United States Geological Survey, Northern Prairie Wildlife Research Center: Publications

We tested serum samples from 387 free-ranging wolves (Canis lupus) from 2007 to 2013 for exposure to eight canid pathogens to establish baseline data on disease prevalence and spatial distribution in Minnesota’s wolf population. We found high exposure to canine adenoviruses 1 and 2 (88% adults, 45% pups), canine parvovirus (82% adults, 24% pups), and Lyme disease (76% adults, 39% pups). Sixty-six percent of adults and 36% of pups exhibited exposure to the protozoan parasite Neospora caninum. Exposure to arboviruses was confirmed, including West Nile virus (37% adults, 18% pups) and eastern equine encephalitis (3% adults). Exposure rates …

The Potential And Limits Of Extended Producer Responsibility: A Comparative Analysis Study, Jessica Bass Jan 2017

The Potential And Limits Of Extended Producer Responsibility: A Comparative Analysis Study, Jessica Bass

CMC Senior Theses

This thesis draws on the concept of product stewardship and its focus on incorporating all of the actors in a product’s lifecycle into steps to take responsibility for waste management. Extended Producer Responsibility (EPR) recognizes the producer’s distinct potential to consider and drive change in waste management. Producers often serve like mediators between the design and use phases of a product’s lifecycle. Through EPR policies, the producer takes on the costs of ensuring safe end-of-life waste disposal. In this way, EPR can be expected to help relieve the public of some of the costs of waste disposal, and to support …

Sustainable Mining For Long Term Poverty Alleviation In The Democratic Republic Of The Congo, Ellen Perfect Jan 2017

Sustainable Mining For Long Term Poverty Alleviation In The Democratic Republic Of The Congo, Ellen Perfect

CMC Senior Theses

This thesis explores the poverty alleviation and peace-spoiling power of the mineral extraction sector in the Democratic Republic of the Congo to arrive at a set of strategic goals for the country moving forward. Although subterranean minerals are often a source or perpetuator of violence, the potential to lift the country’s rural communities out of extreme poverty makes the mining industry an essential part of the nation’s development strategies. Lessons from Tanzania, Côte d’Ivoire, Guinea, Ethiopia, Zimbabwe, Nigeria, Ghana, Zambia, Uganda and Sierra Leone to arrive at best practices for increasing the multiplier effect of large-scale mining, formalization, beneficiation, capital …

A Better Calculus For Regulators: From Cost-Benefit Analysis To The Social Welfare Function, Matthew D. Adler Jan 2017

A Better Calculus For Regulators: From Cost-Benefit Analysis To The Social Welfare Function, Matthew D. Adler

Faculty Scholarship

The “social welfare function” (SWF) is a powerful tool that originates in theoretical welfare economics and has wide application in economic scholarship, for example in optimal tax theory and environmental economics. This Article provides a comprehensive introduction to the SWF framework. It then shows how the SWF framework can be used as the basis for regulatory policy analysis, and why it improves upon cost-benefit analysis (CBA).

Two types of SWFs are especially plausible: the utilitarian SWF, which sums individual well-being numbers, and the prioritarian SWF, which gives extra weight to the well-being of the worse off. Either one of these …

Poison In Pink, Sydney V. Cook Jan 2017

Poison In Pink, Sydney V. Cook

Graduate Student Theses, Dissertations, & Professional Papers

Humans slather, spray, mist, and cleanse their bodies with personal care products like lotion, hairspray, cologne, and shampoo every day. Our cupboards are stocked full of them, but few of us understand what is in those jars and bottles. We trust that if it’s on the shelf at the store, it’s safe. However, this is not always the case, and many personal care products contain chemicals that are harmful to human and environmental health.

My multi-disciplinary Environmental Studies thesis project combines evidenced-based research, interviews, nonfiction narrative, and science communication to create part of a book manuscript intended to educate general …

Understanding Perceptions Of Barriers To International, Interdisciplinary Scientific Teamwork And The Expansion Of Mexican Oil Palm Plantations, Erin Pischke Jan 2017

Understanding Perceptions Of Barriers To International, Interdisciplinary Scientific Teamwork And The Expansion Of Mexican Oil Palm Plantations, Erin Pischke

