Plastic is a cheap, robust and versatile material with numerous practical uses that contribute to the convenience of modern day life. However the very same properties that make it uniquely diverse and hardy also contribute to the hazards it poses to the ecosystems and human health. If current consumption and manufacturing practices remain unchanged, there will be hundreds of millions of additional tons of plastic introduced into the environment over the coming decades. This fact sheet reports the rankings of Mountain West municipal governments, based on efforts to improve energy efficiency and increase their utilization of clean energy. The rankings are collected from the American Council for an Energy-Efficient Economy’s (ACEEE) “2020 City Clean Energy Scorecard.”

This thesis examines the failure of the United States government to mitigate global climate change and the COVID-19 pandemic by comparing poor public reactions and governmental administration between the two threats. Using developmental constructs to serve as a framework for assessing public reactions to climate change and pandemics, this thesis implements a content analysis study of American news media from 2000 to 2020; it identifies the rhetoric embedded in communications that has directed the US public’s focus of attention and shaped public opinion on these issues. The objective of this research is to examine the spatial components integral to policy formation, implementation, and evaluation. The research uses solid waste as a case study to explore a multiscalar GIS policy-shed framework. To this end, the goal of this dissertation is to examine the spatial nature of public policy. The research applies spatial concepts and multiscalar methodological applications embedded within GIS and geovisualization to explore the complex spaces surrounding public policy implementation and evaluation.

In its broadest sense, presidential control encompasses all the actions, in both word and deed, whereby presidents “go it alone” to adopt policies in the absence of congressional will to do so, and sometimes directly contrary to it. This dissertation studies how President Obama used rhetorical and administrative tools of presidential control to address the “wicked problem” of climate change. Chicago’s Little Village community bears the heavy burden of environmental injustice and racism. The residents are mostly immigrants and people of color who live with low levels of income, limited access to healthcare, and disproportionate levels of dangerous air pollution. Before its retirement, Little Village’s Crawford coal-burning power plant was the lead source of air pollution, contributing to 41 deaths, 550 emergency room visits, and 2,800 asthma attacks per year. Climate change is projected to have a devastating impact on the American coast, yet coastal communities and states have largely failed to prepare for projected impacts. This is in large part due to a lack of resources. This thesis analyzes innovative federal policy mechanisms that will address the current gap between actions and forecasted impacts, and will make U.S. coastal communities more resilient in the face of climate change.

Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

This 3-article dissertation addresses the large public land base in the Arrowhead Region of Northern Minnesota. One fourth of all lands in the state are public lands, with the overwhelming majority located in the Arrowhead Region. These counties have anywhere from 30% to 92% public lands. The region relies heavily on a natural resource economy. Methodology for research includes secondary data analysis from several preexisting research projects and studies. Current policies leveraging financial incentives and improved irrigation efficiency to mitigate groundwater scarcity have not proven to curtail trends of resource depletion. Groundwater benefits cannot be appropriately valued solely on market forces, and so deeper policy consideration is warranted under a framework that considers the importance of groundwater across all its values to society. Understanding time preferences for groundwater management and preferences for alternative policies is vital to inform efficient policies.
