The purpose of this project was to initiate a place-based coral reef education project, with the ultimate goal of improved localized conservation efforts in the face of growing global threats. Three principal groups that interact with coral reefs on Nosy Be were interviewed: fishers, tourist guides, and conservationists. Research was conducted on the biology of coral reefs, and on the most prominent threats facing coral reefs in the Indian Ocean and around Nosy Be. Los Angeles County (LAC) low-income communities of color experience uneven asthma rates, evidenced by asthma emergency department visits (AEDV). This has partly been attributed to inequitable exposure to diesel particulate matter (DPM). Promisingly, public parks and open space (PPOS) contribute to DPM mitigation. However, low-income communities of color with limited access to PPOS may be deprived of associated public health benefits. Therefore, this novel study investigates the AEDV, DPM, PPOS nexus to address this public health dilemma and inform public policy in at-risk communities. Since the early 1980s, states have utilized Renewable Energy Portfolio Standards (“RPSs”) as policy mechanisms to “promote broader investment in renewable energy without requiring passage of a comprehensive energy policy measure that includes a pricing mechanism for carbon.” RPS policies can be drafted in one of two ways: (1) as a mandatory RPS, a legal mandate on what percentage of a state’s power portfolio must come from specific eligible renewable energy sources by a specific date in the future, or (2) as a non-binding or voluntary RPS, a policy goal that recommends that a certain percentage of a state’s power …

Metoposaurids are non-marine temnospondyls that are among the most common constituents of Late Triassic deposits, but despite their abundance, the evolutionary relationships of the group are poorly resolved and have not been fully addressed with modern phylogenetic methods. The genus Anaschisma is one of a number of poorly resolved metoposaurid taxa and was erected to describe two species from the Popo Agie Formation (Carnian) in Wyoming: Anaschisma browni and Anaschisma brachygnatha. Since being named, the genus has been repeatedly synonymized and separated with other taxa in the context of broader revisions of the Metoposauridae. At present, Anaschisma is considered …

More than half of the population of the continental United States resides in coastal communities, which are increasingly home to commercial shellfish aquaculture operations. Consequently, a variety of user conflicts can arise as states seek to encourage the development or expansion of shellfish aquaculture. Each of these conflicts creates the potential for opposition and legal challenges to the industry.

This report presents the results of vegetation monitoring efforts in 2018 at Scotts Bluff National Monument (SCBL) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and Fire Ecology Program (NGPFire). This was the eighth year of combined monitoring efforts.

Crew members from NGPN visited eight long-term monitoring plots to collect data on the plant communities at SCBL. Jewel Cave National Monument and Wind Cave National Park in South Dakota contain two of the six longest caves worldwide. These caves contain subterranean lakes that are important points of intersection between the water table of the Madison aquifer and the caves. During 2015 to 2017, several subterranean lakes were discovered in Jewel Cave, which previously was thought to be above the regional water table. Evolutionary game theory (EGT) provides a powerful tool with which to unpack the interactive strategies of polluting enterprises (PEs), local government regulators (LG), and central government planners (CG) in China. Here, the prevailing institutional system of fiscal decentralization sees regulatory mandates set by the CG and enforced at the LG level. This delegation shapes managers' incentives when deciding the degree to which firms will incur costs to reduce pollution and comply with state directives. U.S.Environmental Protection Agency (EPA) set the nationwide emission standard policy, but each state in the U.S. has an option to follow the higher emission standard policy set by CARB (California Air Resources Board) in 2004. There are 14 “CARB states” that follow California’s more restrictive standards. The purpose of this paper is to examine the impact of CARB’s tailpipe emission standard policy. Using the panel dataset for 49 U.S. states over a 28-year study period (1987–2015), this paper found the long-term policy effect in reducing CO2 emission from CARB’s tailpipe standard, and its long-run effect is 5.4 times higher than …

This Thesis examines causes and consequences of water insecurity in colonias on the U.S.-Mexico border and explores potential pathways for improving situations wherein low-income households lack reliable access to water and sewer services. Colonias are low-income, rural and/or semi-rural communities that lack basic services, such as paved streets, water, and sewer. Through in-depth interviews, surveys, and ethnographic observations, the research presented here describes needs, desires, and capabilities of residents in two high-needs Texas colonias. As wind turbines and the number of wind projects scale throughout the world, a growing number of individuals might be affected by these structures. For some people, wind turbine sounds and their effects on the landscape can be annoying and could even prompt stress reactions. This comparative study analyzed a combined sample of survey respondents from the U.S., Germany and Switzerland. It utilized a newly developed assessment scale (ASScale) to reliably characterize these stress-impacted individuals living within populations near turbines. Findings indicate low prevalence of annoyance, stress symptoms and coping strategies. Noise annoyance stress (NASScale) was negatively correlated with the …

Pawnee Dam is one of the ten Salt Creek Dams designed and built in the 1960s to mitigate flooding in Lincoln, Nebraska. This short paper illustrates the update of the Pawnee Dam inflow design flood (IDF) through calibration to recent high flow events and the development of its stage-frequency or hydrologic loading curve with the U.S. Army Corps of Engineers’ Risk Management Center Reservoir Frequency Analysis (RMC-RFA) model. NRCS has provided no-fee technical assistance for nearly 100 years through the Conservation Technical Assistance (CTA) program. The CTA program is essential because it provides technical knowledge directly to farmers for planning and implementing conservation practices that are proven to benefit environmental health and on-farm production. Cyanobacteria (also referred to as blue-green algae) are naturally present members of phytoplankton assemblages that may detract from beneficial uses of water because some strains produce cyanotoxins that pose health hazards to people and animals. Accurate and timely data regarding freshwater fish communities is important for informed decision-making by local, state, tribal, and federal land and resource managers; however, conducting traditional gear-based fish surveys can be an expensive and time-consuming process, particularly in remote areas, like those that characterize much of Alaska. To help address this challenge, we developed and tested five multi-species environmental DNA (eDNA) primer sets for the simultaneous detection of up to 37 target fish species in a single sample. Executive Summary

This report describes the results of a visitor study at Niobrara National Scenic River (NSR) conducted from July 15 through July 24, 2016. During the sampling period, 253 visitor groups were contacted to participate in the survey. Of those groups, 217 agreed to participate in the study by accepting a mail-back survey packet. Questionnaires were completed and returned by 110 visitor groups, resulting in a completion rate of 51% among those visitor groups that agreed to participate in the study and an overall response rate of 43% for the study.
