Water scarcity is increasingly dominating headlines throughout the world. In the southwestern USA, the looming water shortages on the Colorado River system and the unprecedented drought in California are garnering the greatest attention. Similar stories of scarcity and crisis can be found across the globe, suggesting an opportunity for sharing lessons and innovations. For example, the Colorado River and Australia's Murray-Darling Basin likely can share many lessons, as both systems were over-allocated, feature multiple jurisdictions, face similar climatic risks and drought stresses, and struggle to balance human demands with environmental needs. Indigenous peoples throughout the world face diverse and often formidable challenges of what might be termed “water justice.” On one hand, these challenges involve issues of distributional justice that concern Indigenous communities’ relative abilities to access and use water for self-determined purposes. On the other hand, issues of procedural justice are frequently associated with water allocation and management, encompassing fundamental matters like representation within governance entities and participation in decision-making processes. Decision support systems are diverse and have been used to solve multiple problems ranging from the complex to the simple. With the complexity of environmental decisions today, these systems provide a logic based approach to evaluating and choosing environmental solutions. Abandoned mining lands (AML) are an issue for the environment in the Appalachian region. Given this a decision support system was designed using previously created frameworks and indices from other systems created. The system is comprised of two main sections, selecting the ideal post-mining land-use (PMLU), and maximizing the potential of land to be reclaimed under budgetary constraints. This system …

As funding increases for climate change related issues in Sub-Saharan Africa there should also be an increase in research to understand how scientific literature in the environmental sector can assist in developing policy and implementing development projects. Using secondary research, this paper centers on Malawi to develop an understanding of what is occurring in Sub-Saharan Africa as a whole in regards to climate change and environmental policy, science and development projects. The Northern Great Plains Inventory & Monitoring Program and Fire Effects Program have been monitoring vegetation in Agate Fossil Beds National Monument for over 18 years. While methods have changed slightly, this report summarizes data from over 80 locations from 1998-2015. We use these data to explore status and trends in upland and riparian plant communities, the occurrence of rare plants, and the effects of the Fossil Hills trail installation on the surrounding vegetation. Executive Order 13211, promulgated in 2001, requires the federal government to consider the impact of federal action on energy independence as part of the George W. Bush’s National Energy Policy. This law review examines whether EO 13211 was used to curtail environmental protection and natural resource conservation. The article begins with a review of the procedure required of federal agencies under EO 13211 and its associated documents. The paper then examines case law and published federal rulemaking proceedings and examines how federal agencies apply tests to evaluate the potential energy effect. The study concludes that EO 13211 strikes a reasonable …

Most evaluations of the effectiveness of PAs have relied on indirect estimates based on comparisons between protected and unprotected areas. Such methods can be biased when protection is not randomly assigned. We add to the growing literature on the impact of PAs by answering the following research questions: What is the impact of Chilean PAs on deforestation which occurred between 1986 and 2011? How do estimates of the impact of PAs vary when using only public land as control units? The gray wolf (Canis lupus) was one of the first species placed on the Endangered Species List in 1967. The Endangered Species Act of 1973 legally protected the wolf along with other listed species.

Patuxent Wildlife Research Center (Patuxent) in Laurel, MD, began its Endangered Wildlife Program in 1966, and U.S. Fish and Wildlife Service (USFWS) biologist Ray Erickson was assigned to lead it. In 1973, I was transferred to the program from Region 3 of the USFWS, having been employed there since 1969 to study wolves in Minnesota.

This study evaluated the impact of Executive Order (EO) 12898 to advance environmental justice. We conducted a review evaluating the frequency and effective use of EO 12898 since execution with particular focus following President Obama’s Plan EJ 2014. We found that both EO 12898 and Plan EJ 2104 had little, if any, impact on federal regulatory decision making. To the extent federal agencies discussed EO 12898, most did so in boilerplate rhetoric that satisfied compliance but was devoid of detailed thought or analysis. In the 21st year, with the exception of the Environmental Protection Agency, very little federal regulatory activity …

Public interest in environmental and health impacts from shale oil and gas extraction (what the public calls “fracking”) is growing. Industry claims the public outcry against the new technology is not grounded in science. In February 2013, Resources for the Future (“RFF”) published a list of high priority “risk pathways” that experts from NGOs, academia, government, and industry all agreed were real concerns about fracking. This article used the risk matrix to evaluate whether public comments in dockets of federal agencies that proposed regulation concerning hydraulic fracturing tracked expert concern. Differential Wolf-Pack-Size Persistence And The Role Of Risk When Hunting Dangerous Prey, Shannon M. Barber-Meyer, L. David Mech, Wesley E. Newton, Bridget L. Borg

Risk to predators hunting dangerous prey is an emerging area of research and could account for possible persistent differences in gray wolf (Canis lupus) pack sizes. We documented significant differences in long-term wolf-pack-size averages and variation in the Superior National Forest (SNF), Denali National Park and Preserve, Yellowstone National Park, and Yukon, Canada (p < 0.01). The SNF differences could be related to the wolves’ risk when hunting primary prey, for those packs (N = 3) hunting moose (Alces americanus) were significantly larger than those (N = 10) hunting white-tailed deer (Odocoileus virginianus) (F_1,8 = 16.50, p = 0.004).
