Water, Climate and Uncertainty: Implications for Western Water Law, Policy, and Management (Summer Conference, June 11-13)
The swollen creeks of Boulder, Colorado provided a fitting backdrop for the “Water, Climate and Uncertainty” conference at the Natural Resources Law Center of the University of Colorado in June 2003. Recognizing the importance of providing a forum for discussions between water managers, lawyers, policy makers, and scientists, Doug Kenney, the conference's organizer, assumed the responsibility of master of ceremonies, providing thoughtful transitions between speakers and sessions while throwing some humor into the mix. Under his direction, luminaries in the fields of science, law and policy engaged a wide range of issues related to the future of water management.

Ownership And Stewardship: Attitudes Among Michigan’S Voters Impacting Opposition To Great Lakes Water Diversions, Bruce A. Nanzer
Ownership And Stewardship: Attitudes Among Michigan’S Voters Impacting Opposition To Great Lakes Water Diversions, Bruce A. Nanzer
Dissertations
The problem addressed by this research can be demonstrated through the following scenario: If we were to ask randomly chosen voters in the state of Michigan if they possessed sufficient knowledge of Great Lakes water diversion policy, the answer would likely be no. Yet, if after a short description of the purpose for this type of policy, the voter was questioned about supporting such actions he or she would likely voice strong support for strategies that would prevent water diversions.
The objective of this research was to understand why Michigan's voters would readily voice opposition to Great Lakes water diversions …

This report examines options for greenhouse emissions abatement by changing land management practices and establishing terrestrial organic carbon sinks in Western Australia. It recommends the following priorities to the Greenhouse Task Force.? Expand the already successful Kyoto Protocol Article 3.3 plantations, as carbon sinks.? Determine the potential of Kyoto Protocol Article 3.4 sink activities (cropland management, grazing land management and revegetation) to contribute to carbon sequestration in Western Australia.

Consumptive Water Use At The Mirage Hotel And The Mandalay Bay Resort & Casino In Las Vegas, Nevada, Johann A. Feller
UNLV Theses, Dissertations, Professional Papers, and Capstones
The Las Vegas Valley is one of the driest regions in the southwest United States. Due to limited water supplies from the Colorado River, rainfall, and groundwater sources, the water requirements of the valley’s growing population is slated to surpass the current available water supply. The purpose of this comparative study is to quantify the amount of consumptive water used at a major Las Vegas resort/casino in one year. This, being of importance, because of the resort/casino industry’s role as one of the largest, most visible, and most resource intensive industries in the Las Vegas valley. The goal of this …

Environmental Studies Senior Seminar Projects
The class of 2003 was the first to graduate with Environmental Studies degrees from the University of Richmond. At that time, the Senior Seminar was a two-semester class, ENVR 391 and 392. It was taught by a pair of professors; Stephen P. Nash, Journalism, and Peter D. Smallwood, Biology. Students chose the problem of invasive species for their focus. With tremendous help from the staff of the Virginia chapter of The Nature Conservancy, and from Delegate James Dillard, the students proposed legislation to help Virginia deal with this environmental problem. Students wrote opinion pieces for local papers throughout Virginia in …
Understanding Policy Change In Developing Countries: The Spheres Of Influence Framework, Paul F. Steinberg
Understanding Policy Change In Developing Countries: The Spheres Of Influence Framework, Paul F. Steinberg
All HMC Faculty Publications and Research
National policy reform is a prerequisite for improved stewardship of the global environment and figures prominently among the goals of international environmental diplomacy and transnational advocacy campaigns. Yet research on global environmental politics has proceeded absent models of policy change in developing countries, where most of the planet's people, land, and biological diversity are found. In this article I present a theoretical framework to explain the domestic responses of developing countries to global environmental concerns. Drawing on research in Costa Rica and Bolivia, I situate the impact of global environmentalism in the context of complex, decades-long domestic struggles to create …

This essay reviews Daniel Cole's "Pollution & Property," a recent book on property rights regimes for pollution control. It questions the utility of property rights typologies as a means of understanding pollution control regimes. The review provides a detailed analysis of the shift of rights that occurs in going from a traditional regulatory program to an emissions trading program. It finds that the shift does not create a fundamentally different property regime and explains precisely what changes. This analysis also explains the meaning of calls to perfect property rights in this context. The review concludes that Professor Cole's book does …

THE FIRST REAL BEGINNING to our understanding of wolf social ecology came from wolf 2204 on 23 May 1972. State depredation control trapper Lawrence Waino, of Duluth, Minnesota, had caught this female wolf 112 km ( 67 mi) south of where L. D. Mech had radio-collared her in the Superior National Forest 2 years earlier. A young lone wolf, nomadic over 100 km2 (40 mi2) during the 9 months Mech had been able to keep track of her, she had then disappeared until Waino caught her. From her nipples it was apparent that she had just been …

"WOLFERS" IN NORTHEASTERN North Carolina were busy on February 5, 1768. Records from the Tyrrell County courthouse read:
Giles Long and Thomas Wilkinson awarded one pound for a certified wolf scalp; Jeremiah Norman awarded two pounds for certified wolf and wild-cat scalps; Davenport Smithwick awarded one pound for a certified wolf-scalp.
Such was the nature of the war on the wolf: people killed them for money. The belief of the time held that the war was necessary because it was humankind's manifest destiny to tame the wilderness. And for the wilderness to be tame, the wolf had to be exterminated. …

AS 1 (L. o. MECH) watched from a small ski plane while fifteen wolves surrounded a moose on snowy Isle Royale, I had no idea this encounter would typify observations I would make during 40 more years of studying wolf-prey interactions.
My usual routine while observing wolves hunting was to have my pilot keep circling broadly over the scene so I could watch the wolves' attacks without disturbing any of the animals. Only this time there was no attack. The moose held the wolves at bay for about 5 minutes (fig. p), and then the pack left.
From this observation …

WOLVES SHARE THEIR ENVIRONMENT with many animals besides those that they prey on, and the nature of the interactions between wolves and these other creatures varies considerably. Some of these sympatric animals are fellow canids such as foxes, coyotes, and jackals. Others are large carnivores such as bears and cougars. In addition, ravens, eagles, wolverines, and a host of other birds and mammals interact with wolves, if only by feeding on the remains of their kills.
