Many adolescent girls—the poorest girls in the poorest communities—already live in an “emergency.” Humanitarian crises only amplify the call on their coping and caring capacities, while exacerbating their vulnerabilities. The frequency and intensity of emergencies, including natural disasters, conflicts, and infectious disease outbreaks such as Ebola, appear to be growing.¹ These emergencies threaten entire communities and whole countries, often with global implications. Despite strong agreement among scientists, public opinion surveys reveal wide partisan disagreement on climate issues in the united States. we suggest that this divide may be exaggerated by questionnaire design variables. Following a brief literature review, we report on a national survey experiment involving U.S. Democrats and Republicans (n = 2,041) (fielded August 25–September 5, 2012) that examined the effects of question wording and order on the belief that climate change exists, perceptions of scientific consensus, and support for limiting greenhouse gas emissions. wording a questionnaire in terms of “global warming” (versus “climate change”) reduced Republicans’ (but not Democrats’) existence …

Lack of progress in global climate negotiations has led scholars to reconsider polycentric approaches to climate policy. Several examples of subglobal mechanisms to reduce greenhouse-gas emissions have been touted, but it remains unclear why they might achieve better climate outcomes than global negotiations alone. As the world’s largest emitters and economies, the United States and China play a critical role in global climate mitigation. Using Putnam’s two-level game showcases how the domestic political context of each country impacts their international policies. However, Putnam’s framework does not differentiate between bilateral and multilateral circumstances. The clarity and concentration of perceived costs and benefits for the United States and China from climate policies lead to differing outcomes on the multilateral and bilateral stage.