Dissertations, Master's Theses and Master's Reports

Understanding the multiple drivers of environmental change is essential for devising strategies for overcoming impacts and planning for the future. Anthropogenic causes and physical impacts of such environmental changes are not fixed in space; thus, it is necessary to conduct international research to solve such problems by integrating multiple disciplinary approaches. My dissertation research examines the public perceptions of socioecological impacts of oil palm production and uncovers barriers that international, interdisciplinary teams face when studying such impacts. In one chapter, I present research that identifies challenges that interdisciplinary researchers are confronted with when working in an international setting. Findings show …

Wetland Policy Design In The Upper Great Lakes States: Cases Of Policy Success And Failure, Miranda N. Smith Jan 2017

Wetland Policy Design In The Upper Great Lakes States: Cases Of Policy Success And Failure, Miranda N. Smith

Dissertations, Master's Theses and Master's Reports

The national goal of “no net loss” of wetlands in the United States has significantly lowered the rate of wetland loss, but wetlands are still being impacted in some areas. Many states have their own policies in place to protect wetlands aside from the main federal policy, Section 404 of the Clean Water Act, and those policies are implemented in different ways by different levels of government. This research focuses on wetland policy in the Upper Great Lakes states comparing Michigan, Minnesota, and Wisconsin. Wetland policy and implementation practices vary from state to state, with wetland approval being more devolved …

Characterization Of Ecological Water Stress In The U.S. Great Lakes Region Using A Geospatial Modeling Approach, Sara Alian Jan 2017

Characterization Of Ecological Water Stress In The U.S. Great Lakes Region Using A Geospatial Modeling Approach, Sara Alian

Dissertations, Master's Theses and Master's Reports

Anthropocentric water resources management affects aquatic habitats by changing streamflow regime. Understanding the impacts of water withdrawal from different sources and consumption by various economic sectors at different spatial and temporal scales is key to characterizing ecologically harmful streamflow disturbances. To this end, we developed a generic, integrative framework to characterize catchment scale water stress at annual and monthly time scales. The framework accounts for spatially cumulative consumptive and non-consumptive use impacts and associated changes in flow due to depletion and return flow along the stream network. Application of the framework to the U.S. Great Lakes Region indicates that a …

Ateneo School of Government Publications

The ocean-based “blue economy” is a significant part of the Philippine economy that has largely been taken for granted despite its enormous potential. It is of critical importance to a substantial segment of our population dependent on the seas and coastal resources for their livelihood and sustenance, appreciably enlarge the country’s wealth, and significantly contribute to its gross domestic product. This paper attempts to review the major issues concerning marine ecosystems in relation to the country’s pursuit of the blue economy. It discusses the economic and social activities in relation to the seas and coastal areas, and provides updated estimates …

Effective Traffic Noise Policy Of Urban Development Projects In South Korea, Jaechang Jo Jan 2017

Effective Traffic Noise Policy Of Urban Development Projects In South Korea, Jaechang Jo

MPA/MPP/MPFM Capstone Projects

In 1980, South Korean government built a large scale apartment complex in the Seoul metropolitan area because of consecutive urbanization and rapid industrialization. However, in late 1980, as the housing market surged rapidly, the government constructed several huge new towns. These new towns and urban development projects contributed to stabilizing the housing market, but residents in new towns began to suffer from traffic noise and this became social problems.

Traffic noise is caused by tire friction and also influenced by various factors such as vehicle volume and traffic speed. There are two primary measures to mitigate the traffic noise; reducing …

The Political Water Web Of The United States, Omar Hammad Jan 2017

The Political Water Web Of The United States, Omar Hammad

Dissertations and Theses

The United States’ water systems are interstate in their nature; these systems are governed by Congressional compact agreements. Water compacts have been influenced by common factors that have reverberated throughout the water-web of the country. These impacts varied in their scale, national level federal regulations, such as the Endangered Species Act of 1973, and recent concerns about climate change are macro-scale influences. Localized drivers such as regional economics and population change are localized impacts. While these concepts and issues influence water compacts as a whole, their impacts occur at different periods, albeit for the same reason. As such, we see …

The Socio-Political And Economic Causes Of Natural Disasters, Nicole Southard Jan 2017

The Socio-Political And Economic Causes Of Natural Disasters, Nicole Southard

CMC Senior Theses

To effectively prevent and mitigate the outbreak of natural disasters is a more pressing issue in the twenty-first century than ever before. The frequency and cost of natural disasters is rising globally, most especially in developing countries where the most severe effects of climate change are felt. However, while climate change is indeed a strong force impacting the severity of contemporary catastrophes, it is not directly responsible for the exorbitant cost of the damage and suffering incurred from natural disasters -- both financially and in terms of human life. Rather, the true root causes of natural disasters lie within the …

