Costa Rica is a country famous for its efforts in environmental protection. Despite its numerous innovative steps toward the protection of its natural biodiversity and resources, the country has still not yet provided basic environmental services, such as local trash collection, to its entire population. This paper examines the processes of organizing the campaign to petition the Municipality to organize trash collection in Costa Rica. It provides a case study of policy advocacy in sustainable rural development. The National Park Service has generally interpreted its sites in the Great Plains in terms of a Eurocentric narrative of westward expansion. Though some sites are changing (e.g., Little Bighorn), others are not (e.g., Scotts Bluff). Even those sites that have changed still retain important elements of traditional narratives, which often date to the 1930s or to the Mission 66 period (1956-66). The newest sites, such as Washita Battlefield, tell newer stories that resonate well with today's visitors. These provide a model for revising older sites. Residential solid waste management refers to the managing of unwanted materials discarded by households so that these materials are either properly disposed of or reprocessed to reenter the production material stream. This issue is usually the responsibility of the municipal council; however in Kenya just like many other developing countries, this critical issue is often mismanaged, causing environmental pollution and exposing residents to health risks. Since the oil embargo of 1973, the United States has struggled to implement a sustainable and comprehensive national energy policy. Forging a consistent policy approach has been complicated by more recent emerging trends: how to combat global climate change, the continued emergence of viable alternative energy options, and the hydrocarbon renaissance.
This presentation will discuss several major themes that have impacted energy policy-making since the 1970s and how they are reflected in key issues debated in the current election year. It will then pose some thoughts on how to move away from the burdens of the past and move forward.

The ability to harness energy is fundamental to economic and social development. Worldwide, almost 3 billion people have little or no access to beneficial energy resources for cooking, heating, water sanitation, illumination, transportation, or basic mechanical needs. Energy poverty exacerbates ill health and economic hardship, and reduces educational opportunities, particularly for women and children. Specifically, access to efficient and affordable energy services is a prerequisite for achieving the Millennium Development Goal (MDG) relating to poverty eradication.

Valuing Improvements To Coastal Waters Using Choice Experiments: An Application To Revisions Of The Eu Bathing Waters Directive, Stephen Hynes, Dugald Tinch, Nick Hanley

Planned changes to the European Union’s Bathing Waters Directive (2006/7 EC) will force member states to produce improvements in a number of parameters of coastal water quality. This study uses the choice experiment method to estimate the economic benefits attached to such improvements, based on a sample of recreationalists on beaches in Ireland. The analysis indicates that improvements in all of the bathing water related attributes studied result in positive willingness to pay, and also show evidence of scope effects. Using random parameters and latent class modelling techniques, potential heterogeneity in preferences is then investigated and shown to be present …

The future of the planet may depend upon our ability to increase energy supplies even as we reduce carbon emissions. This conference will address how a low-carbon energy program might evolve with a particular focus on the American West. It will focus on the future of energy in the West--on a “managed transition” to a different energy mix, on the need to nest this effort in a framework that acknowledges interconnections, and on identifying the most salient opportunities to consider the legal, political, financial, and technical challenges.

The global seafood industry currently lacks a standardized, widespread method to easily trace the chain of custody of products that they purchase. With global overfishing leading to declining fish stocks around the world, it is vital for seafood providers to have the ability to identify and buy products from sustainable fisheries that are well managed, target abundant species, and fish in environmentally responsible ways. This brief examines the strengths and weaknesses of existing instruments and institutions and addresses the efforts to improve coordination among the international sectors of environmental emergency response. Potential operational, capacity-building, and legal options for strengthening prevailing mechanisms are identified and discussed, including the need for stronger political mandates, the need for a stronger framework to address fragmentation, and the need for procedures to support and facilitate environmental emergency responders. The lessons from this discourse can improve the field of environmental emergency response, while also informing advancements in broader context of international environmental governance.

The Full Cost Of Renewables: Managing Wind Integration Costs In California, William Savage

Wind power will be an important component of California's aggressive strategies to meet its greenhouse gas reduction targets by the year 2020. However, the costs of integrating wind power's variable and uncertain output are often ignored. I argue that California must take prudent action to understand, minimize, and allocate wind integration costs. A review of numerous studies suggests that for wind penetration levels below 20%, integration costs should remain modest. However, costs are heavily dependent on market structure, and I suggest numerous ways that California can optimize its market design to manage wind integration costs.

This paper argues for the importance of scale, management and sovereign-led development in considering a more human-centric model for Third World development. It begins by reviewing the history of the mainstream Western development model through the evolution of modernization theory and foreign aid. It explores general critiques of this model offered by scholars, focusing on unequal power relations, the high cost of aid, and problems with ‘cookie cutter’ style development projects that don’t take into account disparate environments. Rooted deep in Germany's past is its modern socio-political grounding for environmental respect and sustainability. This translates into individual and collective action and extends equally to the economic and policy realm as it does to educational institutions. This thesis evaluates research conducted in Germany with a view to what best approaches are transferable to the United States liberal arts setting. Furthermore, exemplary American models of institutional sustainability and environmental education are explored and combined with those from abroad to produce a blueprint and action plan fitting for the American college and university.

Our mission is to improve minority health and promote health equity through research, research training, and community engagement. Informal interviews were carried out in the south-eastern coastal communities of Bwejuu, Paje, and Jambiani in order to gain perspective and awareness of local knowledge concerning changes in climate and it's affects on crop production.
