Due to the alarming rate of global wetland depletion, the Ramsar Convention, an international wetland conservation and management treaty, was signed in 1971. As of today, 172 countries are signatories. The intricate connection of local communities, their indigenous knowledge and hence their participation in the wetland governance has been recently recognized by Ramsar to protect the community's right over wetlands and to establish the joint stewardship of government and communities on these vital resources. The Planning Reports produced by these workshops offer valuable insight into the climate adaptation and climate justice priorities of Massachusetts municipalities. Climate justice literature holds that the impacts of climate change will be disproportionately felt by marginalized communities, and those addressing climate change should address the risks faced by those communities, referred to as Environmental Justice (EJ) Communities in Massachusetts. Waste is obsolete. Standard building industry practices are harmful to the environment. Non-traditional construction methods were examined as alternatives. Circular design logic was the guiding principle in material choice. Additive manufacturing is a proven modern method for building construction. Research on 3D printing case studies revealed that recycled plastic is a proven material and readily available. This thesis research looks at whether federal grant award dollars influence state spending on wildlife conservation. Partisan control of the state legislatures also is examined to see if Democratic-controlled, Republican-controlled, and Split-Party Status affects spending on wildlife conservation. Five states were chosen to represent major regions in the United States and to serve as case studies of wildlife conservation spending patterns. The Wildlife Habitat Incentive Program is used as a case study to investigate whether funds received by states affected state government spending on wildlife conservation. In sum, when considering the findings of all three chapters of this thesis cumulatively, several implications are worth noting in regards to the relationship between environmental policy and economic competitiveness. First, the notion that adopting stringent environmental standards will impede on a state's ability to remain economically competitive was shown to be the exception, rather than the rule in all of the cases surveyed in this thesis.
