The significant vulnerability of Padang Pariaman District to potential tsunamis necessitates extensive mitigation efforts. This study attempts to delineate the steps included in disaster mitigation through the Disaster Resilient Village program as specified in the Regulation of the Head of National Disaster Management Agency (BNPB) Number 1 of 2012. The program seeks to establish self-sufficient nagaris capable of anticipating and mitigating disaster impacts. Implementing both non-structural and structural mitigation measures through this program is a prudent decision to prepare for unforeseen calamities. This study aims to investigate the impact of conflict on greenfield foreign direct investment (FDI) in the mining sector covering the period of the 1st quarter of 2003 until the 3rd quarter of 2017, across 151 countries. Unlike previous works, this paper focuses on testing two impacts. First, we test for a dynamic impact to uncover the effect of conflict on FDI over the contemporary and subsequent annual quarters. Second, we test for a spatial spillover impact. To achieve these goals, we apply both a panel spatial approach and an event study analysis, using a unique proprietary database FDIMarkets. The …

The Zero Emission of Domestic Shipping in the Republic of Korea (ZED-PK) project is an ambitious initiative aimed at enhancing energy efficiency and developing a path towards zero emissions for the domestic shipping fleet in the Republic of Korea. ZED-PK encompasses a systematic and transdisciplinary approach involving multiple stakeholders. The project is structured into three phases, each dedicated to progressively advancing the decarbonization efforts within the maritime sector.

The State of Texas supports the largest prison system in the US and held 132,859 people in 100 units scattered across the state as of December 2023. Approximately 70% of Texas prison beds are not air conditioned, despite the state’s reputation for dangerously hot, humid summers. The State has officially recorded temperatures inside Texas prison facilities as high as 120 degrees with heat index values of over 150. Seasonal reproduction can provide species with fitness advantages by allowing the birth of young to coincide with favorable environmental conditions, particularly in environments with high seasonal and intra-annual variation in these conditions. Seven of the eight species in the bear family (Ursidae) reproduce seasonally in both managed care and the wild; however, data for the eighth species, the sun bear (Helarctos malayanus), is unclear. Sun bears have been observed to reproduce throughout the year in managed care, yet currently there are no clear data of birth timing for wild sun bear cubs. Here we investigate the seasonality of …

This paper contributes to the literature by deriving upper and lower bounds on the fuel consumption in container shipping. The bounds are derived from sailing distances, port times, and the possible arrival times at ports/ the berth windows negotiated between the ocean carrier and the port operators. Crucially, the derived bounds can be used in conjunction with any of the common fuel consumption functions proposed in the literature. This latter is especially important since currently there is no consensus on a specific functional form for the fuel consumption function. The behavior of the bounds will be illustrated with numerical examples.

This article summarizes the lecture presented at the Net Built 2024 conference. The lecture addresses the unsustainability of the current linear economy, characterized by the "take, make, dispose" model, in light of environmental challenges. The inefficiencies of this system lead to increased energy consumption, elevated CO2 emissions, and the exacerbation of climate change. It examines the current state of design and construction with respect to climate change and sustainable resource management. Additionally, the lecture introduces a methodology that integrates technologies and design philosophies capable of driving significant positive change. This Article critically examines the rise of cost-benefit analysis (CBA) in environmental policy and the profound disconnect that has persisted between the actual practice of CBA and its normative grounding. Although CBA is now synonymous with rational decision-making in federal agencies, this has not always been the case. Views about CBA have evolved from bipartisan rejection in the 1970s, to partisan division (Republicans for, Democrats against) during the Reagan-Bush years, to a broad embrace of CBA in the mid-1990s, when centrist legal scholars were instrumental in crafting a new defense of CBA based on a mix of welfare economics and …

This dissertation comprises three essays that investigate different facets of environmental hazards and their implications for policy and governance. While each essay examines a different topic area, they are all linked by examining how entities respond to incentives at the intersection of environmental risk and public policy. Each chapter informs a distinct literature within environmental policy and utilizes different methodologies to examine largely unexplored research questions.

This thesis explores the feasibility of implementing a Drone as First Responder (DFR) program within the Los Angeles Police Department (LAPD), analyzing the operational, social, and financial implications compared to traditional police helicopter usage. The thesis investigates helicopter flight patterns, demographic correlations, and the potential for drones to provide a less invasive and more cost-effective aerial support system. Climate change is leading to more intense and devastating wildfires that lead to tragic loss of life and property (Cal Fire, 2018; Sinco et al., 2023) and disturbing environmental impacts (OECD, 2023). The purpose of this textile design was to create an activist design that communicates the fear and anxiety felt by those impacted by wildfires. First-hand accounts of those experiencing wildfires were researched as inspiration for the textile design. This Article evaluates an emerging literature claiming that carbon pricing (emissions trading or carbon taxes) has not performed very well and therefore cannot be the basis for the sort of transformative change now required to address the climate crisis. This is an important claim, as carbon pricing has been viewed as being at the heart of global efforts to address one of our most important contemporary problems.
We provide theoretical and empirical support for these critics’ claim that carbon pricing by itself cannot catalyze the technological transformation now required, and that other approaches have done and will likely do better. …

