Racial Disparities In Access To Community Water Supply Service In Wake County, North Carolina, Jacqueline Macdonald Gibson, Nicholas Defelice, Daniel Sebastian, Hannah Leker
Frontiers in Public Health Services and Systems Research
Anecdotal evidence suggests that historically African American communities on the fringes of cities and towns in North Carolina have been systematically denied access to municipal drinking water service. This paper presents the first statistical analysis of the role of race in determining water access in these fringe areas, known as extraterritorial jurisdictions. Using publicly available property tax data, we quantified the percentage of residences with municipal water service in each census block in Wake County (the second-largest by population in North Carolina). Using the resulting water service maps plus 2010 U.S. Census data, we employed a logistic regression to assess …

Fracking, Water Quality and Public Health: Examining Current Laws and Regulations (March 20)
Improved technology developments in directional drilling and hydraulic fracturing, more commonly known as "fracking," have resulted in an oil and gas production boom nationwide. Fracking involves pumping pressurized water, sand, and chemicals down wells to crack bedrock, freeing petroleum and natural gas. Wastewater discharges, hydraulic fracturing fluid releases, and other accidental spills pose potential water quality risks, sparking concern for public health.
This webinar will examine the laws and regulations governing water quality issues related to fracking, recent state court decisions affecting regulations, and implications for public health.

Natural Resource Industries and the Sustainability Challenge (Martz Winter Symposium, February 27-28)
"An International Conference hosted by The Getches-Wilkinson Center for Natural Resources, Energy, and the Environment and The Colorado Law Energy Innovation Initiative."
For more than two decades, sustainability has gained currency as a broad organizing principle for efforts to develop and use energy, natural resources, and the environment in ways that allow society to meet its needs without compromising the ability of future generations to meet their needs. More recently, sustainability has been embraced by businesses across multiple sectors as part of a broader movement of corporate social responsibility. Hardly a day goes by without news of another corporate initiative …

Changing Regulatory Frameworks for Shale Development and "Social License to Operate" (July 24)
Rapid development of unconventional shale resources in recent years has raised a series of regulatory issues both here and abroad. Because of the "distributed" nature of shale development and the significant increase in wells in key basins, local land-use conflicts have also erupted in certain areas of the country, leading to restrictions and moratoria on drilling by state, county, and municipal governments and raising questions about the industry's continued social license to operate in key jurisdictions. This moderated panel discussion will assess the current regulatory framework governing shale gas development and the changing dynamics among federal, state, and local regulation …

Building Upon Common-Pool Resource Theory To Explore Success In Transitioning Water Management Institutions, Christina M. Hoffman
School of Natural Resources: Dissertations, Theses, and Student Research
Nebraska, like many regions around the world, is faced with the challenge of adapting to a new era in water management. Increasing demands for water resources, mounting concerns over threatened and endangered species, and obligations to abide by interstate water allocation agreements have motivated Nebraska to revisit traditional water management approaches. However, although Nebraska’s water management institutions have undergone much change, little research exists on the influence these changes have had on the ability of water institutions to successfully manage water allocations. This research (1) qualitatively explores the perspectives and experiences of stakeholders in the overappropriated region of the Platte …

Municipal Waste Management: Suffolk County Municipal Systems, Services And Infrastructure, Krista L. Greene, Susan Lienau, David J. Tonjes
Technology & Society Faculty Publications
This report describes the municipal waste management systems used by local governments to manage solid waste in Suffolk County, Long Island, New York. There are ten Towns that serve as the primary planners for waste systems in Suffolk County. Many of the 33 villages in Suffolk County have established their own waste management programs and policies. All programs tend to follow the same general plan of the approaches used by their respective Towns, however. All programs provide some degree of recycling services, although the scope of the services varies tremendously.

Estimation Of Performance Indices For The Planning Of Sustainable Transportation Systems, Alexander Paz, Pankaj Maheshwari, Pushkin Kachroo, Sajjad Ahmad
Civil and Environmental Engineering and Construction Faculty Research
In the context of sustainable transportation systems, previous studies have either focused only on the transportation system or have not used a methodology that enables the treatment of incomplete, vague, and qualitative information associated with the available data. This study proposes a system of systems (SOS) and a fuzzy logic modeling approach. The SOS includes the Transportation, Activity, and Environment systems. The fuzzy logic modeling approach enables the treatment of the vagueness associated with some of the relevant data. Performance Indices (PIs) are computed for each system using a number of performance measures. The PIs illustrate the aggregated performance of …
