Water Affordability In Tennessee: Applying Modern Portfolio Theory To Assess The Risk-Return Trade-Off Of Clean Water Act Subsidies, Hannah E. Williams

Affordable access to clean water is an environmental justice concern in the United States (US); economic conditions, income, and location influence a community’s access to clean water and their ability to afford critical upgrades to existing water system infrastructure. In 1987, amendments to the Clean Water Act (CWA) created the Clean Water State Revolving Fund (CWSRF) which allowed the Environmental Protection Agency (EPA) to annually allocate funds to the states to offer assistance for water infrastructure projects. This amendment allows communities to better afford upgrades to their wastewater infrastructure by applying for subsidies, in the form of principal loan forgiveness, …

Maximizing welfare in the economy requires effective policies that mitigate negative externalities and incentivize positive externalities. My first paper concerns emissions at manufacturing plants in the US, a major source of negative externalities. Globalization has created concerns that pollution can move across country boarders. Therefore, I study the environmental performance of foreign manufacturing establishments in the US to test if foreign establishments in pollution intensive industries are heavy emitters. I find that foreign firms are not dirtier than domestic establishments on average. Intellectual property, particularly patents, plays a major role in innovation and discovery in biotechnology. Likewise, since the passage of the Bayh-Dole Act in 1981, patents have become an increasingly important factor in U.S. university-driven basic research, especially in the life sciences where patented technologies have transformed agriculture. Specifically, this paper looks at the potential impacts of these trends on university driven research, the university researcher, the pharmaceutical industry, and the farm sector with an emphasis on recent and pending court cases and legislation. As an alternative renewable source for bioenergy, forest biomass has recently drawn more attention from the U.S. government and the general public. Woody biomass policies have been adopted to encourage the new bioenergy industry. A variety of state policy incentives attempt to create a desirable legal climate and lure new firms, imposing two important questions regarding state government policies and the sustainable use of forest resources. This dissertation sheds some light on these questions.
