Wildfires, weather extremes, and other conditions induced partially by climate change add urgency to the project of accelerating the clean energy transition from fossil fuels to zero-carbon energy infrastructure. Yet the hurdles to accomplishing such a massive industrial-scale transition are daunting. Indeed, large renewable energy generation projects regularly face denials or project-killing delays across the United States. This Article proposes a national policy to channel the bulk of new clean energy projects to targeted categories of both rural lands and urban, post-industrial lands that we define collectively as “repurposed energy” sites. Are Corporations Responding To Civil Society Pressure?: A Multilevel Analysis Of Corporate Emissions, Annika Rieger

Previous research in the world-society tradition associates improvements in nation-level environmental outcomes with greater civil society integration. However, research in the world-systems tradition indicates these improvements depend on a nation’s position in the global political-economic hierarchy. To test whether these patterns are present at the organizational level, I estimate a multilevel model using corporate emissions data from the Carbon Disclosure Project and include interactions between world-system position and three measures of civil society integration: number of NGOs, proportion of corporations with climate-management incentives, and number of corporate UN Global Compact signatories. Renewable Energy Stocks' Performance And Climate Risk: An Empirical Analysis, Lingyu Li, Xianrong Zheng, Shuxi Wang

This article studies the relationship between renewable energy stocks’ performance and climate risk. It shows that publicly held renewable energy stocks underperform as a reaction to climate policy information releases, modeled by feed-in tariff (FIT) legislation announcements. The study examined stock price behaviors 2 days before and 30 days after FIT policy announcements. The stock sample used in the study has 3702 firm-day combinations, which included 180 cleantech firms and 32 events from 2007 to 2017. Based on the residual analysis of the sample’s abnormal return, it indicated that the FIT announcements are associated with significant declines in returns. The …

In this Article, we explore and critique the foundational norms that shape federal and state energy regulation and suggest pathways for reform that can incorporate principles of “energy justice.” These energy justice principles—developed in academic scholarship and social movements—include the equitable distribution of costs and benefits of the energy system, equitable participation and representation in energy decision making, and restorative justice for structurally marginalized groups.

Due to market failures that allow uncompensated negative externalities from burning fossil fuels, there has been a growing call for climate change-related litigation targeting polluting companies. To determine the most intensive carbon dioxide (CO2)-emitting facilities in order prioritize liability for climate lawsuits, and risk mitigation strategies for identified companies as well as their insurers and investors, two methods are compared: (1) the conventional point-source method and (2) the proposed bottleneck method, which considers all emissions that a facility enables rather than only what it emits. The Political Viability Of Carbon Pricing: Policy Design And Framing In British Columbia And California, Roger Karapin

The adoption of climate policies with visible, substantial costs for households is uncommon because of expected political backlash, but British Columbia's carbon tax and California's cap-and-trade program imposed such costs and still survived vigorous opposition. To explain these outcomes, this paper tests hypotheses concerning policy design, framing, energy prices, and elections. It conducts universalizing and variation-finding comparisons across three subcases in the two jurisdictions and uses primary sources to carry out process tracing involving mechanisms of public opinion and elite position taking. This paper considers the role of local government entities as actors in global climate governance regimes. The authors review traditional state-based climate governance efforts and existing attempts to engage municipal and local actors through transnational municipal networks (TMNs). Arguing for the importance of TMNs to effective and time-sensitive climate action, the authors then show how and why TMNs are crucial to future efforts to address climate mitigation as part of multi-level, holistic plans for global climate governance.

Climate change is causing a shift in the temperature and pressure gradient between the Arctic and the Equator, with the Arctic warming at a faster rate than the Equator. This shift has the potential to alter the seasonal wind speeds in the Northern Hemisphere, which could in turn affect the wind power density potential. In this study, a wind model was created to predict future wind speeds and wind power density for 6 weather stations in Iceland. We are facing a global energy crisis caused by world population growth, an escalating increase in demand, and continued dependence on fossil-based fuels for generation.
