Wicked Tools: The Value Of Scientific Models For Solving Maine’S Wicked Problems, Tim Waring

“Wicked problems” are urgent, high-stake socioeconomic-environmental challenges that often involve ideological conflict and have no “best solutions.” Using examples from Maine’s Sustainability Solutions Initiative projects, Tim Waring describes how scientific models can be used to address these kinds of problems. When well-constructed and tested models are used to address policy-relevant issues, include input from stakeholders, and integrate social, economic and environmental dynamics, they can become “wicked tools” to address some of society’s biggest challenges.

Climate change remains a prevalent problem for today’s international community, particularly for Pacific Island countries. This study examines the current influence of climate change on Samoa by looking at the three tenets of vulnerability: exposure, sensitivity, and adaptive capacity. These aspects of climatic change correlate and build off one another, ultimately elucidating the basic vulnerability of any given region. It also analyzes how environmentally secure Samoa is and will be, using Thomas Homer- Dixon’s theory on climate change and conflict. Many environmental challenges facing society today, such as climate change and integrated water management, have been described as “wicked problems” due to their biological, physical, and social complexity. Wicked problems extend across media such as air, land, and water; across political jurisdictions and landscape boundaries; and across traditional policy arenas. Traditional policy approaches that are media-specific, rely on single agencies for implementation, and that do not effectively engage stakeholders and partners outside of government are generally ineffective in addressing these issues. On June 5, 2009 a 42-­‐km2 area of coral reef situated in the Alif Dhaalu (South Ari) atoll of the Republic of Maldives was designated the South Ari Atoll Marine Protected Area (S.A. MPA) due to a globally significant whale shark aggregation site. The whale shark is notorious for its gargantuan size and docile nature, which has led to a burgeoning tourist industry that gives people the opportunity to swim with the gentle giants in tropical sites such as the Maldives. From 3 April 2013 to 28 April 2013, I interned with the Brisbane branch of Be The Change, an organization that promotes ecological, social and spiritual sustainability through their empowering symposiums, in Australia. I focused on creating a tool to help symposium participants take community action after the event. My goal was to create a resource for Be The Change to use across Australia to further its impact, attend a symposium and implement sustainable actions in my everyday life.

The proposed Coral Sea Marine Reserve covers approximately 989,842 square kilometers and is in an area that is internationally recognized for rich biodiversity, unique species and important heritage values. The reserve was established to protect and maintain biodiversity and to contribute to international (UNCED) and national obligations (EPBC, NRSMPA). This spatial protection is an ecosystem-based management approach calling for ecologically sustainable use of marine resources, as well as protection of many vulnerable and endangered species. The zoning of the Coral Sea Marine Reserve will drastically limit human use, most notably prohibiting fishing in the majority of the area. Extensive research …

Climate change, understood as a statistically significant variation in the mean state of the climate or its variability, is the greatest environmental challenge of this generation (Intergovernmental Panel on Climate Change, 2001). Marshfield is already being affected by changes in the climate that will have a profound effect on the town’s economy, public health, coastal resources, natural features, water systems, and public and private infrastructure. This report describes the municipal waste management systems used by local governments to manage solid waste in Suffolk County, Long Island, New York. There are ten Towns that serve as the primary planners for waste systems in Suffolk County. Many of the 33 villages in Suffolk County have established their own waste management programs and policies. All programs tend to follow the same general plan of the approaches used by their respective Towns, however. All programs provide some degree of recycling services, although the scope of the services varies tremendously.

In the context of sustainable transportation systems, previous studies have either focused only on the transportation system or have not used a methodology that enables the treatment of incomplete, vague, and qualitative information associated with the available data. This study proposes a system of systems (SOS) and a fuzzy logic modeling approach. The SOS includes the Transportation, Activity, and Environment systems. The fuzzy logic modeling approach enables the treatment of the vagueness associated with some of the relevant data. Performance Indices (PIs) are computed for each system using a number of performance measures. The PIs illustrate the aggregated performance of …