Refining The Precautionary Framework, Jonathan Birch Jan 2017

Refining The Precautionary Framework, Jonathan Birch

Animal Sentience

Most of the commentators so far agree that the precautionary principle can be usefully applied to the question of animal sentience. I consider various ways of refining my proposals in light of the suggestions. I amend BAR to implement C. Brown’s suggestion that the scope of animal welfare law should be extensible by phylogenetic inference from orders in which credible indicators of sentience are found. In response to C. Brown, Mallatt, and Woodruff, I amend ACT to allow that a single credible indicator may sometimes call for urgent further investigation rather than immediate protection. In response …

Epistemically Detrimental Dissent In Climate Science, Iheanyi Amadi Jan 2017

Epistemically Detrimental Dissent In Climate Science, Iheanyi Amadi

Graduate Student Theses, Dissertations, & Professional Papers

Dissent, criticism and controversy are integral to scientific practice, especially when we consider science as a communal enterprise. However, not every form of dissent is acceptable in science. The aim of this paper is to characterize what constitutes the kind of dissent that impedes the growth of knowledge, in other words epistemically detrimental dissent (EDD), and apply that analysis to climate science. I argue that the intrusion of non-epistemic considerations is inescapable in climate science and other policy-relevant sciences. As such there is the need to look beyond the presence of non-epistemic factors (such as non-epistemic risks and economic interests) …

Roots Of A Movement: Community Action And The Impact Of Urban Agriculture In Chicago, Maia Welbel Jan 2017

Roots Of A Movement: Community Action And The Impact Of Urban Agriculture In Chicago, Maia Welbel

Pomona Senior Theses

Efforts to maintain a relationship to food pathways have been consistent throughout U.S. history despite the general evolution towards an increasingly industrialized food system. Urban agriculture serves as a means of reclaiming and furthering knowledge of where food comes from while also addressing larger social, economic, and environmental goals. This has been demonstrated in Chicago where urban farmers have worked to improve food access, increase employment, and revitalize communities all across the city. For many years, federal policies have promoted maximum production of commodity crops and kept supermarket prices low, allowing the government to ignore the impacts these policies are …

In The Green Classroom—Tax Policy Of Environmental Tax Rules And Incentives: New Directions In Teaching And Research, Annette Nellen Jan 2017

In The Green Classroom—Tax Policy Of Environmental Tax Rules And Incentives: New Directions In Teaching And Research, Annette Nellen

Faculty Publications

There is no shortage of tax rules that address energy and natural resources in some manner. There are taxes on most types of fuel, tax credits for energy saving devices, and various tax incentives to encourage specified activities such as use of LED lighting or energy efficient heaters. In addition, numerous proposals are offered annually by lawmakers at the federal, state and local levels that also address conservation, energy and innovation in conservation and energy-efficiencies.How do we know if existing rules and proposals are appropriate for a tax system? Principles of good tax policy can be applied to them to …

Animal Sentience And The Precautionary Principle, Jonathan Birch Jan 2017

Animal Sentience And The Precautionary Principle, Jonathan Birch

Animal Sentience

In debates about animal sentience, the precautionary principle is often invoked. The idea is that when the evidence of sentience is inconclusive, we should “give the animal the benefit of the doubt” or “err on the side of caution” in formulating animal protection legislation. Yet there remains confusion as to whether it is appropriate to apply the precautionary principle in this context, and, if so, what “applying the precautionary principle” means in practice regarding the burden of proof for animal sentience. Here I construct a version of the precautionary principle tailored to the question of animal sentience together with a …

A Holistic Risk-Oriented Framework For Port Infrastructure Adaption To Climate Change, Kana Nkasanga Patrick Mutumbo Jan 2017

A Holistic Risk-Oriented Framework For Port Infrastructure Adaption To Climate Change, Kana Nkasanga Patrick Mutumbo

World Maritime University Ph.D. Dissertations

This research is the first attempt in developing a broad-based qualitative tool for assessing climate risk in ports and building resilience. In order to demonstrate the applicability of the conceptual tool, the new Durban Dig-Out Port (DDOP) under development in the City of Durban (South Africa) is used for case study. Central to this research is the building of widespread industry recognition of the need to factor climate change into decision making at early stages of port development.

The recent significant shift toward supply chain management and customer orientation practices calls for the need to assess the effectiveness of port …
