This National Security Strategy addresses the persistent national security challenges the United States faces in the Middle East, a region vital for global energy supply, economic connectivity, and a source of anti-American extremism. Recognizing the failures of past "haphazard experimentation," the strategy proposes a thoughtful, pragmatic plan prioritizing five distinct and congruent interest areas: Maintaining Regional Access, Supporting Regional Stability, Ensuring Energy Security, Defending American Citizens and Personnel, and Preserving and Protecting Western Ideals. Recent years have seen growing interest in subnational governments as arenas of climate governance, but limited systematic research exists on the extent, conditions, or pathways through which subnational climate policies can influence, or compensate for deficits in, national policies. This article addresses this gap by examining options for states to influence climate policy in the United States and Australia, two countries where federal governments have made limited progress in developing national climate policies. As an analytical framework, it conceives a typology of state government approaches to climate policy that distinguishes among compensating, horizontal diffusion, and bottom-up pathways. Decarbonizing the aviation sector remains one of the most prevalent obstacles in reducing the United States’ significant contribution to global greenhouse gas emissions. Launched in 2021, the Sustainable Aviation Fuel (SAF) Grand Challenge aims to supply enough fuel to meet 100% of demand by 2050 through reducing its production costs and enhancing its sustainable practices. Corn ethanol feedstock has been proposed to make up as much as half of all SAF production in the 2030 benchmark. The transition to using clean, affordable, and reliable electrical energy is critical for enhancing human opportunities and capabilities. In the United States, many states and localities are engaging in this transition despite the lack of ambitious federal policy support. Much literature on federalism and multi-level governance argues that federalist institutional arrangements promote renewable-energy policies. However, the U.S. case supports a different view, that federalism has ambivalent effects. Policy innovation has occurred at the state level and to some extent has led to policy adoption by other states and the federal government, but the extent is limited by the veto power of fossil-fuel interests that are rooted in many state governments and in Congress, buttressed by increasing Republican Party hostility to environmental and climate policy. Much analysis on Asian strategic challenges facing the U.S. has justifiably emphasized the South China Sea (SCS). This has also been reflected in 2016 presidential campaign debate on the SCS as an emerging area of U.S. foreign and national security policy concern. Determinants Of Wind Energy Deployment: Infrastructures, Policies, Resources, Or Economics?, Marc Sydnor

This dissertation analyzes the pattern of deployment of wind power across the United States, focusing on the influence of wind resources, incentives/supportive government and governance policies, supportive/confounding infrastructures, and economic factors. The effects of these factors are considered for 35 states from the year 2001 to 2012. Effects are estimated using fixed effects regression models, forward step-wise between modeling, and lead-lag models. The results indicate that demand, electrical transmission availability, and complementary generation assets, as well as the import-export of electricity are important factors in determining where wind energy deployment occurs. The South China Sea (SCS) is becoming an increasingly contentious source of geopolitical tension due to its significance as an international trade route, possessor of potentially significant oil and natural gas resources, China’s increasing diplomatic and military assertiveness, and the U.S.’ recent and ongoing Pacific Pivot strategy. Countries as varied as China, Taiwan, the Philippines, Indonesia and other adjacent countries have claims on this region’s islands and natural resources. Energy is critical to the functioning of the global economy and seriously impacts global security as well. What factors influence the extent to which countries will pursue nuclear energy in their overall mix of energy approaches? This dissertation explores this critical question by analyzing the nuclear energy policies of the United States, Germany and Japan. Rather than citizen opposition or proximity to nuclear disasters, it seems that a country's access to other resources through natural endowments or trading relationships offers the best explanation for nuclear energy pursuance.

Since the oil embargo of 1973, the United States has struggled to implement a sustainable and comprehensive national energy policy. Forging a consistent policy approach has been complicated by more recent emerging trends: how to combat global climate change, the continued emergence of viable alternative energy options, and the hydrocarbon renaissance.

This presentation will discuss several major themes that have impacted energy policy-making since the 1970s and how they are reflected in key issues debated in the current election year. It will then pose some thoughts on how to move away from the burdens of the past and move forward.

The ability to harness energy is fundamental to economic and social development. Worldwide, almost 3 billion people have little or no access to beneficial energy resources for cooking, heating, water sanitation, illumination, transportation, or basic mechanical needs. Energy poverty exacerbates ill health and economic hardship, and reduces educational opportunities, particularly for women and children. Specifically, access to efficient and affordable energy services is a prerequisite for achieving the Millennium Development Goal (MDG) relating to poverty eradication.
