In October 1992 a special Sub-Committee of the Rock Lobster Industry Advisory Committee was set up to consider and evaluate future management strategies for the rock lobster fishery. Pursuant to this the Director of Fisheries commissioned a marketing study that is the basis of this report. This study was commenced in early October 1993 and completed in May 1994. This study looked at the market implications of fishery's management strategies. Since 1965, the Western Rock Lobster Fishery has been managed by what is essentially a license limitation scheme invoiving restricted entry for boats, and strict controls on the aggregate number of pots which can be used by the commercial fishing sector. By most measures, management of this fishery has been highly successful. Biological over-exploitation of the fish stock has been prevented, at least until recently. The Minister for Fisheries announced the 1992/93 fishing season management arrangements for West Coast Rock Lobster Fishery on 11 August 1992. These arrangements arose as a result of the Minister's consideration of the Rock Lobster Industry Advisory Committee's recommendations outlined in Fisheries Management Paper no.46.

Following this announcement, on 28 August 1992, the Western Australian Fishing Industry Council Sub-Committee on rock lobster submitted a range of alternative management proposals.

The Rock Lobster Industry Advisory Committee (RLIAC) met in Perth on the 9 September 1992 at the request of the Minister for Fisheries to further examine and report on management arrangements.

The total catch of about 12.1 million kilograms for the 1987/88 season, based on processor returns, was an increase of 44% on the 1986/87 season. This very high catch, the third highest on record, resulted from an above average perulus settlement in 1983/84 and a "flow-on" of fast growing animals stemming from the expected high recruitment in 1988/990 caught as "reds" in 1987/88.

The King George Sound Purse Seine Fishery Working Group was formed to investigate the purse seine (mainly mulie) fishery in King George Sound and advise the Minister for Fisheries on options for future management. From the start of the Peel-harvey study in 1976, scientific research and extension have been closely linked. Trials, some involving major drainage works, have been set up on about 30 farms and several field days and seminars have been held.

The Peel-Harvey Study Group anticipates that farmer acceptance of the Department of agriculture's recommendations will reduce the phosphorus input to the estuary by 30 to 40 per cent over the next three to five years. At the same time farmers will benefit from modified cultural practices better suited to the sandy soils of the coastal plain.

Mr. G. H. Burvill (63) retired on September 3 as Assistant Director of Agriculture after 44 years with the Department of Agriculture. He joined the Department as a cadet in 1927.

One of Western Australia's best-known agricultural scientists, Mr. Burvill has had an important influence on many aspects of the State's farming industries over more than 30 years.

He has an unequalled knowledge of the State's soils, climate and agriculture.

THE main function of the Agriculture Protection Board of W.A. is, as its name implies, "protection", and, in this case, it is the State's primary production which is being protected from pest animals, birds and weeds.

In general, the Board's activities are centred on the prevention, destruction or management of animals and plants which are troublesome to agricultural or pastoral production, or are capable of being troublesome.
