U.S. Water Infrastructure: Diving Into Needs And Recent Policy Developments, Joseph Kane
U.S. Water Infrastructure: Diving Into Needs And Recent Policy Developments, Joseph Kane
Brookings Scholar Lecture Series
As part of the Brookings Scholar Lecture Series, Brookings Mountain West presents a lecture titled, "U.S. Water Infrastructure: Diving Into Needs and Recent Policy Developments" by Brookings fellow in Brookings Metro, Joseph Kane. Whether providing drinking water, treating wastewater, or managing stormwater, water infrastructure in the United States spans a wide range of human-made and natural systems. In turn, the enormous scale and variety of these systems is leading to an array of challenges: aging and vulnerable infrastructure; fragmented governance and siloed planning across different geographies; a lack of financial, technical, and managerial capacity; difficulties adapting to new industrial and …

Cop-30 Simulation Report Ignite And Insight: A Global Mutirão, Anes Saadi
COP30
The first Global Stocktake (GST) certifies that there is a widening gap between our collective ambition and the real-world deliveries. And while the COP29 did set a new climate finance floor of US$300 billion/yr by 2035, the science however showed that this is far below developing country needs, and the current trajectories still overshoot the Paris 1.5 C limit. With the most recent updates, Article 6 market rules are now in full operation. That is inclusive of a mandatory 5% "share of proceeds" for the Adaptation Fund; it is an underused lever to channel resources to the frontline communities (UNFCCC, …
Learning Platforms: A Future In Environmental Education Or A Motionless Present?, Nazareno Calvo
Learning Platforms: A Future In Environmental Education Or A Motionless Present?, Nazareno Calvo
COP30
In a global context marked by the climate crisis, environmental education and training have taken a different path, adapting to current technologies. It is in these circumstances that learning platforms (from now on LP’s) emerge, changing the way we learn and perform around climate change. This type of web app can provide remote knowledge, and has taken on a growing role the last few years. However, despite their potential, challenges remain, such as inequality in digital access, poor variety of languages and cultural adaptation, a lack of media outreach, and the absence of assessments of their real impact on communities …

Theme 7: Global Stocktake & Cop30 Implementation Agenda, Karam Abuodeh
COP30
The first Global Stocktake (GST) at COP28 showed what many feared: current national plans are not enough to keep warming near 1.5C. The GST is an accurate, urgent diagnosis, but a diagnosis without a delivery plan will not change outcomes. This paper recommends that COP30 adopt a practical Globally Determined Contribution (GDC) as a shared benchmark and gives concrete ways to link that benchmark to national planning, measurement, and finance. Three pillars are essential: (1) an operational GDC with transparent allocation rules and a UNFCCC-hosted technical panel to publish annual syntheses; (2) mandatory, time-bound integration of GST findings into NDCs, …
Climate Transparency Pact (Ctp) For Post-Gst Accountability A Policy Framework For Strengthening Global Climate Governance Through Transparency, Incentives, And Behavioral Insights, Sandy Elnenay
COP30
The Climate Transparency Pact (CTP) is an actionable proposal to bridge the credibility gap in the Paris Agreement's Global Stocktake (GST). While the Enhanced Transparency Framework (ETF) sets a reporting structure, it remains largely voluntary and lacks strong compliance measures. The result is clear: despite successive COP negotiations, global temperature projections remain at 2.5-2.9C above pre-industrial levels (UNEP, 2023), threatening ecosystems, economies, and human security. Drawing upon Dr. Robert Cialdini's six principles of persuasion, the CTP is built not only as a legal instrument but also as a behavioral framework: Authority: Embedding the CTP under UNFCCC's Subsidiary Body for Implementation …

