Allocating Contractor Risks In The Hanford Waste Cleanup, Jeffrey M. Keisler, William A. Buehring, Peter D. Mclaughlin, Mark A. Robershotte, Ronald G. Whitfield

Organizations may view outsourcing as a way to manage risk. We developed a decision-analytic approach to determine which risks the buyer can share or shift to vendors and which ones it should bear. We found that allocating risks incorrectly could increase costs dramatically. Between 1995 and 1998, we used this approach to develop the request for proposals (RFP) for the US Department of Energy’s (DOE’s) privatization initiative for the Hanford tank waste remediation system (TWRS). In the model, we used an assessment protocol to predict how vendors would react to proposed risk allocations in terms of their actions and their …

Converting Low-Level Mixed Waste Into Transuranic Waste For Geologic Disposal At Wipp: A Cost Analysis, Helen R. Neill, Robert H. Neill

The Department of Energy (DOE) has approximately 43,000 cubic meters of mixed-low-level waste (MLLW) with alpha emitting concentrations of 10 to 100 nanocuries per gram (nCi/g) generated from the nations defense programs requiring radioactive waste disposal [1]. DOE has decided to commingle MLLW containers with transuranic (TRU) waste containers in larger containers such that the average concentration in the larger container would qualify as TRU waste for deep geologic disposal at the Waste Isolation Pilot Plant (WIPP). Since Congress has exempted the WIPP mixed TRU waste from the Resource Conservation and Recovery Act (RCRA) [2] requirement to treat the waste …

This summary paper provides an overview of the key proposals set out in the full policy discussion paper, Fisheries Management Paper No 175. It does not discuss the theoretical background for the framework presented and therefore readers interested in such discussion are directed to Fisheries Management Paper No 175.

Both papers have been prepared to encourage public involvement in the development of policy for stock enhancement within Western Australian waters. Stock enhancement can involve an existing fishery or creation of a new fishery through the translocation of fish. It affects both public and private waters.

Aboriginal Policy Research Consortium International (APRCi)

The relationships between traditional Aboriginal land owners and other Park users in Kakadu National Park in the Northern Territory are characterised by competing agendas and competing ideas about appropriate ways of relating to the environment. Similarly, the management of recreational fishing in the Park is permeated by the tensions and opposition of contested ideas and perspectives from non-Aboriginal fishers and Aboriginal traditional owners. The local know- ledge and rights of ‘Territorians’ [non-Aboriginal Northern Territory residents] are continually pitted against the local knowledge and rights of Aboriginal tra- ditional owners. Incidents are described of Bison (Bison bison) in Yellowstone National Park mauling and possibly killing a young Elk (Cervus elaphus) calf, chasing wolves (Canis lupus) off Elk they had just killed or were killing, and keeping the wolves away for extended periods. During one of the latter cases, the Bison knocked a wolf-wounded Elk down. Bison were also seen approaching wolves that were resting and sleeping, rousting them, following them to new resting places and repeating this behavior. These behaviors might represent some type of generalized hyper-defensiveness that functions as an anti-predator strategy.
