Saving Saba Bank: Policy Implications Of Biodiversity Studies, Paul C. Hoetjes, Kent E. Carpenter

Saba Bank has always been an area of special importance to the neighboring island of Saba in the Netherlands Antilles. Sabans traditionally fished on the Bank as far back as 1907, but increasing foreign fishing pressures on the Bank in the 1970s and 1980s forced many Saban fishermen out. Concerns were compounded by the suspicion that shipping was also damaging the benthic habitat of the bank. Fishery legislation, enacted in 1996, brought an end to unlicensed fishing and established Coast Guard enforcement on the Bank, but also led to protests from neighboring countries that previously fished on the Bank.Research was …

Water Treatment: Keeping It Pure, Petros Katsioloudis

The article discusses the importance of water treatment in providing quality and safe drinking water. A historical background of the U.S. federal regulation of drinking water quality is presented. It was found by the Public Health Service in 1969 that only 60 percent of the systems surveyed delivered water that met all the Public Health Service standards. Filtration and chlorination are also cited as an effective treatment techniques for protecting U.S. water supplies from harmful microbes. An overview of the process of water treatment is presented.

The Soil and Water Assessment Tool (SWAT) is a process-based, watershed-scale model with a hydrologic response unit (HRU) as the basic computation element, which makes it difficult to accurately represent riparian buffers using their physical parameters (e.g., vegetation structure). On the other hand, the field-scale Riparian Ecosystem Management Model (REMM) provides the opportunity to consider details of hydrologic processes within a riparian buffer zone. However, the runoff and its associated constituents from the upland area that is hydraulically connected to the riparian buffer zone must be provided as inputs into REMM. (First paragraph) This technical guidance document is based on the concept that bioassessment and biocriteria programs for estuaries and near coastal waters are interrelated and critical components of comprehensive water resource protection and management. Understanding how estuarine ecosystems function and respond to human activity requires a holistic approach to protection and management that integrates biological assessments into the more traditional chemical and physical evaluations. Section 101 of the Clean Water Act requires federal and state agencies to “restore and maintain the chemical, physical, and biological integrity of the nation’s waters.”

The purpose of this study was to determine the personal and professional characteristics of successful individuals who have had a positive influence on the development of public policy concerning the environment. Additionally, which characteristics are most likely to enhance success and determine which of these characteristics might contribute to efforts toward developing public environmental policy in the future were investigated. The purpose was accomplished through the design and implementation of a multiple case study utilizing a qualitative research methodology. This study addresses the following two questions: (1) How does the Virginia General Assembly process bills which are proposed by local governments in Virginia? and (2) Are there identifiable factors in this legislative process which could be impacted by local governments to influence legislative outcomes? These questions are addressed by focusing on ten case studies of environmental issues contained in legislative proposals of six cities in Hampton Roads Virginia for the 1987, 1988, and 1989 sessions of the General Assembly. The case data were compiled from records of the General Assembly, media accounts, and interviews with 19 legislators and other …