Climate change poses a significant threat to global ecosystems and human societies, driven largely by CO2 emissions from various economic activities. This macroeconomic cross-country study empirically assesses the effectiveness of carbon pricing in reducing CO2 emissions across three periods: 2012-2017, 2015-2019, and 2015-2020. Building on the foundational research by Best et al. (2020), the analysis extends to more recent data, capturing the evolving impacts of carbon pricing amid changing global economic and policy landscapes. This Article addresses the growing nexus between climate change and various conceptions of security with a particular emphasis on climate change's national security impacts. This Article argues that there is a growing connection between national security and climate change and a corresponding need to address the normative implications of "climatizing national security." This thesis examines the economic reforms undertaken by Poland and the Czech Republic during the 1990s transition period. It seeks to ultimately differentiate reform quality between the Czech Republic and Poland in terms of well-being. The basis of reform success is determined using a quality of life scale that spans economic, health, and environmental indicators. Reform quality is then assessed based on improvements in well-being, instead of high-level economic metrics that often evaluate in a manner that fails to capture individual citizen sentiment. To fulfill their conservation potential and provide safeguards for biodiversity, marine protected areas (MPAs) need coordinated research and monitoring for informed management through effective evaluation of ecosystem dynamics. However, coordination is challenging, often due to knowledge gaps caused by inadequate access to data and resources, compounded by insufficient communication between scientists and managers. We propose to use the world's largest MPA in the Ross Sea, Antarctica as a model system to create a comprehensive framework for an interdisciplinary network supporting research and monitoring that could be implemented in other remote large-scale international MPAs. This thesis examines the determinants of the usage of carbon offsets within the California cap-and-trade program for greenhouse gas emissions. It also investigates the relationship between a firm’s investment in offsets and its financials for publicly traded companies. Entity-level data from 2013 to 2020 was used, which was sourced from the California Air Resources Board. Multiple regression analysis was used to investigate factors that correlated with offset usage and whether offset usage correlated with EBITDA. Dummy variables indicating geographic location and economic sector of each entity were used as controls. The analysis found that total covered emissions and privately owned …

Climate change and biodiversity loss have been recognized as complex, interconnected issues that require synergistic and mutually reinforcing policy solutions. Given the ambitious commitments by the Canadian government to abate the two “wicked problems”, this study investigates whether the government has constructed a policy framework that synthesizes climate and biodiversity concerns through policy integration and mainstreaming processes. Public participation is a core characteristic of a contemporary democratic society as policy makers are increasingly encouraged to engage with citizens for learning and legitimacy. A Neutrosophic Approach To Study Agnotology: A Case Study On Climate Change Beliefs, Florentin Smarandache, Maikel Leyva Vázquez

Misinformation and biased information significantly impact public perception and political decisions, especially on critical issues such as climate change and environmental conservation. This study aims to understand how indeterminacy and contradiction influence public perception and policy formulation by applying neutrosophic theory to model the complexity and multi-dimensionality of ignorance. Using neutrosophic Likert scales, we capture a nuanced spectrum of opinions on the scientific certainty of human impact on climate change. The results are analyzed through a k-means clustering algorithm to identify patterns and segment participants into groups based on their levels of truth, indeterminacy, and falsehood. This thesis evaluates the adaptive capacity of Bangladesh’s agricultural sector in the context of climate change, focusing on policy and institutional capacities. An analytic framework is applied to assess policy coherence, resources, and implementation effectiveness of key national and international policies. The study also examines aspects of institutional capacity, such as administration, technological innovation, protective infrastructure, and access to benefits and resources. Through expert interviews and a comprehensive literature review, the research identifies both strengths and challenges in current efforts to enhance climate resilience. To better characterize properties governing the sorption of per- and polyfluoroalkyl substances (PFAS) to biochar, twenty-three diverse biochars were characterized and evaluated as sorbents for perfluorooctanoic acid (PFOA). Biochars were produced at various temperatures, using two different technologies, and made from sewage sludge, food waste reject, wood wastes, and one reference substrate (wood pellets). The biochars were characterized in terms of surface area, pore volume and pore size distributions, elemental composition, leachable elements, ash content, pH, zeta potential, condensed aromatic carbon (ConAC) content (determined by benzenepolycarboxylic acid (BPCA) markers), and their -OH functional group content (infrared spectroscopy).