Willingness To Pay For A Restored And Protected Watershed: Evidence From The Countryside, Sherrie Ann Cananua-Labid, Julie Ann M. Quilatan, Lovely Rose A. Bolante
Makara Human Behavior Studies in Asia
Climate change and human activity have severely degraded watersheds, jeopardizing their sustainability. The willingness of residents to pay for watershed management is essential for developing sustainable environmental protection efforts. This study determined the respondents' willingness to pay (WTP) for the restoration and protection (RP) of the Ulot Watershed of Samar Island Natural Park using a double-bounded dichotomous choice contingent valuation approach. The researchers used the Kish grid method to draw respondents from 150 households. The study revealed that families with an average annual income of approximately $2746.70 were ready to contribute $0.78 per month, or $9.36 annually, to the watershed …

Regulatory Impacts On Us Hazardous Waste Exports, Xiaofan Ji, Mengyu Wang, Tianyi Zhang
Sim Kee Boon Institute for Financial Economics
This paper examines the impact of key domestic and international regulations on US hazardous waste exports, focusing on shifts in export destinations and waste types from 2002 to 2023. Since 2005, OECD countries and US Trade Agreement Partners have become primary destinations for US hazardous waste, with significant surges after 2018 and a notable decline in 2022. An analysis of the regulatory landscape reveals that, while international frameworks such as the Basel Convention of 2021 have had a relatively limited impact on reducing US hazardous waste exports, domestic policies—particularly those in California—have more directly influenced export behaviors. Additionally, the US …

Financial Policy For A Green Economy In A Resource-Rich Emerging Economy, Arlyana Abubakar, Prayudhi Azwar, Riris Shanti, Salman Fathoni, Noer Aida Triandini
Bulletin of Monetary Economics and Banking
This paper analyzes policies aimed at fostering a green economy in a resource-abundant, megadiverse nation such as Indonesia. This study use Delphi and Analytic Network Process methodologies, grounded in the perspectives of regulators, academics, experts, and practitioners in the green economy, to identify the determinants of green financial policies, revealing that fiscal instruments are of paramount importance. Furthermore, both the case and the respondents are Indonesian. This underscores the necessity of instituting incentives in environmentally sustainable sectors and disincentives in carbon-intensive industries. Therefore, the suitable allocation of green budgets within fiscal policy is essential for addressing market failures and expediting …
Planetary Thinking: Hellbenders As Emissaries Of Appalachia, Tierra R. Curry
Planetary Thinking: Hellbenders As Emissaries Of Appalachia, Tierra R. Curry
Critical Humanities
Hellbenders are prehistoric salamanders that have thrived in cold rivers since before the continents divided. Once found throughout Appalachian watersheds, due to exploitation and habitat degradation only a few dozen healthy populations survive. Monstrous yet fascinating, hellbenders were often reviled historically, but in recent decades they have gained iconic status and are now celebrated as charismatic indicators for clean rivers. Hellbenders are symbols of the wild because of their ancient history, elusive nature, and contribution to ecosystem resilience. The same forces that drove the decline of these amphibian sentinels have sacrificed public health in Appalachia. Their demise echoes the struggle …

Coral reefs are one of Earth’s most vital and threatened ecosystems. They protect coastlines, generate billions of dollars of tourism revenue, support valuable fisheries, and contribute to the development of vital medicines. Yet half of the world's coral reefs have been lost in the last 50 years, and 90% of remaining reefs are projected to die off by the middle of this century, mainly due to warming seas from climate change.
Despite these challenges there is reason for hope. Some coral reefs – such as in the northern Red Sea and Gulf of Aqaba – have demonstrated remarkable resilience to …
The Politics Of Being Heard: Communication And Power Struggles In Hunters Point Naval Shipyard, Caroline Trejo
The Politics Of Being Heard: Communication And Power Struggles In Hunters Point Naval Shipyard, Caroline Trejo
Master's Projects and Capstones
The environmental and public health challenges in Bayview-Hunters Point have catalyzed widespread community activism, as residents and advocates respond to the ongoing fallout from radiological contamination at the Hunters Point Naval Shipyard. Communication plays a vital role in bridging the gap between affected communities and government entities throughout the cleanup process. This research asks: how have the communication strategies of advocacy groups influenced government actions and policies during the Bayview-Hunters Point Shipyard cleanup? To explore this question, I conducted semi-structured interviews with three community advocates, two former members of a non-partisan civil jury, one independent researcher, and one government official. …

