Hog Daddy And The Walls Of Steel: Catch Shares And Ecosystem Change In The New England Groundfishery, Jennifer F. Brewer
Geography
The U.S. National Oceanic and Atmospheric Administration implemented marketbased fishery management in the New England groundfishery as catch shares, controlling aggregate harvests through tradable annual catch quotas allocated to fishing groups called sectors. Policy supporters assert that resulting markets raise conservation incentives. In compliance with the Magnuson–Stevens Fishery Conservation and Management Act, species assessments permit catch shares to replace more spatially and temporally specific constraints on fishing gear, time, areas, and daily harvest limits. Qualitative evidence from field interviews and participant observation questions the efficacy of catch shares. Fishing industry members observe that increased presence of large trawl vessels in …

This book compiles the findings of the HERRING project which was conducted from 2012 until 2015 and part-financed by the EU South Baltic Programme.
The main objective of the HERRING project is to improve the consideration of including herring spawning grounds in coastal management. Herring as a resource recourse would be part of the economic development of coastal areas, and HERRING strongly emphasizes the importance of foster an integrated coastal management in the South Baltic Sea. The future of environmental sustainability will be driven by the capacity of local, state and federal levels of government to develop fiscal sustainability. For example, in the case of the Alameda Corridor in Los Angeles County environmental sustainability advanced only because of the fiscal sustainability of the project. The environmental improvements of reducing particulate car and truck pollutants, as well as remediation of underground water pollution, were financed by the innovative public–private partnership that generated revenues to pay for long-neglected environmental degradations (Callahan 2007). On 8 November 2013, Typhoon Yolanda — the strongest storm ever to make landfall in recorded history — hit the Philippines. As part of its repercussions, a storm surge of anywhere from 3 to 5 meters (10-17 feet) in height hit the islands of Leyte and Samar. Typhoon Yolanda devastated many micro, small and medium sized enterprises (SMEs), not merely in terms of their infrastructure, but also by harming workers, disrupting supply chains, and crippling public services. Economists and policy analysts recognize a well-designed cap-and-trade scheme as the premier approach to effectively reduce carbon emissions. However, politics is bound to play a major role in the policymaking process—more so with carbon dioxide emissions than other pollutants like sulfur dioxide. From 1990-2010 ecoterrorist attacks by the Animal Liberation Front (ALF) and Earth Liberation Front (ELF) created an anomaly in the U.S. with millions of dollars in property destruction. Interestingly, in a post 9/11 era, the FBI warns that the number one threat to U.S. national security is not religious terrorism, but rather environmental-group terrorism. When examining this topic further, there is a void in analysis between examining ecoterrorist attacks and U.S. public policy. Pursuing An Answer: Bureaucratic And Legal Accountability In Local Law Enforcement Pursuit Policies, Casey Lafrance

Using qualitative and quantitative data obtained from 30 interviews with local law enforcement managers (12 county sheriffs and 18 municipal police chiefs), this study explores the decision-making processes used by these managers in the context of a pursuit-related accident involving an innocent third party. My findings suggest that: (1) managers most often conduct internal investigations to ensure that their officers’ behavior demonstrated adherence to the agency’s standard operating procedures; (2) managers use multiple mechanisms, including consultations with legal actors and professional peers, to keep their pursuit policies updated with regard to case law; (3) policy restrictiveness shares a positive, but …

During the last century, much of the prairie within the Northern Great Plains has been plowed for cropland, planted with non-natives to maximize livestock production, or otherwise developed, making it one of the most threatened ecosystems in the United States. Within Nebraska, greater than 77% of the area of native mixed-grass prairie has been lost since European settlement (Samson and Knopf 1994). This thesis will address the impact of political and economic forces on the equitable access to fresh water in Ecuador. Demographic factors such as the rural-to-urban migration and the political and economic forces have strongly influenced the debate over the privatization of the provision of potable water and sanitation services. Within the context of Ecuador, two different approaches by the largest cities, Quito and Guayaquil, are analyzed; in Guayaquil, the services were privatized, while in Quito, the public utility was corporatized, remaining under public control. A major shift is transforming the trade and environment field, triggered by governments’ rising use of industrial policies to spark nascent renewable energy industries and to restrict exports of certain minerals in the face of political economy constraints. While economically distorting, these policies do produce significant economic and environmental benefits. At the same time, they often violate World Trade Organization (WTO) rules, leading to increasingly harsh conflicts between trading partners.

In the face of dire threats posed by anthropogenic climate change, a growing international Movement for Fossil Fuel Divestment has emerged to challenge the political and economic power of the fossil fuel industry. Building off a history of college and university divestment campaigns, students are spearheading the movement to rid their institutions’ endowments of investments in the top 200 companies with the largest reserves of coal, oil, and natural gas. The terms environment and regulation are commonplace in political and policy debates about the natural environment, the role of science, and the behavior of government. Indeed, these terms reference a very contentious area of public policy and are emblematic of the growing tensions between science and politics. Environmental justice research has focused too little attention on immigrant communities. This study extends from the premise that themes of immigration and mobility among racial/ethnic minority communities must be more carefully analyzed by environmental justice (EJ) scholars. By clarifying why Hispanic people live where they live, and what factors shape their exposures to cancer risks from hazardous air pollutants, this study aims to contribute to the existing EJ body of knowledge. In response to a dual problem of critical water scarcity and rapid population growth, leaders of metropolitan Las Vegas implemented a region-wide, internationally marketed sustainability campaign. Preliminary studies found that, while sustainability policy attains its rhetorical goals, solutions initiated not only perpetuate but also purposefully expand the original dual problem to justify continuous water resource acquisitions. To examine this sustainability conundrum constructed by leadership—problem-perpetuation rather than problem-resolution—a critical examination in resource management asked two basic questions: what is being sustained and by what means? The California Global Warming Solutions Act, also known as Assembly Bill 32 (AB 32), was passed in 2006 to reduce California emissions to 1990 levels by 2020. Senate Bill 375 (SB 375) was passed in 2008 to support AB 32's emission goals. SB 375 aims to reduce emissions from transportation and land use by assigning regional per capita emission targets for 2020 and 2035. Through a series of four case studies of San Diego, San Francisco, Fresno, and Berkeley, this thesis investigates the impacts of SB 375.
