Paris Agreement will not be achieved and will only remain achievable with a significant increase in action (UNFCCC, 2023). Yet despite this, policy pertaining to the GHG emissions and climate action of SMEs remains limited therefore leading to their underutilisation with GST follow up actions. The first Global Stocktake (GST) at COP28 showed what many feared: current national plans are not enough to keep warming near 1.5C. The GST is an accurate, urgent diagnosis, but a diagnosis without a delivery plan will not change outcomes. This paper recommends that COP30 adopt a practical Globally Determined Contribution (GDC) as a shared benchmark and gives concrete ways to link that benchmark to national planning, measurement, and finance. Three pillars are essential: (1) an operational GDC with transparent allocation rules and a UNFCCC-hosted technical panel to publish annual syntheses; (2) mandatory, time-bound integration of GST findings into NDCs, …

The Climate Transparency Pact (CTP) is an actionable proposal to bridge the credibility gap in the Paris Agreement's Global Stocktake (GST). While the Enhanced Transparency Framework (ETF) sets a reporting structure, it remains largely voluntary and lacks strong compliance measures. The result is clear: despite successive COP negotiations, global temperature projections remain at 2.5-2.9C above pre-industrial levels (UNEP, 2023), threatening ecosystems, economies, and human security. Climate change and human activity have severely degraded watersheds, jeopardizing their sustainability. The willingness of residents to pay for watershed management is essential for developing sustainable environmental protection efforts. This study determined the respondents' willingness to pay (WTP) for the restoration and protection (RP) of the Ulot Watershed of Samar Island Natural Park using a double-bounded dichotomous choice contingent valuation approach. The researchers used the Kish grid method to draw respondents from 150 households. The study revealed that families with an average annual income of approximately $2746.70 were ready to contribute $0.78 per month, or $9.36 annually, to the watershed …

The National Environmental Policy Act (NEPA), the “Magna Carta” of environmental protection, serves two important purposes: providing (1) decision makers and (2) the public with a federal agency’s assessment of the impacts that may occur from its proposed or selected course of action before the agency acts. Despite frequent criticism about NEPA reviews causing costly project delays, NEPA’s procedural requirements and framework had remained unchanged for more than 40 years. This paper examines the impact of key domestic and international regulations on US hazardous waste exports, focusing on shifts in export destinations and waste types from 2002 to 2023. Since 2005, OECD countries and US Trade Agreement Partners have become primary destinations for US hazardous waste, with significant surges after 2018 and a notable decline in 2022. An analysis of the regulatory landscape reveals that, while international frameworks such as the Basel Convention of 2021 have had a relatively limited impact on reducing US hazardous waste exports, domestic policies—particularly those in California—have more directly influenced export behaviors. Recent years have seen growing interest in subnational governments as arenas of climate governance, but limited systematic research exists on the extent, conditions, or pathways through which subnational climate policies can influence, or compensate for deficits in, national policies. This article addresses this gap by examining options for states to influence climate policy in the United States and Australia, two countries where federal governments have made limited progress in developing national climate policies. As an analytical framework, it conceives a typology of state government approaches to climate policy that distinguishes among compensating, horizontal diffusion, and bottom-up pathways. Extreme heat events, intensified by climate change, pose critical challenges to public health, infrastructure, and workforce resilience. Despite the urgency of these challenges, there is no systematic framework to identify workforce adaptive capacities that can help build regional heat resilience. This study introduces a novel large language model assisted approach, using task-level data from the O*NET dataset, to identify workforce capacities that enhance heat resilience. By defining heat-solution tasks as activities mitigating heat impacts, protecting public health, or improving infrastructure, we classify heat-solution occupations and dual-impact occupations, which are both vulnerable to heat and critical to heat resilience. Flood events have significant implications for both population and environmental health. This dissertation aims to explore flood risk and its interaction with humans and the environment. The key questions addressed in this dissertation include improving the existing flood risk framework to better assess population vulnerability and associated risk. This paper examines the role of the Extended Producer Responsibility (EPR) scheme in electronic waste (e-waste) management in Singapore. It investigates the policy drivers and challenges of e-waste management, using data from an online survey to explore the attitudes and behaviors of young consumers, with a particular focus on youth. We employ the Theory of Reasoned Action (TRA) and the Theory of Planned Behavior (TPB) frameworks to develop a model that examines the relationships among attitudes, perceived norms, awareness, and perceived convenience in relation to EPR awareness and perception. Recreational fishing provides sociological and economic benefits, and fish populations are managed by state agencies to meet angler expectations. One of the most popular species in Midwest reservoirs are walleye (Sander vitreus), and most of these fisheries have established restrictions on the number and sizes of fish harvested. Regulations are set based on population structure and dynamics and management goals, but often agencies have incomplete information needed to establish regulations. Predictive models can provide insight on population responses and inform managers of the tradeoffs between angler restrictions and population sustainability. This paper analyzes policies aimed at fostering a green economy in a resource-abundant, megadiverse nation such as Indonesia. This study use Delphi and Analytic Network Process methodologies, grounded in the perspectives of regulators, academics, experts, and practitioners in the green economy, to identify the determinants of green financial policies, revealing that fiscal instruments are of paramount importance. Furthermore, both the case and the respondents are Indonesian. This underscores the necessity of instituting incentives in environmentally sustainable sectors and disincentives in carbon-intensive industries. The San Pedro MainStreet Strategic Development Plan is a place-based, community-driven roadmap for revitalizing the San Pedro Drive corridor in Albuquerque, New Mexico. The corridor sits at the intersection of historical significance and present-day opportunity—bridging the old and new alignments of Route 66 while serving a diverse, working-class population. Drawing from urban planning theory, spatial analysis, and community input, this plan identifies challenges and assets related to land use, infrastructure, business development, housing, and cultural identity. Hellbenders are prehistoric salamanders that have thrived in cold rivers since before the continents divided. Once found throughout Appalachian watersheds, due to exploitation and habitat degradation only a few dozen healthy populations survive. Monstrous yet fascinating, hellbenders were often reviled historically, but in recent decades they have gained iconic status and are now celebrated as charismatic indicators for clean rivers. Hellbenders are symbols of the wild because of their ancient history, elusive nature, and contribution to ecosystem resilience. The same forces that drove the decline of these amphibian sentinels have sacrificed public health in Appalachia. Their demise echoes the struggle …

