Even before the [Natural Resources Law] Center was established [in the fall of 1981], the [University of Colorado] School of Law was organizing annual natural resources law summer short courses. To date four programs have been presented:

- June 1981: "Water Resources Allocation: Laws and Emerging Issues"
- June 1982: "New Sources of Water for Energy Development and Growth: lnterbasin Transfers"

A Florida coastal zone management program, once approved and established, will be a cooperative effort of all levels of government and the citizens of Florida. It will establish coastal land and water resource policies, based on realistic goals and objectives, that contribute to the wise use of those resources and protect the options of future generations. It will be a system that is sensitive to criticism, accessible to review and appeal, and flexible enough to reflect changing goals, needs, attitudes and lifestyles. The Cost Of Environmental Protection: A Review, Ian T. Ball

Dan Richardson's study is "an attempt to analyze present regulatory procedures in the New Jersey coastal zone, with an emphasis on the cost of these procedures to residential developers and housing consumers." Specifically, twenty-one residential developments in a coastal township were monitored from acquisition of land to final approval of the development proposal, and the costs of regulatory approvals, consulting engineering, legal, and governmental fees, as well as holding costs incurred by the developer, were itemized. The costs of the regulatory process were then broken down according to costs incurred during the local regulatory process and those costs resulting from …