Passive Envelope Retrofits As Climate Justice Infrastructure Against Extreme Heat: A Gis-Guided Approach For Outdated Single-Family Homes In Urban California, Mert Oztekin Mr.
Master's Projects and Capstones
I examined the opportunities to enhance equity in energy performance, climate resilience, and environmental adaptation through climate-resilient envelope retrofitting and spatially guided implementation strategies (via mappings of the Urban Heat Island -UHI- and socio-economic vulnerability indicators). Passive envelope retrofits of attic insulation; high-performance windows; cool roofs; and green roofs / walls, are examined across multiple climate zones of California' aged single-family housing stock, focusing on the Disadvantaged Communities (DACs). Through spatial analysis, strong overlap between Urban Heat Island(UHI) exposure; pre-1980 housing; socioeconomic disadvantage, and thus the need for spatially-directed action is underlined. The policy landscape analysis provides confirmation of the …
Extracting Renewables: A Capabilities Approach To A Just Transition Crisis, Mateos Lozano
Extracting Renewables: A Capabilities Approach To A Just Transition Crisis, Mateos Lozano
Honors Theses
Extraction of cobalt and lithium is often regarded as necessary to facilitate a successful transition to renewable energy so that global warming can be limited to 2°C. At the same time, many current cobalt and lithium extraction practices contribute to environmental destruction, expose workers to toxic contaminants, and sometimes involve child labor. This thesis argues that cobalt and lithium extraction, if permissible, must be conducted in a manner compatible with the normative obligations of justice and fairness. I first explain notable differences between prominent types of cobalt and lithium extraction and note how each impacts people and the environment. Then, …
Recent U.S. Government Policy Literature On Critical And Strategic Minerals, Bert Chapman
Recent U.S. Government Policy Literature On Critical And Strategic Minerals, Bert Chapman
Libraries Faculty and Staff Scholarship and Research
Critical and strategic minerals have become increasingly important in U.S. government civilian and military policymaking in recent years. This is demonstrated by the heavy use of such minerals in many critical civilian and military infrastructures. This work will discuss how this subject has been addressed in laws, presidential documents, and works by government agencies along with congressional oversight committees and support agencies. It will stress how the United States is heavily dependent on strategic minerals from adversarial foreign countries such as China and will examine U.S. efforts to increase its ability to produce such materials in the United States by …
Critically Assessing Normative Methods And Their Limitations In Managing Crowding Within Parks And Protected Areas, Glendon R. Vansandt
Critically Assessing Normative Methods And Their Limitations In Managing Crowding Within Parks And Protected Areas, Glendon R. Vansandt
All Graduate Theses and Dissertations, Fall 2023 to Present
Visitor experiences in parks and protected areas are shaped by a variety of environmental, managerial, and social factors. To ensure that visitors enjoy their time in these spaces, management agencies often adopt guidelines to establish acceptable levels for different aspects of these experiences. One of the most selected factors is perceived crowding, which reflects how crowded visitors feel in a given area. When perceived crowding exceeds desired levels, it can significantly diminish visitor satisfaction.
This thesis presents two studies aimed at identifying the shortcomings of the management of perceived crowding. The first study conducts a comprehensive literature review that identifies …

Jurnal Kebijakan Ekonomi
The challenge of energy transition is the high subsidy on fossil fuels and financing needs. Using social accounting matrix, this study examines the impact of energy transition plan and subsidy reform on economy, society and environment through three scenarios: business-as-usual scenario (Sim1), energy transition (Sim2) and phasing-out (Sim3). Sim2 and Sim3 are conducted without subsidy transfer (Sim2 & Sim3) and subsidy transfer for financing renewable power plants (Sim2.1 & Sim 3.1). The result is Sim3 has better economic, social and environmental impacts than Sim1. When reallocation is conducted, reallocation simulation shows positive impacts on economy and society with significant differences …

