Cracking Susceptibility Of Concrete Made With Recycled Concrete Aggregate, O. Burkan Isgor, Jason Ideker, Tengfei Fu, Matthew P. Adams Dec 2013

Cracking Susceptibility Of Concrete Made With Recycled Concrete Aggregate, O. Burkan Isgor, Jason Ideker, Tengfei Fu, Matthew P. Adams

TREC Final Reports

As high-quality, local, natural aggregate resources continue to become less available, and the cost of landfilling waste material rises, the need for alternative aggregates and recycling of waste material will increase. Using RCA in fresh concrete is one way to address both of these issues. However, there has long been a concern that RCA may negatively affect the properties of new concrete in which it is included. The results of the present investigation, however, indicate that the use of RCA in new concrete may not produce higher levels of free drying shrinkage as previously believed. Actually, these results show that …

Free, Prior and Informed Consent: Pathways for a New Millennium (November 1)

Presented by the University of Colorado's American Indian Law Program and the Getches-Wilkinson Center for Natural Resources, Energy & the Environment.

The United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), along with treaties, instruments, and decisions of international law, recognizes that indigenous peoples have the right to give "free, prior, and informed consent" to legislation and development affecting their lands, natural resources, and other interests, and to receive remedies for losses of property taken without such consent. With approximately 150 nations, including the United States, endorsing the UNDRIP, this requirement gives rise to emerging standards, obligations, and opportunities …

Análisis Comparativo De Los Gobiernos Locales: La Política Del Medio Ambiente En Las Comunas De La Pintana Y Peñalolén, Nicolás Thorpe

Independent Study Project (ISP) Collection

With the approval of many international environmental agreements and the passage of national environmental laws, Chile has gradually created institutions at the national level that focus on environmental policy. However, given local government’s proximity to the people and their demands, local authorities also play an important role in environmental protection and sustainable development. This investigation answers the following question: What are the factors that influence a commune to have an environmental policy? After describing Chile’s national environmental policy and intergovernmental relations, this investigation will compare two communes in the metropolitan area of Santiago: La Pintana and Peñalolén, which both have …

Vulnerability, Environmental Security, And Adaptation Awareness In Samoa, Katie Williams

Independent Study Project (ISP) Collection

Climate change remains a prevalent problem for today’s international community, particularly for Pacific Island countries. This study examines the current influence of climate change on Samoa by looking at the three tenets of vulnerability: exposure, sensitivity, and adaptive capacity. These aspects of climatic change correlate and build off one another, ultimately elucidating the basic vulnerability of any given region. It also analyzes how environmentally secure Samoa is and will be, using Thomas Homer- Dixon’s theory on climate change and conflict. Finally, this paper seeks to outline the current system of adaptation awareness that exists between government, community and foreign aid …

TREC Final Reports

Public investment in transit and streetscape improvements can encourage private development, and subsequently increase transit ridership and reduce pollution. Portland, OR’s Metro regional government has developed investment scenarios designed to reduce light vehicle carbon emissions. Adopting a regional scenario requires public review and consultation with local governments who will implement the comprehensive plans and land-use regulations. Decision makers and residents need to understand potential benefits: ways in which targeted investment could generate more livable urban spaces while reducing greenhouse gases. Illustrations can show how the investments could shape the pedestrian experience through trees, street furniture, buildings, open spaces, etc.

Plant Community Composition And Structure Monitoring In Scotts Bluff National Monument, 2013 Annual Report, Isabel Ashton, Michael Prowatzke

United States National Park Service: Publications

Introduction

During the last century, much of the prairie within the Northern Great Plains has been plowed for cropland, planted with non-natives to maximize livestock production, or otherwise developed, making it one of the most threatened ecosystems in the United States. Within Nebraska, greater than 77% of the area of native mixed grass prairie has been lost since European settlement (Samson and Knopf 1994). The National Park Service (NPS) plays an important role in preserving and restoring some of the last pieces of intact prairies within its boundaries. The stewardship goal of the NPS is to “preserve ecological integrity and …

What It's Like To Be A Radical Conservative, Stephanie K. Adamczak Sep 2013

What It's Like To Be A Radical Conservative, Stephanie K. Adamczak

SURGE

“What is your major?”

