Although about 90% of environmental policy is delegated to the states for implementation, the individuals responsible for implementing a majority of that policy are largely understudied. Existing acknowledgment of these regulators typically extends only to the regulatory enforcement strategy their agency employs. Missing in these conversations is a focused study on the regulators themselves and their perceptions of the regulated community that they interact with daily. Understanding these perceptions will provide insights into how regulators approach their interactions and how they ensure regulatory compliance. Administrative structure can shape bureaucratic process, performance, and responsiveness and is a particularly important consideration when new bureaucratic functions and programs are being established. However, the factors that influence the assignment of these functions to specific government agencies or departments are understudied, particularly at the local level. The development and implementation of renewable energy power plants is important for Chile in order to increase energy security, supply remote mines with electricity, and eventually decrease energy costs. The Chilean government has promoted renewable energy and attracted Foreign Direct Investment (FDI) to develop large-scale renewable energy projects. However, the policies cannot sufficiently attract FDI in unproven renewable energies such as Concentrated Solar Power, though it is proven elsewhere. For potential for investment in Chilean renewable energy investment is promising. After the Chicago boys effectively transformed the Chilean economy into a haven for FDI (Foreign Direct Investment) during the 1980’s, government laws have aligned definitively with neo-liberal policy—in other words, open markets, incentives for investors, public-private partnerships and consistent injections of capital into its financial markets. This article explore these components and highlights investment potential and offers policy advice.

Environmental Policy In The Presence Of An Informal Sector, Antonio Bento, Mark Jacobsen, Antung Liu

We demonstrate how the presence of an untaxed informal sector can sharply lower the cost of environmental and energy tax policy. The mechanism involves substitution between formal and informal labor supply: energy or environmental taxes can improve the efficiency of the tax system by drawing activity into the formal sector. Our result applies to broad classes of corrective taxes and we first present it in a simple analytical framework. We then investigate its magnitude in a simulation model using the case of an energy tax in the U.S., where the informal sector is relatively small. Even so, we find the …

Following the 2008–2009 global financial crisis, ‘green energy economy’ packages have been implemented to stimulate sustainable economic growth in several Organisation for Economic Co-operation and Development (OECD) countries. Clearly focused on the energy sector, these packages typically include energy-efficiency policy measures and aim to encourage the transition towards a low-carbon economy. We take the Swedish single- and two-household residential sector as a case study for an ex-ante assessment of ‘green energy’ policies that target energy efficiency improvements. We use the EEB_Sweden v1.0 modelling tool to quantitatively evaluate various green energy policy scenarios. We simulate two baselines and three policy scenarios …

Using the latest available data, this article provides the first regional decomposition analysis of CO2 emissions from fuel combustion. Covering eight regions of the world, determinants are estimated in relative and absolute terms for the period 1971-2010. We take the 2010 global surge in CO2 emissions as an entry point for the analysis. Overall, results show that most regions have recently performed worse than their historical trends and lack of meaningful progress is identified. Whereas specific drivers for certain regions suggest some level of continuous improvement (e.g. reduced energy intensity in Asia), they are incapable of offsetting the effects of …

I invoke Carl Schmitt's Critique of Liberalism outlined in "The Concept of the Political" to better understand the European Union (EU) as a governmental institution. It is my contention that the EU is a liberal institution, with the sole intent to drive economic policy while ignoring identity, similar to what Schmitt rails against in his critique of liberalism. For that reason I demonstrate how the EU fits well into the mold Schmitt laid out to identify liberal politics. This article compares the exceptional Danish wind energy innovation system with the system employed by the US government. The underlying assumption about innovation systems in the US is that they are technologically driven, and past technological advances can be built upon leading to break-through innovations. However in Denmark, innovation was driven from citizens and relied on no break-through technologies, but rather a piecemeal process of collective, smaller innovations. For wind energy, this process was far more successful than the technologically driven innovation system in the US.

From a governance perspective, the ethical components of that discipline may usefully be viewed as bestowing upon our ailing natural environment the symbolic moral status of a patient.