Turning Farm Waste Into Energy: Pragmatic Approaches For Cleaner Midwestern American Communities, Rebecca Gaisie
Selected or Submitted Student Research Papers/Projects
Mismanagement of farm waste in the Midwest of the United States has resulted in significant methane emissions, water contamination, and public health concerns. The present manure management rules are still inconsistent, underfunded, and insufficient to motivate individuals to behave in a way that benefits the environment, despite increasing concerns about the environment. This policy study investigates anaerobic digestion as a potential means to convert waste into energy that could support rural and environmental development. Some of the problems with the federal and state legislation examined in this study under an EPI framework are a lack of incentives, inadequate technical support, …

The Paradox Of Survival: Gendered Food Insecurity, Labor Inequalities, And Coping Strategies During The 2023/4 Drought In Eastern Ethiopia, Meron E. Lemma
Theses and Dissertations--Geography
In drought-prone regions of Eastern Ethiopia, recurring droughts profoundly reshape everyday life in ways that deepen existing gendered inequalities. Drawing on fieldwork conducted in Fedis district, including semi-structured interviews with women, project implementers, and government officials, as well as group discussions with community members, this study explores how women experience, navigate, and resist the gendered impacts of drought. By attending to the sociopolitical dynamics of drought and the development interventions that accompany it, I analyze how these forces restructure labor, land, food systems, and authority in ways that reproduce and exacerbate existing inequalities. Women’s coping strategies, ranging from begging and …
Consolidating The Carbon Trade: Policy Recommendations To Promote Standard Convergence Among The Vcm, Article 6, And Regional Pricing Instruments, Jack M. Barrett
Consolidating The Carbon Trade: Policy Recommendations To Promote Standard Convergence Among The Vcm, Article 6, And Regional Pricing Instruments, Jack M. Barrett
CMC Senior Theses
Efforts to construct robust international carbon markets have repeatedly fallen short of their climate and sustainable development objectives. From the Clean Development Mechanism’s collapse under the weight of non-additional credits to the Voluntary Carbon Market’s recent legitimacy crisis, structural flaws and fragmented standards have undermined offsetting systems for more than two decades. Today, the emergence of the Paris Agreement's Article 6 mechanisms, alongside initiatives like the Integrity Council for the Voluntary Carbon Market (ICVCM), offer a critical but fragile opportunity to rebuild market credibility. The proliferation of diverging standards across Article 6, voluntary markets, and regional carbon pricing instruments risks …

Effects Of Round-Up On The Environment, Sandra J. Marcu
Journal of Earth and Life Science
Many people around the world have used and still currently use Roundup but are unaware of the effects it has on the environment. Roundup is a spray on application weedkiller that is widely used around the world today both residentially and commercially. It enables its user to grow a garden or a field of crops with a no-tilling approach to eliminate weeds. It is a well-known and popular choice for killing weeds that has been around since the mid 1970’s (Oca, 2017). John Franz, a Monsanto scientist discovered that glyphosate (main ingredient in Roundup) was an herbicide or weedkiller, and …

Low-lying deltas worldwide are extremely vulnerable to sea-level rise. As the risks of climate-induced flooding become increasingly clear, the thirst for infrastructure-driven adaptation increases. This highlights a patent need to understand the impacts of engineering adaptation solutions, especially those targeting built structures such as dykes and sluices, on farmers from a bottom-up, farmer-centred perspective. The study addresses this call by examining cases where dyke policies, while successful in some dimensions, have undermined small-scale farmer livelihoods in Ca Mau ― Vietnam’s southernmost rural province. It identifies areas in need of attention and adds empirical data related to this group of farmers. …
