There is widespread consensus that low carbon energy technologies will play a key role in the future global energy system. Many of the low-carbon technologies under consideration are not yet commercially available, and their ultimate value depends on a host of deeply uncertain socioeconomic, environmental, and technological considerations. While it is clear that significant investment in the energy system is needed, the optimal allocation of these investments is unclear. In 2007, Mayor Thomas Menino and the Boston Redevelopment Authority (BRA) implemented an amendment to the Boston Zoning Code Article 37 (Green Buildings) requiring new construction approved under Article 80B (Development Review and Approval: Large Project Review) be designed and built to meet the United States Green Building Council’s Leadership in Energy and Environmental Design (USGBC LEED) certification. This amendment is intended to promote green building practices in the city and reduce the environmental impacts of buildings larger than 50,000 square feet. Modeling Space Heating Demand In Massachusetts’ Housing Stock And The Implications For Climate Change Mitigation Policy, Nathan H. Robinson

This research examines variation in average household energy consumption for space heating in municipalities in Massachusetts in order to explore the magnitude of variation among communities and potential causes. A dataset that aggregates natural gas consumption at the municipal level is used for a sample of municipalities in Massachusetts. Based upon this data, a regression model is developed to determine building and household occupancy characteristics that influence household energy consumption. The findings suggest dwelling size, tenure, and age are related to average household energy consumption.
