“There's all different forms of bullying,” says Steven Gray, a Lakota rancher and former law enforcement officer living in South Dakota. In this look into Gray’s life, we learn about two instances of bullying: the psychological and physical harassment that pushed his son, Tanner Thomas Gray, to commit suicide at age 12; And the controversial construction of an oil pipeline in an ancient tribal land that belongs to the Lakota people by rights of a treaty signed in 1851, which Gray sees as an institutional abuse infringing on the sovereignty of his people. International cooperation is essential to support states in building the human resources necessary for maintaining and strengthening nuclear security. As the nation’s only comprehensive nuclear research and development institute, the Japan Atomic Energy Agency (JAEA) has long-standing experience developing and operating nuclear technology in all steps of the fuel cycle. The Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) was established within the JAEA in December 2010 as Japan’s Center of Excellence for nuclear security. This paper uses ‘Medieval’ drought conditions from the 12th Century to simulate the implications of severe and persistent drought for the future of water resource management in metropolitan Phoenix, one of the largest and fastest growing urban areas in the southwestern USA. WaterSim 5, an anticipatory water policy and planning model, was used to explore groundwater sustainability outcomes for mega-drought conditions across a range of policies, including population growth management, water conservation, water banking, direct reuse of RO reclaimed water, and water augmentation. Results revealed that business-as-usual population growth, per capita use trends, and management strategies are not sustainable over …

The Bureau of Land Management (BLM) administers approximately 245 million acres of our public lands and yet, for most of our nation's history, these lands seemed largely destined to end up in private hands. Even when the Taylor Grazing Act of 1934 ushered in an important era of better managing public grazing districts and "promoting the highest use of the public lands," such use of our public lands still was plainly considered temporary, "pending its final disposal." It was not until 1976 with the passage of the Federal Land Policy and Management Act (FLPMA) that congress adopted a policy that …

This paper argues that current efforts to study and advocate for a change in energy technologies to reduce their climate and other environmental impacts often ignore the political, social, and bodily implications of energy technology choices. Framing renewable energy technologies exclusively in terms of their environmental benefits dismisses important questions about how energy infrastructures can be designed to correspond to democratic forms of socio-politics, forms of social organization that involve independence in terms of meeting energy needs, resilience in terms of adapting to change, participatory decision making and control, equitable distribution of knowledge and efficacy, and just distribution of ownership. …

Much analysis on Asian strategic challenges facing the U.S. has justifiably emphasized the South China Sea (SCS). This has also been reflected in 2016 presidential campaign debate on the SCS as an emerging area of U.S. foreign and national security policy concern. The East China Sea (ECS) is at least as important for the strategic interests of the U.S. and its allies given the tension between China and Japan over the Senkaku/Diaoyu islands, potential energy resources in this body of water, increasing defense spending by adjacent geographic powers, the area’s importance as a maritime international trade route, and the possibility …

Insights From An Energy Poor Rwandan Village, Terry Van Gevelt, C. Canales Holzeis, B. Jones, M.T. Safdar
Research Collection College of Integrative Studies
We used primary data collected from 163 households in an off-grid Rwandan village to provide insights into energy poverty at the household-level. Informed by the rural livelihoods literature, we constructed a novel asset- and income-based index to disaggregate our results by socio-economic status. We also employed microeconometric techniques to investigate the determinants of household willingness-to-pay for electricity. We found statistically significant differences between households of different socio-economic status for expenditure on lighting and other electricity services, willingness-to-pay for electricity, income-generating activities and food security. Rooftop solar photovoltaics (PV) and distributed energy resources can deliver net benefits to Nevadans today and, if thoughtfully utilized, play a significant role in Nevada’s energy future. However, these benefits are not being fully realized in practice today. Narrow accounting of distributed resources’ contribution to the grid, financial disincentives embedded in utility regulatory models, and outdated grid planning procedures are preventing full utilization of these assets. But these obstacles can be readily overcome. Five years after the Fukushima accident, people and countries still argue about the opportunity costs of denuclearization. While nuclear power generation has safety and waste issues, it is carbon free. Climate change has created more pressure for greenhouse gas reduction, so a few countries have decided to maintain or even increase nuclear power generation. The United States ranks first for using nuclear power produced by electricity generation, while the Republic of Korea, the closest country in proximity to Japan, ranks fourth in countries that use nuclear power. This thesis examines the process by which cultural value predispositions influence perceptions of risks and benefits of energy policies, specifically focusing on High Voltage Power Line (HVPL) installations and Hydraulic Fracturing (fracking). For HVPL installations I examine the role of (dis)trust in three groups associated with the HVPL debate – the government, environmental groups, and the energy industry – in determining risk and benefit perceptions of HVPL installation. Findings indicate that cultural value predispositions guide policy elites’ perceptions of trustworthiness. Further, this trust, in turn, guides perceptions of risks and benefits of HVPL installations, partially mediating the effects of cultural …

Collaborative governance has received considerable attention in recent years. From environmental resource management to public safety, collaborative governance continues to play a vital role in regional problem solving. In spite of this increasing popularity previous attempts to model the political, economic, and demographic determinants of collaboration have in most cases produced inconsistent results, thereby undermining the ability to generalize from such findings. The federal minister of the environment, Catherine McKenna, has dealt a setback to the proposal put forward by government-owned Ontario Power Generation (OPG), for the underground storage of nuclear waste. The proposed Deep Geologic Repository (DGR) would be located in Kincardine, Ontario, approximately 1.2 kilometres away from the shore of Lake Huron, and constructed underneath the world's largest operating nuclear power plant.

