The Boston Harbor Cleanup, Paul F. Levy, Michael S. Connor

Boston Harbor earned a widespread reputation as "the dirtiest harbor in the nation" during the 1988 presidential campaign. Well before that campaign began, though, efforts were under way to reduce the amount of pollution entering the harbor. The Massachusetts Water Resources Authority was created in 1985 to undertake a massive public works program — including construction of a 1.3 billion-gallon-per-day sewage treatment plant and a sludge fertilizer processing plant — to end the decades-old practice of dumping sewage wastes into the ocean. The program will also cause water and sewer charges to rise dramatically during a fifteen-year period.

Analyzing Performance Skewness In Public Agencies: The Case Of Urban Mass Transit, Herman L. Boschken
Herman L. Boschken
Previous studies of public organizational performance have focused mostly on operating efficiency, without dealing with the complex accountability problems associated with plural public interests. The fact that an agency exhibits multiple and often paradoxical performances has not been of comparable concern. This failure to account for performance in a multiple-constituencies context has led to a narrow view of how well agencies do. To broaden the research on agency performance, a multiple-constituencies model is introduced and tested for statistically significant variances. The laws and regulations that govern the use of environmental resources have complicated effects on our society and our economy. Efforts to regulate environmental impacts are frequently controversial precisely because they have such complicated effects. No single perspective can adequately encompass all of the issues that arise in environmental regulation and environmental protection. Even the terms themselves suggest the fundamentally opposed philosophies that approach the assessment of environmental laws: While proponents of greater environmental activism emphasize the need to "protect" the environment, critics of more stringent controls emphasize that these laws "regulate" and limit the actions of individuals. Integrated pollution control, or IPC, can be defined for now as an approach to environmental regulation that "seeks particularly to link air, water, and waste programs. Its concern is institutional changes that reduce total risk to the environment from pollutants." 8 This sounds remarkably appealing, which perhaps explains IPC's recurring popularity. As we shall see, it enjoyed a brief celebrity about twenty years ago, and it is once again in vogue-especially within the U.S. Environmental Protection Agency (EPA).

General Equilibrium Of A Regional Economy With A Financial Sector - Part Ii: A Simple Behavioral Model, Merritt R. Hughes

Simple behavioral assumptions are incorporated into an accounting framework that provides linked budget and balance sheets for sectors of a regional economy. A short-run Keynesian-type model is developed where quantities rather than prices adjust, and where regional prices and interest rates are equal to national levels. The analysis highlight the importance of the financial services sector as an active factor in regional growth. Consumer deposits and debt preferences, and limitations imposed on credit extension by the financial services sector can have important effects on the regional economy as evidenced by changes in the export multiplier.