“Environmental Science.”

The snarky retort, “Don’t go joining GreenPeace now, you’re becoming a radical.”

I know there are many uses of the word “radical,” but in this context, I know that it is not meant as a compliment. Because I study environmental science and global climate change, this person associates me with radicals – those utilizing extreme methods to bring about extreme changes. [excerpt]

Valuation Of The Ecosystem Services Provided By Coastal Ecosystems In Shandong, China: Developing A Non-Market Valuation System, Stephen Hynes, Rui Zhao, Jing Guo

Working Papers

Based on unique geographical, economic and ecological characteristics, the coastal regions have been serving as the most important supports for human benefits. From food provision, ecosystem regulation, wildlife habitat to various recreational and aesthetic activities, humans have been obtaining direct and indirect well-being from the coastal ecosystems. If properly managed and sustainably protected, these benefits should be translated to human welfare for current and future generations (Brenner, et al., 2010) . The lack of complete understanding of total values obtained from coastal ecosystems, especially the underestimating of ecosystem benefits has led to management failures. As a result, most coastal resources …

Arizona v. California at 50: The Legacy and Future of Governance, Reserved Rights, and Water Transfers (Martz Summer Conference, August 15-16)

The Colorado River is an economic, environmental and cultural lifeline of the southwestern United States, and the allocation of its scarce waters are a source of ongoing controversy. This year marks the 50th anniversary of the Supreme Court decision in Arizona v. California. While the case was an important landmark in the still-evolving relationship between these two Lower Basin states, it remains most relevant today by the way in which it clarified federal rights and responsibilities. This is especially true in the areas of federal (including tribal) reserved rights, the role of the Interior Secretary in Lower Basin water …

The Privatization Of Hazard Mitigation: A Case Study Of The Creation And Implementation Of A Federal Program, Alessandra Jerolleman Aug 2013

The Privatization Of Hazard Mitigation: A Case Study Of The Creation And Implementation Of A Federal Program, Alessandra Jerolleman

University of New Orleans Theses and Dissertations

This dissertation explores the role of the private and public sectors in hazard mitigation, an important part of the Federal Emergency Management Agency’s (FEMA’s) performance requirements from the Stafford Act. Hazard mitigation is the effort to reduce societal impacts from natural disasters by reducing their risk to people, property and infrastructure; before hazards occur. The goal of the work is to contribute to the literature examining the national trend towards privatization and reliance on the free market economy for the provision of government social services, through such public management movements as the “New Public Management” (NPM) of the 1980s and …

Capturing Fire: Rxcadre Takes Fire Measurements To Whole New Level, Gail Wells

Joint Fire Science Program Digests

Models of fire behavior and effects do not always make accurate predictions, and there is not enough systematically gathered data to validate them. To help advance fire behavior and fire effects model development, the Joint Fire Science Program is helping fund the RxCADRE, which is made up of scientists from the U.S. Forest Service and several universities who orchestrate and collect data on prescribed burns in the southeastern United States. The RxCADRE-prescribed burns are yielding a comprehensive dataset of fire behavior, fire effects, and smoke chemistry and dynamics, with measurements taken systematically at multiple, cascading scales. RxCADRE data will help …

Agenda: Changing Regulatory Frameworks For Shale Development And "Social License To Operate", University Of Colorado Boulder. Getches-Wilkinson Center For Natural Resources, Energy, And The Environment

Changing Regulatory Frameworks for Shale Development and "Social License to Operate" (July 24)

Rapid development of unconventional shale resources in recent years has raised a series of regulatory issues both here and abroad. Because of the "distributed" nature of shale development and the significant increase in wells in key basins, local land-use conflicts have also erupted in certain areas of the country, leading to restrictions and moratoria on drilling by state, county, and municipal governments and raising questions about the industry's continued social license to operate in key jurisdictions. This moderated panel discussion will assess the current regulatory framework governing shale gas development and the changing dynamics among federal, state, and local regulation …