Flooding remains one of the most pressing natural hazards in the United States, with increasing frequency and intensity driven by climate change. This thesis explores the adaptation planning strategies employed to mitigate flood risks in Bellevue, Nebraska, a city significantly impacted by the 2019 floods in eastern Nebraska. Using a mixed-methods approach, the study combines quantitative analysis of flood vulnerability with a critical review of local planning policies using documents, zoning ordinances and institutional frameworks. Ambient nitrogen oxide (NOX) is one of the main ingredients involved in the formation of ground-level ozone (smog), which contributes to global warming and the formation of particulates in the atmosphere and causes respiratory illnesses, especially in children, older adults, and people with lung diseases. Coral reefs are one of Earth’s most vital and threatened ecosystems. They protect coastlines, generate billions of dollars of tourism revenue, support valuable fisheries, and contribute to the development of vital medicines. Yet half of the world's coral reefs have been lost in the last 50 years, and 90% of remaining reefs are projected to die off by the middle of this century, mainly due to warming seas from climate change.

How “Green” Are Green Acquisitions Really?, Sri V Srinivasan

Our study finds that 43.14% of global green mergers & acquisitions (GMAs) from 2001 to 2020 may be susceptible to Green Embellishment—the gap between corporate environmental representations and actual performance, regardless of intent. Using a multi-criteria theoretical framework, we show that financial constraints strongly drive Green Embellishment in GMAs, with regulatory stringency and national culture moderating this effect. GMAs in weak regulatory environments are especially vulnerable, particularly under high stakeholder pressure. We further provide empirical evidence that financially constrained GMAs with lower green profiles and those in “browner” industries exhibit a higher propensity for Green Embellishment. Advocacy Under Authoritarianism: Civil Society's Impact On Environmental Treaty Ratification In Southeast Asia, Christianna Sirindah Parr

Does civil society in competitive authoritarian and authoritarian countries impact environmental policy? Specifically, does civil society speed up the ratification of international environmental treaties? Treaty ratification is a crucial step for translating international commitments to domestic politics. I argue that in competitive authoritarian regimes, where civil society operates under constraints but retains some space for advocacy, more robust civil society accelerates the ratification of environmental treaties compared to states with weaker civil society. Millions of urban trees are downed annually for various reasons, such as storms, disease, or development. We are all witnesses to the loss of trees as we see the piles of woody waste assembled on the curbside, ready for public works pickup. Today, most urban wood waste ends up in landfills, mulching/chipping facilities, or firewood production. Each of these alternatives results in the release of sequestered carbon back into the atmosphere.

This research asks: how have the communication strategies of advocacy groups influenced government actions and policies during the Bayview-Hunters Point Shipyard cleanup? I examined the opportunities to enhance equity in energy performance, climate resilience, and environmental adaptation through climate-resilient envelope retrofitting and spatially guided implementation strategies (via mappings of the Urban Heat Island -UHI- and socio-economic vulnerability indicators). Passive envelope retrofits of attic insulation; high-performance windows; cool roofs; and green roofs / walls, are examined across multiple climate zones of California' aged single-family housing stock, focusing on the Disadvantaged Communities (DACs). Through spatial analysis, strong overlap between Urban Heat Island(UHI) exposure; pre-1980 housing; socioeconomic disadvantage, and thus the need for spatially-directed action is underlined. Extraction of cobalt and lithium is often regarded as necessary to facilitate a successful transition to renewable energy so that global warming can be limited to 2°C. At the same time, many current cobalt and lithium extraction practices contribute to environmental destruction, expose workers to toxic contaminants, and sometimes involve child labor. This thesis argues that cobalt and lithium extraction, if permissible, must be conducted in a manner compatible with the normative obligations of justice and fairness. Critical and strategic minerals have become increasingly important in U.S. government civilian and military policymaking in recent years. This is demonstrated by the heavy use of such minerals in many critical civilian and military infrastructures. This work will discuss how this subject has been addressed in laws, presidential documents, and works by government agencies along with congressional oversight committees and support agencies. Conservation of rare species often relies on the delineation of management units and genomic tools can now be applied for this purpose. However, this is not as common on a local scale, where populations are often small and fragmented, despite the utility of informing conservation and management practice at the regional level. We use a genotyping by sequencing (GBS) approach to assess the perennial riparian plant species Baptisia australis (Fabaceae) in Pennsylvania, where the taxon is at the edge of its natural distribution and considered threatened. In this system, we investigate whether sampled subpopulations exhibit genetic structure. We find that …
