Executive Summary

Preserving the national parks unimpaired for the enjoyment of future generations is a fundamental purpose of the National Park Service (NPS). To address growing concerns regarding the overall physical, chemical, and biological elements and processes of park ecosystems, the NPS implemented science-based management through “Vital Signs” monitoring in 270 national parks (NPS 2007). The Northern Great Plains Network (NGPN) is among the 32 National Park Service Networks participating in this monitoring effort. Executive Summary

The Water Quality Monitoring Protocol includes two parts: a Narrative and the Standard Operating Procedures (SOPs). The Water Quality Monitoring Protocol Narrative Version 1.0 describes a general overview of the status of water resources throughout the parks in the National Park Service’s Northern Great Plains Network (NGPN), the objectives, the field methods, and the sampling design selected for this long-term monitoring program. This report includes the detailed SOPs for the NGPN’s Water Quality Monitoring Protocol. Recently, Early Warning Signals (EWS) have been developed to predict tipping points in Earth Systems. This discussion highlights the potential to apply EWS to human social and economic systems, which may also undergo similar critical transitions. Social tipping points are particularly difficult to predict, however, and the current formulation of EWS, based on a physical system analogy, may be insufficient. As an alternative set of EWS for social systems, we join with other authors encouraging a focus on heterogeneity, connectivity through social networks and individual thresholds to change.

With increasing demands from society for limited resources, agroforestry will likely be one source of solutions as people find it increasingly necessary to achieve multiple social, economic, and ecological objectives on the same plot of land. Indications are that this is a growing field, so wildlife biologists of the future may want to consider incorporating agroforestry into their career development.

Current research indicates that the potential risks associated with human-induced climate change are likely to increase in frequency and intensity. Although there have been several attempts, no effective international treaty or policy has been enacted by the United States with the purpose of combating this global issue. In the past decade, local climate action plans (CAPs) have emerged as a planning solution designed to reduce greenhouse emissions (GHGs). Previous studies have examined CAP attributes, but no research has focused solely on climate planning in politically conservative jurisdictions. The dumping of locally unwanted land uses (LULUs) on marginal communities has been well documented, however environmental justice scholars have rarely written about how marginal groups have come to occupy their landscapes, particularly when natural hazards lie beneath.

This dissertation research focuses on a broad definition of the environment that includes the built, social, and physical. I am interested in extending Logan and Molotch's Growth Machine theory to consider how the political and economic elite guided the urban renewal process to place particular communities on particular landscapes, despite the presence of a flooding hazard. I conducted this research while studying abroad with SIT Panama: Tropical Ecology, Marine Ecosystems, and Biodiversity Conservation. This is a multidisciplinary investigation of the Upper Bay of Panama wetlands, a 49,000 hectare region east of Panama City that features mangrove, intertidal mudflat, and grassland habitat internationally recognized as a stopover site for two million shorebirds every migration season. However, with economic pressure to increase urban development in the area, this land’s protected status under the Ramsar convention was suspended for a year in April 2012. Responding to the present and looming effects of global climate change presents a challenging task for policymakers at all levels of governance. The outcomes of climate change do present serious adaptation problems for global policy makers, but the implications of climate change are more immediately experienced by local communities and policy makers. Historical policymaking models suggest that economic well-being is an influential driver in local policy adoption. The Impact Of World Bank’S Conditionality-Ownership Hybrid On Forest Management In Cameroon: Policy Hybridity In International Dependence Development, Asongayi Venard

Many developing countries depend on the World Bank for development assistance, which the Bank often provides with policy reform conditions. Resistance to World Bank’s conditionality caused the Bank to posit “ownership” as a country’s real assent to its development policies. The combination of ownership and conditionality invalidates the neocolonial, false-paradigm and dualism theses in explaining the international dependence development model. This study explains this model by investigating how the relationship between conditionality and ownership in the context of this model impacts forest management in Cameroon.

Fracking, Water Quality and Public Health: Examining Current Laws and Regulations (March 20)

Improved technology developments in directional drilling and hydraulic fracturing, more commonly known as "fracking," have resulted in an oil and gas production boom nationwide. Fracking involves pumping pressurized water, sand, and chemicals down wells to crack bedrock, freeing petroleum and natural gas. Wastewater discharges, hydraulic fracturing fluid releases, and other accidental spills pose potential water quality risks, sparking concern for public health.

This webinar will examine the laws and regulations governing water quality issues related to fracking, recent state court decisions affecting regulations, and implications for public health.

Examining Potential Residential Participation In Financial Incentives To Mitigate Impervious Surface Effects In Howard County, Maryland, Kristin M. Larson, Jim Caldwell, Alexander Cloninger

Suburban Sustainability

Maryland passed legislation to reduce impervious surface effects and stormwater runoff by mandating a remediation fee for ten of its counties. Along with the fee, mandated counties may use funds generated to encourage residents to follow stormwater Best Management Practices (BMPs). This study uses Maryland's Howard County as a case study to examine the potential participation of its residents in financial incentives for the BMPs of rain gardens, cisterns, and permeable pavers. A survey was issued to gauge potential participation of homeowners (n=110), and results were then compared to participation numbers in three similar already implemented financial incentive programs. This book compiles the findings of the HERRING project which was conducted from 2012 until 2015 and part-financed by the EU South Baltic Programme.

The main objective of the HERRING project is to improve the consideration of including herring spawning grounds in coastal management. Herring as a resource recourse would be part of the economic development of coastal areas, and HERRING strongly emphasizes the importance of foster an integrated coastal management in the South Baltic Sea. Three case study areas in Germany, Poland and Sweden serve as the basis of the approach, which can be roughly distinguished in two parts. …