Executive Order 13211, promulgated in 2001, requires the federal government to consider the impact of federal action on energy independence as part of the George W. Bush’s National Energy Policy. This law review examines whether EO 13211 was used to curtail environmental protection and natural resource conservation. The article begins with a review of the procedure required of federal agencies under EO 13211 and its associated documents. The paper then examines case law and published federal rulemaking proceedings and examines how federal agencies apply tests to evaluate the potential energy effect. Shale boom has changed the track of discussions on the future of the U.S. energy politics. A new opportunity emerged to meet domestic demand of the U.S. by using secure sources. Transportation accounts for a quarter of energy consumption in the U.S. Increasing the share of natural gas in the transport sector bolsters the U.S. energy security because of shifting from insecure sources (imported oil) to secure sources (shale gas reserves). Since China became a net oil importer in 1993, oil refineries have played integral roles in China's quest for oil security. And yet, the capacity, security, and configurations of refineries were rarely featured in the discussions about China's oil policy. To fill this gap, this paper explains the basics of refinery economics and technology, and details the development in China's refining industry since the early 1990s. The environmental sciences have been critical to identifying global environmental challenges such as climate change, but they have been less extensively utilized in deploying solutions to those challenges, such as solar energy. Environmental variables such as temperature, humidity, aerosols, clouds, soiling, and snowfall have important effects on solar PV performance, and these effects can vary regionally. The current status of large-scale solar PV deployment will be discussed along with the role of environmental variables on PV performance.

Powering The Planet: The Role Chemistry Plays In Solar Energy Technology, Amy M. Scott

Global energy demands are projected to double by 2050, according to the U.S. Department of Energy, and solar energy has the greatest potential as the most benign, universal resource for generating electricity. However, harnessing the solar energy efficiently and converting it towards useful forms of power that are compatible with our current infrastructure remains an elusive goal. Today’s solar energy utilization relies on silicon-based photovoltaic (PV) technology, which converts photon energy to electrical energy. The efficiency of these devices remains low (< 30%) and the cost of processing silicon and installing solar panels in homes makes PV uneconomical compared to the current price of electricity. Research efforts towards developing new inorganic and organic materials for thin film PV to replace silicon are currently underway. Organic materials are particularly interesting from the standpoint of developing simple, cheap materials that can be easily tailored for future PV devices. The future of solar energy utilization relies on developing solar paints for vehicles, solar shingles for rooftops, and spray-on solar ink for small device applications, but continued fundamental research is needed for decreasing cost and improving efficiency for next generation devices.

The international community has agreed upon another set of goals for the next 15 years. On the table are no less than 169 objectives and 17 Sustainable Development Goals (SDGs). The new aspirations are summarized and the merits and demerits of further elaboration and measurement including country-specific deadlines and targets are discussed. The hefty budget to achieve all 17 goals is estimated at more than $4 trillion US a year. Beyond Baby Steps An Empirical Study Of The Impact Of Environmental Justice Executive Order 12898, Elizabeth Ann Glass Geltman, Gunwant Gill, Miriam Jovanovic

This study evaluated the impact of Executive Order (EO) 12898 to advance environmental justice. We conducted a review evaluating the frequency and effective use of EO 12898 since execution with particular focus following President Obama’s Plan EJ 2014. We found that both EO 12898 and Plan EJ 2104 had little, if any, impact on federal regulatory decision making. To the extent federal agencies discussed EO 12898, most did so in boilerplate rhetoric that satisfied compliance but was devoid of detailed thought or analysis. In the 21st year, with the exception of the Environmental Protection Agency, very little federal regulatory activity …

Drilling For Common Ground: How Public Opinion Tracks Experts In The Debate Over Federal Regulation Of Shale Oil & Gas Extraction, Elizabeth Ann Glass Geltman

Public interest in environmental and health impacts from shale oil and gas extraction (what the public calls “fracking”) is growing. Industry claims the public outcry against the new technology is not grounded in science. In February 2013, Resources for the Future (“RFF”) published a list of high priority “risk pathways” that experts from NGOs, academia, government, and industry all agreed were real concerns about fracking. This article used the risk matrix to evaluate whether public comments in dockets of federal agencies that proposed regulation concerning hydraulic fracturing tracked expert concern.
